A large training cluster needs a substation, a long-term power contract, water for cooling, and a construction workforce that will still be on site years after the ribbon cutting. Both get filed under "choosing a data centre market", and the same three cities appear on both shortlists. The criteria behind them barely overlap. Start with the workload, not the city That is why this comparison is organised around workloads instead of a league table. Hong Kong, Singapore and Tokyo each win on at least one axis and lose on at least one, and the axes do not carry equal weight for every tenant. A bank placing a matching engine cares about a 30 ms round trip to the next exchange. A hyperscaler cares whether a large load can be energised before the depreciation schedule eats the business case. Those two buyers should not read the same table the same way. The three cities are on the shortlist for different reasons, and it helps to say which. Hong Kong is a financial centre with a cable history. Singapore is a Southeast Asian gateway whose government rations power. Tokyo is a domestic market large enough to justify its own supply chain. A tenant that treats them as interchangeable will pick the cheapest lease and spend three years discovering why the choice was wrong. Six variables follow, each defined, sourced, and then read against the tenants it governs: cross-border latency and cable landings, industrial electricity price, rentable capacity and pipeline, licensing and ownership, technical talent, and the time needed to bring land and power online. The order runs from the questions that eliminate cities fastest to the ones that only break ties. Six variables, and why these six Each variable passes a simple test. It changes the answer for at least one plausible tenant, and it can be measured without asking a broker for a favour. Latency and cable landings decide whether a workload can be split across markets at all. Industrial electricity price is the largest controllable operating cost in a dense hall. Rentable capacity and pipeline decide whether a lease starts this year or in three. Licensing and ownership decide who may hold the asset. Talent decides whether the site can be staffed after the opening. Land and power timelines decide whether the project exists. Three candidates were dropped. Rack rents went first, because the three markets quote different products: Hong Kong space is commonly priced per square foot of raised floor, Singapore and Tokyo wholesale deals per kW, and neither basis converts cleanly without a density assumption the landlord will not warrant. Land cost per acre went next, because the figures I could reach sit behind subscription walls. Exchange-level latency went last, because venue latency depends on where a cage sits inside the building, which is a negotiation rather than a market statistic. What remains is narrow on purpose. It will not tell you which city has the better data centre industry. It will tell you which variable is likely to decide your project, and which city that variable points to. One methodological note before the numbers. Where two credible sources measure the same thing differently, I have kept both and said so instead of averaging them into a figure that belongs to neither. Singapore is the clearest case: the economic development board counts 1.4 GW of computing capacity across more than 70 facilities, while Cushman & Wakefield counts 1,068 MW across 51. The gap is scope, and scope matters more than the midpoint. Connectivity: the triangle is not equilateral The three cities sit on one trunk. The Southeast Asia–Japan Cable 2 runs 10,500 km and connects 11 landing stations, with its main trunk linking Singapore, Hong Kong and Japan; the system was designed for 144 Tbps and entered service on 16 July 2025. All three markets can therefore reach each other on capacity from the same build, which removes the old argument that one city is structurally cut off from another. The geometry still favours Hong Kong. Measured round-trip times between the three metros put Hong Kong 30.18 ms from Singapore and 62.17 ms from Tokyo, while Tokyo and Singapore sit 66.84 ms apart. Hong Kong is the hinge of the triangle and Tokyo is the far corner. For anything that must touch two of the three markets in sequence, that difference compounds with every request. Cable depth tells a different story. Hong Kong hosts 11 of the 14 intra-Asian submarine cables, according to Digital Realty. Singapore's advantage is breadth of networks rather than cable count: 742 distinct networks have a presence in the metro, against 583 in Hong Kong and 533 in Tokyo, on PeeringDB data. Tokyo's lower count is partly an artefact of how Japanese carriers peer and partly real. Read together, the connectivity picture splits three ways. Hong Kong is the lowest-latency place to sit if your traffic crosses the Pearl River Delta or shuttles between North and Southeast Asia. Singapore is the better place to buy transit, because more networks are already in the building. Tokyo is the right answer when the traffic is domestic Japanese or headed east across the Pacific, and a costly detour when it is not. Market Networks present RTT to Hong Kong RTT to Singapore RTT to Tokyo Hong Kong 583 — 30.18 ms 62.17 ms Singapore 742 30.18 ms — 66.84 ms Tokyo 533 62.17 ms 66.84 ms —   Latency measured 25 October 2026 by WonderNetwork. Network counts from PeeringDB, October 2026. Power: the ranking flips when the tariff class changes Electricity is where a comparison most easily goes wrong, because "the industrial price" is not one number. Two credible series produce two different orderings of the same three cities, and both are defensible. Start with country-average business retail prices collected in March 2026. On that basis Hong Kong is cheapest at US$0.169 per kWh, Japan is second at US$0.179, and Singapore is dearest at US$0.212. A mid-sized enterprise buying a few megawatts would look at that table and put Hong Kong first. Now switch to large-load industrial tariffs, the product a data centre actually buys. Tokyo's special high-voltage average came to 19.40 yen per kWh across January to July 2026, or US$0.119. Hong Kong's all-customer average net tariff was HK$1.406 per kWh from January 2026, or US$0.179. Singapore's high-tension large tariff, weighted for a flat 24-hour load, came to SGD 0.2490 per kWh, or US$0.192. Japan moves from second to first, Hong Kong stays in the middle, and Singapore stays last by a wider margin. The reversal is not a data error. Hong Kong's published figure is an average across all customer classes, which flatters a large user. Japan's is the actual special high-voltage product. Singapore's includes a contracted capacity charge that a 24-hour load absorbs but a peaky load does not, so a tenant running batch training around the clock faces a different bill from a tenant running a trading floor for part of the day. Market structure explains part of the gap. Hong Kong sets tariffs under a scheme of control agreed with the government, which is why the published number is an average across customers rather than a menu. Singapore publishes a quarterly regulated tariff alongside a competitive wholesale market, so the same building can buy at two different prices depending on contract length. Japan's retail market is deregulated, and special high-voltage is a reporