Moody’s affirms Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC)’s Aa3 Insurance Financial Strength Rating with Stable Outlook 2026-10-25 · APO Group · Banking, Insurance https://www.africa-newsroom.com/press/moodys-affirms-islamic-corporation-for-the-insurance-of-investment-and-export-credit-iciecs-aa3-insurance-financial-strength-rating-with-stable-outlook?lang=en The Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC) (http://ICIEC.IsDB.org), a Shariah-based multilateral insurer and member of the Islamic Development Bank Group, is pleased to announce that Moody’s Ratings has affirmed the Corporation’s Aa3 Insurance Financial Strength Rating (IFSR) with a Stable Outlook, reflecting the agency’s ongoing confidence in the Corporation’s strong financial fundamentals and strategic importance as a member of the Islamic Development Bank (IsDB) Group. Moody's cited ICIEC’s strengthening standalone credit profile, including its role as a leading multilateral provider of Shariah-compliant export credit and investment insurance and reinsurance solutions. The agency highlighted improved underwriting performance supported by enhanced risk management, strong asset quality and liquidity, and strong capital adequacy. The Corporation’s preferred creditor status among its Member Countries further reinforces its financial strength and institutional standing. The rating also benefits from the strong institutional and shareholder support of the IsDB and sovereign shareholders, including Kingdom of Saudi Arabia. Commenting on the rating affirmation, Dr. Khalid Khalafalla, Chief Executive Officer of ICIEC, stated: “This affirmation is a strong endorsement of ICIEC’s financial resilience and our ability to manage risks effectively in an increasingly complex global environment. It strengthens our position as a trusted multilateral partner, enabling us to expand our reach, mobilise investment and deliver meaningful development impact across our Member Countries through innovative Shariah-compliant insurance solutions.” The Stable Outlook primarily reflects expected ongoing shareholder support, alongside expectations of continued risk management improvements and strong financial fundamentals as ICIEC expands and diversifies its operations while maintaining prudent underwriting discipline. Moody’s also identified ICIEC’s exposure to geopolitical risks and its smaller operational scale relative to peers as moderating factors. A large training cluster needs a substation, a long-term power contract, water for cooling, and a construction workforce that will still be on site years after the ribbon cutting. Both get filed under "choosing a data centre market", and the same three cities appear on both shortlists. The criteria behind them barely overlap. Start with the workload, not the city That is why this comparison is organised around workloads instead of a league table. Hong Kong, Singapore and Tokyo each win on at least one axis and lose on at least one, and the axes do not carry equal weight for every tenant. A bank placing a matching engine cares about a 30 ms round trip to the next exchange. A hyperscaler cares whether a large load can be energised before the depreciation schedule eats the business case. Those two buyers should not read the same table the same way. The three cities are on the shortlist for different reasons, and it helps to say which. Hong Kong is a financial centre with a cable history. Singapore is a Southeast Asian gateway whose government rations power. Tokyo is a domestic market large enough to justify its own supply chain. A tenant that treats them as interchangeable will pick the cheapest lease and spend three years discovering why the choice was wrong. Six variables follow, each defined, sourced, and then read against the tenants it governs: cross-border latency and cable landings, industrial electricity price, rentable capacity and pipeline, licensing and ownership, technical talent, and the time needed to bring land and power online. The order runs from the questions that eliminate cities fastest to the ones that only break ties. Six variables, and why these six Each variable passes a simple test. It changes the answer for at least one plausible tenant, and it can be measured without asking a broker for a favour. Latency and cable landings decide whether a workload can be split across markets at all. Industrial electricity price is the largest controllable operating cost in a dense hall. Rentable capacity and pipeline decide whether a lease starts this year or in three. Licensing and ownership decide who may hold the asset. Talent decides whether the site can be staffed after the opening. Land and power timelines decide whether the project exists. Three candidates were dropped. Rack rents went first, because the three markets quote different products: Hong Kong space is commonly priced per square foot of raised floor, Singapore and Tokyo wholesale deals per kW, and neither basis converts cleanly without a density assumption the landlord will not warrant. Land cost per acre went next, because the figures I could reach sit behind subscription walls. Exchange-level latency went last, because venue latency depends on where a cage sits inside the building, which is a negotiation rather than a market statistic. What remains is narrow on purpose. It will not tell you which city has the better data centre industry. It will tell you which variable is likely to decide your project, and which city that variable points to. One methodological note before the numbers. Where two credible sources measure the same thing differently, I have kept both and said so instead of averaging them into a figure that belongs to neither. Singapore is the clearest case: the economic development board counts 1.4 GW of computing capacity across more than 70 facilities, while Cushman & Wakefield counts 1,068 MW across 51. The gap is scope, and scope matters more than the midpoint. Connectivity: the triangle is not equilateral The three cities sit on one trunk. The Southeast Asia–Japan Cable 2 runs 10,500 km and connects 11 landing stations, with its main trunk linking Singapore, Hong Kong and Japan; the system was designed for 144 Tbps and entered service on 16 July 2025. All three markets can therefore reach each other on capacity from the same build, which removes the old argument that one city is structurally cut off from another. The geometry still favours Hong Kong. Measured round-trip times between the three metros put Hong Kong 30.18 ms from Singapore and 62.17 ms from Tokyo, while Tokyo and Singapore sit 66.84 ms apart. Hong Kong is the hinge of the triangle and Tokyo is the far corner. For anything that must touch two of the three markets in sequence, that difference compounds with every request. Cable depth tells a different story. Hong Kong hosts 11 of the 14 intra-Asian submarine cables, according to Digital Realty. Singapore's advantage is breadth of networks rather than cable count: 742 distinct networks have a presence in the metro, against 583 in Hong Kong and 533 in Tokyo, on PeeringDB data. Tokyo's lower count is partly an artefact of how Japanese carriers peer and partly real. Read together, the connectivity picture splits three ways. Hong Kong is the lowest-latency place to sit if your traffic crosses the Pearl River Delta or shuttles between North and Southeast Asia. Singapore is the better place to buy transit, because more networks are already in the building. Tokyo is the right answer when the traffic is domestic Japanese or headed east across the Pacific, and a costly detour when it is not. Network counts from PeeringDB, October 2026. Power: the ranking flips when the tariff class changes Electricity is where a comparison most easily goes wrong, because "the industrial price" is not one number. Two credible series produce two different orderings of the same three cities, and both are defensible. Start with country-average business retail prices collected in March 2026. On that basis Hong Kong is cheapest at US$0.169 per kWh, Japan is second at US$0.179, and Singapore is dearest at US$0.212. A mid-sized enterprise buying a few megawatts would look at that table and put Hong Kong first. Now switch to large-load industrial tariffs, the product a data centre actually buys. Tokyo's special high-voltage average came to 19.40 yen per kWh across January to July 2026, or US$0.119. Hong Kong's all-customer average net tariff was HK$1.406 per kWh from January 2026, or US$0.179. Singapore's high-tension large tariff, weighted for a flat 24-hour load, came to SGD 0.2490 per kWh, or US$0.192. Japan moves from second to first, Hong Kong stays in the middle, and Singapore stays last by a wider margin. The reversal is not a data error. Hong Kong's published figure is an average across all customer classes, which flatters a large user. Japan's is the actual special high-voltage product. Singapore's includes a contracted capacity charge that a 24-hour load absorbs but a peaky load does not, so a tenant running batch training around the clock faces a different bill from a tenant running a trading floor for part of the day. Market structure explains part of the gap. Hong Kong sets tariffs under a scheme of control agreed with the government, which is why the published number is an average across customers rather than a menu. Singapore publishes a quarterly regulated tariff alongside a competitive wholesale market, so the same building can buy at two different prices depending on contract length. Japan's retail market is deregulated, and special high-voltage is a reporting category covering all retailers rather than a single offer. A tenant comparing headline numbers is comparing regulatory artefacts as much as fuel costs. There is a second power variable that does not appear in the tariff: how much of it is low-carbon. Japan generated 23.56% of its electricity from renewables in 2025, Singapore 5.49%, and Hong Kong 1.04%, on Ember data. For a tenant with a corporate renewable target, that gap is a procurement problem in Singapore and a reporting problem in Hong Kong. Demand is moving in one direction. CLP reported that its data centre electricity sales in Hong Kong grew 7.5% in 2025, driven by AI and digital services. Growth of that order against a fixed generation fleet is how a price advantage disappears. Capacity: what you can rent, and how fast Installed capacity is the least interesting number in this comparison, because none of the three markets is short of buildings. What matters is what is empty, what is under construction, and how quickly the empty space is absorbed. Hong Kong has 592 MW in service across 49 facilities and a vacancy rate of 15.6%, with 185 MW under construction. That is the softest market of the three by a wide margin, and the only one where a tenant with a near-term requirement can plausibly negotiate rather than queue. Vacancy and demand can coexist: in September 2026 Grand Ming agreed to sell two Fanling data centres for up to HK$2.445 billion, about US$312 million, with Amazon identified as the buyer. That is a platform purchase rather than a bet on empty space. Singapore has 1,068 MW across 51 facilities, a vacancy rate of 4.8%, and just 25 MW under construction. The pipeline equals about half a year of current take-up. New capacity arrives through a government allocation process rather than the open market: at least 300 MW was offered under the 2024 green data centre roadmap, and a second call for applications launched in December 2025 for at least 200 MW more, with additional power possible for proposals that bring new green energy pathways. Tokyo is the largest market at 1,397 MW across 123 facilities, with 4.4% vacancy and 220 MW under construction. It is also the fastest absorber: 223 MW of take-up in the first half of 2026 alone, against 30 MW in Hong Kong and 25 MW in Singapore. Pre-letting is normal. Colt's Inzai 4 was fully pre-let when it launched, with 4.8 MW energised, on the way to 20 MW at full build and 70 MW across the Inzai campus. The constraint that binds all three is the grid. Connection waits of more than three years are reported for Tokyo, Singapore and Hong Kong alike, which means the difference between the markets is less about how fast a utility can connect you and more about whether you can secure an allocation, a site, or a pre-let building that already holds the connection. Market Industrial power (US$/kWh) Operational capacity (MW) Vacancy Under construction (MW) Networks present Hong Kong 0.179 592 15.6% 185 583 Singapore 0.192 1,068 4.8% 25 742 Tokyo 0.119 1,397 4.4% 220 533   Capacity, vacancy and pipeline from Cushman & Wakefield APAC H1 2026, compiled by Datacentres.com. Power from CLP, SP Group and the Japanese energy surveillance commission, as compiled in the same source. Construction cost adds a second filter. Turner & Townsend's 2025 index put Singapore at US$14.53 per watt, up 5% year on year, second only to Tokyo and ahead of Silicon Valley; Kuala Lumpur came in at US$11.37 and Shanghai at US$6.12. Hong Kong does not appear in the coverage I could reach, which is itself informative: the market with the most empty space is also the one whose build economics are least publicly documented. Licensing: the gate is rarely the telecom licence All three markets allow a foreign investor to own 100% of a data centre operator. The differences sit in who needs a licence and who needs to notify. Hong Kong licenses facility-based public telecommunications through a unified carrier licence, a single instrument covering fixed and mobile services since August 2008. Running a colocation building does not require one; landing a cable or selling capacity on public circuits does. The investment regime around it is unusually open, with no distinction in law between foreign-controlled and locally controlled companies, and no requirement that directors reside in Hong Kong. Singapore requires a facilities-based operator licence to deploy network infrastructure and sell capacity, and the market has been fully liberalised since 2000, with foreign and domestic firms applying on the same terms. The State Department's investment climate report counted 76 facilities-based operators. A colocation landlord that does not run public transmission sits outside the licence, but any tenant wanting to resell cross-border capacity will need a partner that holds one. Japan is the outlier in ownership terms, though not where a data centre tenant would feel it. The foreign ownership caps that exist apply to NTT at 33.3% and to broadcasters below 20%, not to data centres. What does apply is a prior-notification regime: acquisitions of 10% or more of a company in a designated core industry require filing with the finance ministry and the sector regulator, a step that matters for anyone buying an operating platform rather than building one. Entity setup is quick by regional standards, at about one month for a branch and two for a subsidiary. Administrative speed is not the constraint in any of the three. Hong Kong registers a local company through a single electronic platform, typically on the same day, and a non-Hong Kong company in about two weeks. Japan measures entity setup in one to two months, which is fast for the region. The months that decide a project timeline are spent on land, power and construction approvals, not on the corporate paperwork. The practical gate in all three sits upstream of the licence. In Singapore it is the power allocation. In Hong Kong it is land, since almost every new hall involves a lease modification or a government site. In Tokyo it is the grid connection queue and, increasingly, local consent. Talent: a proxy with a wide error bar There is no comparable public count of liquid-cooling technicians by city, so the usable measure here is a proxy with its limits stated. The IMD World Talent Ranking places Hong Kong 4th, Singapore 7th and Japan 40th out of 69 economies in 2025, scoring investment in education, appeal to foreign talent, and the readiness of the existing pool. That ranking measures economies, not data centres, and it will not tell you whether a specific metro can staff a round-the-clock network operations centre in English. It does capture something a site-selection memo usually misses: the difference between a place where a shift team can be hired in weeks and a place where one has to be imported. For a regional headquarters with a small technical team, Hong Kong and Singapore are close enough that the decision will be settled on cost and lease terms. For a Japanese-language operation serving domestic customers, Tokyo's rank is irrelevant and its local labour market is the only one that counts. Reading the matrix Three readings follow from the tables, and they point in different directions. On latency, Hong Kong wins and Tokyo loses. On industrial power, Tokyo wins and Singapore loses. On available capacity, Hong Kong wins and Singapore loses. On network depth, Singapore wins. On market size and absorption, Tokyo wins. No city is first on more than two of the five, and that distribution is the finding: a comparison that produced a single winner would be hiding the trade the buyer actually has to make. Where the data runs out Four gaps are worth naming, because each one is a place where a confident-looking table would be inventing precision. Rack rents are not comparable across the three markets, for the reasons given earlier. Land cost per acre is published by the major brokers but sits behind subscription walls in every case I could reach. Permit timelines are estimated rather than observed, and the benchmarks behind them predate the current build cycle. Exchange-level latency, as opposed to metro-to-metro latency, is negotiated per cage and not published on a consistent basis. Two smaller gaps matter for specific tenants. Hong Kong's construction cost per watt is missing from the most recent index coverage I could obtain, so the market with the most vacant space cannot be priced on a like-for-like basis against Singapore and Tokyo. And the three markets define installed capacity differently enough that Singapore's total shifts by roughly a third depending on whether captive capacity is counted, which is why the table uses one compiler throughout instead of mixing sources. What would change these conclusions is specific and observable. If Hong Kong's 185 MW under construction is absorbed at anything like Tokyo's rate, its vacancy advantage disappears and the negotiating leverage moves to the landlord. If Singapore's second allocation clears and the awarded capacity is energised, its pipeline constraint eases, though the power price and the green conditions stay. If Tokyo's grid queue shortens, its cost advantage compounds. None of these is a forecast; each is a number to re-check before signing. If you need X, choose Y Latency-sensitive trading or settlement across North and Southeast Asia: Hong Kong. The 30.18 ms round trip to Singapore and 62.17 ms to Tokyo are the best pair in the set, and 11 of the 14 intra-Asian cables land there. A large, near-term block of space with negotiating leverage: Hong Kong. A 15.6% vacancy rate and 185 MW under construction are the only combination in the three markets that gives a tenant a credible alternative to the incumbent landlord. Deep peering and the widest choice of transit partners: Singapore. 742 networks is the largest ecosystem of the three, and it is why Singapore remains the default for cloud on-ramps even at the highest power price. The cheapest energy for a round-the-clock, power-dense load: Tokyo. At US$0.119 per kWh on the special high-voltage tariff, Japan is the only one of the three below twelve cents, and a 23.56% renewable share helps a corporate target as well as a bill. Scale without a government allocation: Tokyo, but only through a pre-let. 220 MW under construction against 223 MW absorbed in a single half-year means the buildings that exist are already spoken for, so the route is a negotiation with an operator rather than an application to a ministry. A regional headquarters with a small technical team and an English-speaking regulator: Singapore or Hong Kong. The talent proxy puts them 7th and 4th against Japan's 40th, and neither licensing regime imposes an ownership condition that would complicate a holding structure. A green-field campus where a renewable power purchase agreement is the binding constraint: Singapore, if you can win an allocation, and nowhere if you cannot. The 200 MW second call is the main route to new capacity, and it is scored on green energy pathways rather than price. The $53 million program includes a $16.8 million international procurement package for the design, supply, installation, testing and commissioning of grid densification and extension infrastructure in Juba. The investment is designed to connect additional residential, commercial and industrial consumers while strengthening the capital’s distribution network. The project forms part of a wider power infrastructure pipeline taking shape across South Sudan, including domestic distribution upgrades and a planned 400-kV interconnection with Uganda. These opportunities will be in focus at South Sudan Oil & Power (SSOP) 2026, taking place November 24–25 in Juba, connecting government, utilities, financiers, project developers and technology providers as the country seeks investment across its transmission and distribution network. South Sudan is simultaneously advancing cross-border electricity infrastructure designed to strengthen regional power trade and increase access to additional generation capacity. In September 2026, implementation of the South Sudan–Uganda Power Interconnection Project commenced following the approval of $121 million from the African Development Fund for the Ugandan component. The regional project involves the development of a 400-kV transmission connection between Olwiyo in Uganda and Juba, creating opportunities across medium- and low-voltage networks, transformers, substations, electrical equipment, engineering, construction and grid-management technologies. The African Development Fund approved $153.66 million in financing for the project in 2025, including $33.66 million for South Sudan. Once operational, the interconnection is expected to enable an average annual exchange of 624 GWh of electricity between the two countries and improve electricity access for approximately 286,710 people in South Sudan. South Sudan is also advancing investment in its domestic distribution network. In May 2026, the African Development Bank reported supplementary financing of approximately UA10.61 million for the Juba Distribution System Rehabilitation and Expansion Project. The project includes the installation of approximately 357 km of low-voltage lines and 201 transformer stations, alongside efforts to integrate the South Sudanese grid with Ethiopian generating capacity. Up to 20,000 new consumers are expected to benefit from the expansion. Together, these projects demonstrate the scale of infrastructure and funding required to support South Sudan’s electricity expansion ambitions. Against this backdrop, the upcoming SSOP 2026 conference will provide a platform for investors, financiers, regulators, utilities, project developers and technology providers to engage on the country’s evolving power infrastructure pipeline. The event will feature high-level panel discussions, project showcases and exclusive networking sessions exploring opportunities for South Sudan to mobilize capital, strengthen regional power cooperation and accelerate transmission and distribution development. Instability linked to the ongoing conflict in the region has affected investor confidence, market liquidity and asset valuations, and financial firms across the region are adapting to a changed environment. Pressure from several directions The challenges have come from several sides at once. Currency, commodity and digital-asset markets have become more volatile. Major central banks have followed different policy paths, creating an uncertain interest-rate environment. At the same time, stricter international compliance standards in cross-border banking have lengthened the time it takes for funds to move between markets. Real estate has also slowed. According to property consultancy Cavendish Maxwell, the value of residential sales in Dubai fell 47% year on year in the third quarter of 2026, while the number of transactions fell 38%. S&P Global Ratings estimates that prices fell by 5–15% between the end of 2025 and September 2026. Dubai-based AIX Group is among the firms adjusting to these conditions. According to the company, it continues to operate and to serve its clients, and products that have not been affected by current market conditions continue to operate as usual. One of the AIX product have, however, been affected, through lower valuations, reduced liquidity and longer timelines for realising investments. AIX said it believes that selling assets in the current market would not be in the best interests of its clients, and it has therefore decided to restructure the affected programmes. Clients have been presented with options for the period ahead. The process is being carried out with the support of international law firms, financial advisers and restructuring specialists, and individual steps are subject to the relevant approvals. Keeping clients informed AIX said it understands the concern these conditions create for clients. Updates will be shared with clients directly, and the company will publish all official information exclusively through its official channels. For financial firms across the region, the months ahead will call for careful management through a period of continued uncertainty. ———————————————————————————————————————————————————————————— First Capital, Inc. In the current environment marked by rising interest rates, stubborn inflation and market volatility, doing that may cost you.  Passive, broad-market funds can expose investors to overconcentration risk and capped upside potential. They may also lock investors into overvalued large-cap names and fail to adapt when market conditions shift. The passive income-seeking ones may not be much better. They can potentially put investors at a disadvantage because broad index yields are stuck near lows, rigid rules may fail to protect against inflation, and capping upside limits long-term growth. It doesn’t help that inflation is rising, with prices up 3.7% in September, according to the latest Consumer Price Index reading.  Passive May Not Be Enough  All of that is particularly true in a volatile market where news in one sector can take down the entire market. Or where broad downturns could trigger losses. When things like the Federal Reserve announcing another rate hike - like it did at its most recent meeting in September - tanks the market, a passive ETF can’t react quickly. Investors have to be mindful that even if an ETF or fund layers options on top of its passive strategy, if it remains too rigid, they could still be at a disadvantage. Many of these rules-based ETFs hold a portfolio that mirrors the S&P 500 and sell monthly SPX index call options on 100% of their holdings. Despite using options to generate income, the fund may be forced to lock in losses during market pullbacks and strictly cap its participation in recovery rallies, because it has a rules-based approach. That does not benefit investors as an actively managed fund would.  Infrastructure Capital Equity Income ETF: All The Action You Need  The Infrastructure Capital Equity Income ETF (NYSE: ICAP) takes an actively managed approach. The fund does not track an index like the S&P 500. Instead, it selects large-cap, dividend-paying companies from a range of sectors using bottom-up fundamental analysis. That way, it is not beholden to one stock, sector, industry or region. Investors aren’t locked into one mega-cap company or overconcentrated in one area.  The portfolio construction emphasizes discounted cash flow estimates along with a dynamic valuation screen that includes metrics such as price-to-earnings, enterprise value-to-EBITDA and price-to-funds-from-operations. Holdings are also chosen for their consistent dividends, reasonable payout ratios and the potential for future dividend growth. ICAP also employs a flexible, discretionary options overlay. Rather than systematically overwriting a fixed percentage of the portfolio, the fund sells covered calls on individual stocks. Coverage ratios, strike prices and expirations are all managed dynamically.  Hands-On Approach Gives Investors An Edge The fund is able to do that because it is run by Infrastructure Capital Founder, CEO and Portfolio Manager Jay D. Hatfield, who brings with him nearly thirty years of experience in the financial markets, offering a broad perspective on stocks, options and investing. Thanks to his extensive experience as an investment banker, portfolio manager and research director, investors get access to a seasoned money manager who has created his own approach to investing.   Hatfield has a hands-on approach to selecting companies for the ICAP ETF that includes maintaining proprietary company models and relationships with the management teams to determine earnings estimates and forward-looking outlooks, establishing price targets using a dynamic relative valuation framework based on the relationship between price, earnings and growth and employing a selective option writing strategy and modest leverage of typically 15-30% to enhance income while retaining upside market exposure. Plus, investors get either a monthly payout or income that is reinvested.  Holdings are subject to change. Please see current top ten holdings by clicking here.  Inflation is rising, the Fed is still raising rates and the markets are reacting. Passive investing in this environment can almost feel like a fool's game sometimes, especially if you are seeking income. The Infrastructure Capital Equity Income ETF (ICAP) takes an active approach. Abdul Kamara, Officer in Charge, Vice President of the African Development Bank Group, and Tim Reid, Chief Executive of UK Export Finance, signed the agreement on 21 October in Conakry, Guinea, on the sidelines of the fifth UK–West and Central Francophone Africa Trade and Investment Forum (WCAF V). It is the first framework agreement between the two institutions. “Africa’s financing needs call for partnerships that bring additional capital to the continent at scale. This agreement with UK Export Finance gives our cooperation a structured framework and opens new opportunities to finance the infrastructure and investments that will drive Africa’s growth,” said Abdul Kamara, OIC Vice President of the African Development Bank Group. The Memorandum of Understanding provides a framework for the two institutions to identify, assess and develop co-financing opportunities for sovereign and non-sovereign operations in the Bank’s regional member countries, drawing on each institution’s financial instruments. The partnership will bring together development finance and export credit to crowd in additional capital for Africa’s strategic investments. Priority areas include energy, infrastructure, water and sanitation, health, digital infrastructure, critical minerals, supply chain resilience, alongside agriculture and trade finance. “This agreement deepens the relationship between UK Export Finance and the African Development Bank Group. By combining our financial instruments and expertise, we can unlock greater co-financing for the infrastructure, energy and trade priorities that matter most to Africa's growth. UKEF is committed to supporting that ambition, and this partnership will help us do so at greater scale”, said Tim Reid, Chief Executive, UK Export Finance. The partnership supports the Bank Group’s efforts to mobilise capital at scale, in line with its Four Cardinal Points (https://apo-opa.co/4jHBqUh) strategic priorities. The agreement also reflects the long-standing partnership between the Bank Group and the United Kingdom. The United Kingdom joined the African Development Fund (ADF) in 1973 and became a member of the African Development Bank in 1983. He remains a major contributor to the African Development Fund, which is the Bank Group’s concessional financing window. The UK Export Finance, established in 1919 as the world’s first export credit agency, provides finance and insurance to support UK businesses and is increasingly active across Africa. Preferred Bank (“the Bank”) reported net income of $32.9 million or $2.73 per diluted share for the third quarter of 2026. This represents a decrease in net income of $3.0 million from the same quarter last year and a decrease of $592,000 from the previous quarter. The decrease compared to the prior year was due to a decrease in net interest income of $4.6 million partially offset by a $1.3 million increase in noninterest income and a small increase in noninterest expense of $661,000. The difference compared to the prior quarter was again due to net interest income which decreased by $3.3 million partially offset by an increase in noninterest income of $1.5 million and a decrease in noninterest expense of $1.6 million. During the quarter, the Bank placed a $56.7 million loan on nonaccrual status and four others totaling $13.5 million and the resulting reversal of interest income was $2.1 million which was the primary driver behind the decrease in net interest income. ———————————————————————————————————————————————————————————— TEN Credit Union Selects Bankjoy for Digital Banking as It Moves to Corelation KeyStone 2026-10-23 · Business Wire · Banking https://finance.yahoo.com/technology/articles/ten-credit-union-selects-bankjoy-120000987.html Nashville credit union will launch Bankjoy on the same day as its KeyStone conversion DETROIT, October 23, 2026--Bankjoy , a leading provider of digital banking solutions for community financial institutions, today announced that TEN Credit Union (TENCU), a Nashville-based credit union founded in 1950 ———————————————————————————————————————————————————————————— Republic Bancorp Reports Solid Third Quarter Results Highlighted by Continued Strong Core Banking Net Interest Income Expansion 2026-10-23 · Business Wire · Finance, Banking https://finance.yahoo.com/markets/stocks/articles/republic-bancorp-reports-solid-third-120000908.html LOUISVILLE, Ky., October 23, 2026--Republic Bancorp, Inc. Once they leave the shore, national boundaries disappear. Some travel north through the Mozambique Channel, using waters and coastal habitats off Mozambique and Madagascar. Others journey into the wider Indian Ocean. South Africa can protect their nesting beaches. But no country can protect their entire journey alone. The turtle carries the central challenge of Western Indian Ocean conservation on its back. Strong national action is indispensable, but migratory species, connected habitats and shared ecosystems also require countries to work together. The finance supporting that cooperation must be capable of making the same journey. For the approximately 60 million people living within 100 kilometres of the Western Indian Ocean coastline, the stakes are immediate. Healthy marine ecosystems support food security, livelihoods, trade, tourism and protection from storms. They are the natural foundation of the sustainable blue economies our countries are working to build. Their value reaches far beyond the region. Our mangroves and seagrasses store carbon. Our reefs sustain biodiversity of global importance. Our waters support migratory species whose journeys connect coastlines and the wider ocean. Protecting them is both a regional responsibility and a global interest. The WIO does not lack ambition. Nor is it waiting for others to define what ocean conservation should look like. In my own country, Seychelles, we have seen what can happen when ocean ambition is matched by political commitment and innovative finance. Our marine spatial planning and conservation-finance experience demonstrate that protecting the ocean can be integrated with national development. This learning does not belong to Seychelles alone, across the WIO, other countries are now advancing approaches shaped by their own priorities and circumstances. Through the Nairobi Convention, governments have committed to stronger cooperation, sustainable blue economies and effective, inclusive ocean governance. The Regional Ocean Governance Strategy has established the mandate. We are now tasked with building the financing mechanisms capable of delivering it. That task is no small feat. Conserving 30% of marine and coastal areas by 2030 requires more than drawing boundaries on a map. Protected areas must be supported by science, effective management, enforcement, community participation and investment in sustainable livelihoods. With the landmark BBNJ Agreement now in force, new possibilities are opening for conservation beyond national waters. The WIO must be ready to influence how the Agreement is implemented through regional research, proposals, and cooperation from the coast to the high seas. But these responsibilities will extend far beyond any single project or grant. Reefs do not recover according to project deadlines. Fisheries do not rebuild within funding cycles. Conservation requires continuity. On Anjouan in Comoros, women from three coastal villages formed an association after learning from fishing communities in Madagascar and Zanzibar. They temporarily closed part of their reef to octopus fishing, helped enforce the closure and waited. When the fishing ground reopened, the average octopus caught was twice its previous weight. The idea crossed borders because communities could learn from one another. WIO communities are not waiting for conservation to arrive. They are already leading it. Sustaining and extending their progress requires finance that supports local leadership, shared knowledge and long-term management. National institutions and project investments remain essential. But some responsibilities are regional by nature. Fisheries move, species migrate and habitats connect. Protecting offshore and transboundary ecosystems therefore requires countries to work together over time. No single fund can finance every aspect of the WIO ocean agenda. Pollution control, greener ports, maritime priorities and conservation require different instruments. Within that wider architecture, a Western Indian Ocean Regional Conservation Trust Fund (RCTF) could fill a specific gap: mobilising and deploying sustained finance for conservation priorities that cross borders and are best addressed together. Designed to complement and not compete with national funds, development banks and project finance, the RCTF would focus only where regional cooperation adds clear value. The region is not starting from zero on this issue. Consultations with governments, conservation organisations and financial partners have begun, informed by experience within the WIO and elsewhere. The next phase must remain government-led, determining the fund’s priorities, safeguards, governance and relationship with existing institutions. International partners can help accelerate that work. They are not being asked to create a new agenda or finance another isolated project. They can help build one component of a regionally owned financing architecture, directed toward conservation needs that conventional funding struggles to sustain. This is not simply an opportunity to fund conservation in the WIO. It is an opportunity to invest in the WIO’s capacity to lead it. When governments meet at COP12 in October, they will mark 40 years of cooperation through the Nairobi Convention. They must also look ahead. A sustainable blue economy for the region must be built on healthy ecosystems backed by reliable, long-term finance. COP12 should authorise a government-led next phase for the RCTF, defining where it can add value and how it should operate within the regional architecture already endorsed. International partners have an opportunity to invest early in a regionally owned mechanism designed to sustain conservation impact well beyond a single project or funding cycle. The Western Indian Ocean is one connected ocean. Its future demands finance equal to the distance its species travel, the connections its ecosystems sustain and the ambition its countries are ready to turn into action. Thus, the delegation visited in turn the Maarif Foundation, the Cooperation and Coordination Agency (TIKA), the Higher Education Information Council, the Ministry of Health, the Council for External Economic Relations (DEIK), and the Ministry of National Education. At the MAARIF Foundation, Ambassador Hermann Yirigouin TOE and his delegation held discussions with Anet BEY, Head of Africa at the MAARIF Foundation, assisted by colleagues. He welcomed the signing of an establishment and management agreement with the foundation, which already owns schools in Ouagadougou and Bobo-Dioulasso, and the awarding of scholarships for Burkinabe students. She also requested the foundation's support for increasing the number of these scholarships and for support in the areas of education and vocational and technical training. MAARIF agreed to all of these requests. The two parties also discussed opportunities for expanding the foundation's activities in Burkina Faso. At the Cooperation and Coordination Agency (TIKA), the Turkish development agency founded in 1992, the Secretary General of the Ministry of Foreign Affairs was received by Dr. Yahya Coskun, Vice President of the institution. TIKA has numerous achievements in Burkina Faso. Among other things, she supported the development of emergency medicine with the SAMU (Emergency Medical Service). The Agency expressed its support for a review of the project for its implementation. For 2027, it committed to providing support to Burkina Faso in the area of vocational and technical training, in line with the country's endogenous development objective. The Burkinabe delegation also expressed the wish that a TIKA office could be opened soon in Ouagadougou. At the Higher Education Council, discussions between Burkinabe and Turkish representatives focused primarily on the issue of renewing the 2024 memorandum of understanding, which sets out the conditions for cooperation in academic and university matters and which has now expired. From the outset, Burkina Faso expressed its commitment to preserving the existing agreements, maintaining this cooperation, and strengthening it. The Turkish Council for Higher Education also supports this renewal and promises to increase the number of scholarships for Master's and Doctoral programs for Burkinabe students. The Turkish side stated that it was open to any proposals for improving our cooperation within the framework of the new agreement. A prioritized list of Burkina Faso's needs will be sent to Turkey immediately. Researchers from Burkina Faso will also be able to access and apply to the project bank of Turkish research centers. At the Ministry of Health, the Burkinabe delegation was received by the Vice-Minister, Professor Nurullah OKUMUS. Ambassador Hermann Yirigouin TOE praised the dynamism of cooperation between our two countries in the field of health, with the success of the first kidney transplant in Burkina Faso as a concrete achievement. The Turkish Deputy Minister expressed his country's commitment to continuing its support for Burkina Faso in organ transplantation. This support will take the form of training and skills development for trainers, keeping pace with evolving knowledge in the field. He also expressed support for facilitating agreements between Turkish public hospitals and the Burkinabe Ministry of Health as part of deepening health cooperation. Professor Nurullah OKUMUS expressed interest in the Kokologho pharmaceutical technopole project, which could offer investment opportunities to Turkish companies. At the Foreign Economic Relations Board (DEIK), which represents 4,000 Turkish companies, discussions led to a proposal to hold a business and investment forum between Burkina Faso and Turkey in Burkina Faso. Turkish exports to Burkina Faso are projected to increase from US$122.24 million in 2023 to US$177.84 million in 2025. This growth testifies to the dynamism of our trade relations, and Ambassador TOE commended the important role played by DEIK in bringing Turkish and Burkinabe businesses closer together. He urged the institution to be more actively involved in resolving disputes between Turkey and Burkinabe to prevent Burkinabe companies from continually suffering losses. DEIK, through Ms. Vahit Oguz Cetin, one of its leaders for West Africa, advocated for the facilitation of banking transactions and an agreement on the elimination of double taxation. The Burkinabe delegation explained that this issue of double taxation is addressed at the confederal level within the Confederation of Sahel States (AES). It encouraged joint ventures and the establishment of sustainable partnerships, particularly in agri-food, cold chain logistics, textiles, solar energy, mining, technical training, etc., to boost national economic development. At the Turkish Ministry of National Education, discussions focused primarily on the issue of improving the quality of education desired and sought by Burkina Faso to support its project for the economic and social transformation of the country within the framework of the Popular Progressive Revolution. The Turkish Department of Education has stated its readiness to examine all options regarding the training of teachers and administrators of the education system, the sharing of experience in vocational and technical training, the sharing of school programs and training curricula, and the implementation of new programs. He also proposed twinning projects between Turkish and Burkinabe schools for a mixing of peoples, the ambition being to leave future generations a legacy of relations based on friendship and cooperation. Between two consultations, Ambassador Hermann Yirigouin TOE and his delegation visited the Atatürk Mausoleum named after Mustafa Kemal ATATÜRK, the Founder of the Republic of Türkiye. A return to the roots of modern Türkiye, rich in lessons about the determination of a man and the nationalism of a people who knew how to take charge of their destiny and establish themselves in the concert of nations. The facility is expected to become Côte d’Ivoire's largest solar plant when operational in 2027. The project won ESG Green Bond Deal of the Year for Africa at the recent Infra Global ESG Awards 2026 in London, while AFC received ESG Green Bond Arranger of the Year for Africa. The double honours recognise the innovation behind the Poro Power transaction and AFC's role in structuring and mobilising investment for sustainable infrastructure. Developed by Ivorian entrepreneurs, the 66-megawatt solar plant is under construction in northern Côte d’Ivoire near the city of Korhogo. It is projected to generate approximately 136 gigawatt-hours (GWh) of electricity annually, meeting the needs of more than 100,000 households and benefiting an estimated half a million people. Beyond providing homes, public services and businesses with reliable power, the project will help Côte d’Ivoire towards meeting its target of increasing renewable energy's share of electricity generation to 45% by 2030. The Government of Côte d’Ivoire is enabling projects such as Poro Power through its initiative to encourage local private-sector participation in large-scale renewable energy projects, led by the Ministry of Mines, Petroleum and Energy under Minister Mamadou Sangafowa-Coulibaly. “These awards are a tremendous recognition for an Ivorian project developed to meet the needs of our own communities,” said Jean-Marc Aie, Chairman and CEO of Poro Power 1 S.A. “Our ambition is not simply to generate clean electricity, but to support businesses, create opportunities and contribute to the development of Côte d’Ivoire. The Ministry's strategy to empower local private developers to undertake large-scale renewable energy projects, together with AFC's investment and innovative financing structure, has been instrumental in bringing Poro Power to this stage.”  The €65 million financing package, equivalent to approximately FCFA 42.6 billion, was raised through a green bond — an investment instrument that enables institutions to lend money to projects delivering environmental benefits. It was the first project-finance green bond in both Côte d’Ivoire and the West African Economic and Monetary Union (WAEMU), establishing a precedent for French-speaking West Africa, and was led, structured and fully funded by African institutions. The transaction allowed investors to participate in both euros and CFA francs, making it also Côte d’Ivoire's first dual-currency green bond. Together, these features demonstrate how African financial institutions can mobilise their own capital for major infrastructure projects, using financing structures suited to African markets. AFC invested €43 million (approximately FCFA 28.2 billion) in February 2026 and acted as anchor investor, lead underwriter and co-arranger. The equivalent of a further €22 million was raised from African investors, including local and regional banks, pension funds, insurance companies and high-net worth investors. The bond has a 15-year term, a fixed interest rate of 8.75%, and quarterly repayments following a two-year construction grace period. The financing combines the flexibility of a bond with safeguards normally used in project finance, including first-ranking security, dedicated revenue accounts and contractual protections that separate the project's cash flows from other activities. These measures help protect investors and align repayments with the plant's expected revenues. By bringing together AFC's investment alongside capital from other African institutions through a structure that accommodates both local and international currencies, the transaction offers a potential model for financing further renewable energy and infrastructure projects across the region. Its significance extends beyond Poro Power, providing a practical example of African money financing African projects and a structure that could be replicated across the continent. “Poro Power demonstrates that African financial institutions have both the capital and the expertise to finance large-scale renewable energy infrastructure through our own markets,” said Sameh Shenouda, Executive Board Member and Chief Investment Officer of AFC. “By combining the protections required for long-term project finance with the flexibility of capital markets, we have created a structure that can attract a broader range of African investors. This is an important model for mobilising the investment needed to expand reliable electricity supply, support industry and accelerate the energy transition across the region.” Once operational, the plant is projected to avoid approximately 72,000 tonnes of carbon dioxide emissions annually — equivalent to taking around 15,600 petrol-powered cars off the road for a year. The project includes a commitment to allocate €0.01 for every megawatt-hour of electricity generated towards to initiatives intended to benefit local communities. His confirmation brings one of the continent's leading infrastructure investors to the Dakar conference, with a focus on the earliest and most decisive phase of the project cycle: when concepts become bankable assets. Africa50's model is built around carrying projects from development through to financing, an approach well matched to the basin's expanding pipeline of gas, power and infrastructure projects. Africa50 was set up by the African Development Bank (AfDB) alongside African governments and now has 33 shareholder states, with Senegal, Mauritania and The Gambia among them. The platform has mobilized close to $9 billion in investment across the continent, according to Senegal's Presidency. Its Project Development business invests equity at the preparation stage to ready projects for financiers, generally targeting developments worth more than $100 million, with power, transport, midstream gas and information and communications technology as priority sectors. Senegal has been central to Africa50's power portfolio. At its 2017 shareholders meeting in Dakar, Africa50 partnered with national utility Senelec under a joint agreement to develop the 120 MW Malicounda combined cycle power plant and select its strategic sponsor. The €154 million plant entered commercial operation in August 2022, adding 8% to Senegal's generation capacity, and was built with the ability to run on the country's own gas once supply is available. In April 2026, an Africa50 delegation met President Bassirou Diomaye Faye in Dakar and reaffirmed its support for Senegal's development priorities. Project development is gathering momentum across the organization. In September 2026, Africa50 appointed former International Finance Corporation (IFC) regional director Cheick-Oumar Sylla as CEO of its Project Development Fund, a key appointment under its 2030 roadmap. Separately, the Alliance for Green Infrastructure in Africa Project Development Fund (AGIA-PD), managed by Africa50, secured $50 million from Italy's Cassa Depositi e Prestiti and France's Proparco in 2026, adding to the $118 million raised at its first close in August 2025 as the fund targets $400 million. Africa50's reach now extends deeper into gas and grid infrastructure across the continent. In 2026, the platform unveiled partnerships in Tanzania covering LNG and electricity transmission, while a $20 million commitment from British International Investment took its Infrastructure Acceleration Fund to roughly $330 million in total commitments. Both areas carry weight in the MSGBC basin, where LNG exports and gas-to-power plans are shaping the region's next phase of development. Plants such as Malicounda were built with domestic gas in mind, and the basin's next generation of power and gas infrastructure will depend on capital committed early in development. Saimi's participation strengthens MSGBC 2026's focus on connecting the region's project pipeline with the investors able to advance it. Organized by Energy Capital & Power (ECP) and held under the High Patronage of Senegalese President Bassirou Diomaye Faye, MSGBC Oil, Gas & Power 2026 takes place December 1-3 in Dakar and will convene heads of state, ministers, investors, operators and development partners from Mauritania, Senegal, The Gambia, Guinea-Bissau and Guinea-Conakry. Organized by the African Energy Chamber (AEC) (https://EnergyChamber.org), the October 12–16 conference brought together more than 12,000 international delegates, including government officials, national oil companies, private operators, financiers and technology providers. The summit secured more than $17 billion in total commitments, while governments presented new investment opportunities and companies formalized strategic partnerships. Discussions covered upstream development, energy infrastructure, digital technologies and workforce training, with commercial initiatives designed to move projects closer to financing and implementation. Returning as Africa’s Biggest Energy Marketplace The Cape Town International Convention Centre (CTICC) hosted a conference built around connecting project developers with investors. Two dedicated platforms anchored its commercial program: the Premier Invest Deal Room and the African Farmout Forum. Organized by Premier Invest, the Deal Room presented 15 oil, gas, infrastructure and power projects seeking more than $16 billion in investment. Project sponsors pitched opportunities to potential financiers, including development finance institutions, commercial lenders and institutional investors. Proposals covered upstream exploration, LNG infrastructure, gas-to-power facilities and downstream development. The African Farmout Forum, held October 12 with Moyes & Co, Farmout Angel and Envoi Ltd, showcased 23 investment opportunities across established and frontier African basins. Operators delivered five-minute pitches covering assets, technical data and investment terms, while a dedicated Wall of Farmouts and investor meetings facilitated discussions around equity farm-downs and joint ventures. National Investment Strategies African governments used AEW 2026 to promote licensing opportunities, outline regulatory reforms and attract capital for exploration and production. Ivory Coast presented its ambition to become a regional energy hub by 2035, backed by a $10 billion energy expansion strategy. The government highlighted the Calao and Calao South blocks as opportunities for foreign exploration and production companies. Liberia launched its 2026 Direct Negotiation Petroleum Licensing Round through the Liberia Petroleum Regulatory Authority. The round offers 15 blocks across the Liberia and Harper basins, supported by 50,000 line-km of 2D seismic data and 31,000 km2 of 3D seismic coverage. Meanwhile, Gabon outlined petroleum code reforms intended to attract exploration investment through more flexible contractual terms, lower entry costs and streamlined approvals. Uganda reaffirmed its commitment to first oil from the Lake Albert developments while advancing plans for a 60,000-barrel-per-day (bpd) domestic refinery targeted for completion by 2030. Senegal presented 104 blocks to investors, expanding access to deepwater and onshore acreage, while Algeria promoted seven onshore exploration blocks in its anticipated bidding round, with Sonatrach highlighting available geological data and development potential. Major Deals and Partnerships AEW 2026 produced several corporate agreements spanning energy data, offshore operations, digitalization, aviation fuels and infrastructure research. The AEC and S&P Global Energy signed a five-year strategic partnership focused on improving African energy data transparency and market intelligence. The collaboration will support energy outlooks and analysis intended to inform investment decisions. Angola’s Etu Energias, Chariot and BW Energy announced a tripartite agreement aimed at advancing offshore development by combining local operating capabilities with international technical expertise. The South African National Petroleum Company (SANPC) and SLB agreed to collaborate on digital transformation, including cloud-based data systems and advanced subsurface technologies. Sasol and White Desert formalized a sustainable aviation fuel offtake agreement to support commercial supply and distribution. Meanwhile, Imbono and the University of Cape Town announced a three-year partnership linking academic research and commercial investment to develop future-ready infrastructure. Project Announcements and Updates Senegal’s Petrosen outlined progress on the Yakaar-Teranga gas project, targeting a final investment decision by the end of 2027. The ultra-deepwater development remains a significant opportunity to expand domestic gas supply. In Mozambique, Eni confirmed that drilling for its Coral North FLNG project would begin in November 2026, advancing development in the country’s offshore gas sector. Furthermore, TotalEnergies also announced that it had secured a deepwater drillship for an upcoming exploration and appraisal campaign offshore Nigeria. The campaign is expected to advance work on prospects in the country’s deepwater acreage. Workforce Development and Capacity Building AEW featured initiatives to strengthen Africa’s technical and financial skills base. The AEW Future Leaders Student Challenge recognized three leading university teams for engineering solutions and financial modelling aimed at addressing energy-sector development challenges. The ExxonMobil Foundation STEM Africa Challenge gave African students a platform to present technology and engineering concepts addressing energy access. The initiative focused on student-led solutions for clean energy, decentralized solar power and off-grid applications. Beyond the Conference Floor Networking continued through the African Energy Awards and Gala Dinner, which recognized leadership, exploration achievements and institutional reforms across the sector. The Just Energy Transition Concert at the Grand Africa Café combined African musical performances with opportunities for delegates to build commercial relationships. Business-to-business meetings, corporate breakfasts, ministerial roundtables and beachfront receptions extended discussions beyond formal sessions. Together, the investment platforms, national showcases, corporate agreements and project updates positioned AEW 2026 as a major meeting point for African energy stakeholders seeking capital, partners and routes to project execution. Their participation will bring investors and policymakers closer to the institutions shaping how Libya finances, evaluates and delivers its next phase of economic and energy development. The speakers arrive at a pivotal moment for Libya. The country is seeking to convert renewed international interest in its hydrocarbons into sustained investment, while addressing the infrastructure, institutional and financing constraints that have historically limited development. Mohammed Ali Addarrat, Chairman of the Management Committee of the Libyan Foreign Bank (LFB), will bring the perspective of an institution at the center of Libya’s international financial architecture. Under his leadership, LFB has placed greater emphasis on transparency, governance and digital transformation while expanding its role in supporting economic activity. The bank has also approved a $1 billion financing facility for National Oil Corporation projects aimed at increasing the country’s oil production above 1.5 million barrels per day. Malinne Blomberg, Deputy Director General for North Africa at the African Development Bank (AfDB), will bring a broader development-finance perspective to LEES 2027. The AfDB’s 2025–2028 Country Brief for Libya prioritizes stronger institutions, improved access to basic infrastructure and economic diversification, with interventions spanning transport, renewable energy, agriculture, water security and non-oil value chains. The bank is also working to expand private sector participation and investment in the country. Jennifer Jumbe, Director of Energy & Natural Resources at S&P Global Energy, will bring an international market perspective to Libya’s investment drive. With more than 14 years of energy-market experience, Jumbe advises government, financial institutions and energy companies on the economic underpinning major energy projects. Her participation comes as Libya seeks to attract international capital following its latest licensing activity and as investors assess the commercial potential of new exploration opportunities across the country. Meanwhile, Cristina Tomé Martinez, Technical Research Associate Director for Upstream Energy at S&P Global Energy, will add specialist expertise to discussions around Libya’s upstream and Mediterranean energy outlook. Her work spans technical research and asset evaluation, making her participation particularly timely as Libya advances exploration and considers how new resources can be connected to export markets. The participation of these speakers gives LEES 2027 a stronger connection between financial decisions surrounding Libya’s recovery and the energy projects driving it. Their combined perspectives will be valuable as Libya moves from attracting interest to demonstrating that capital can be deployed effectively, projects can be executed and energy revenues can support a broader economic transformation. LEES 2027 will bring together government officials, national oil companies, international operators, investors, financial institutions and service providers in Tripoli for three days of discussions focused on Libya’s investment agenda. With the country pursuing higher production, new exploration and major infrastructure development, the summit will provide a platform for investors to engage directly with the institutions and leaders shaping Libya’s next economic chapter.
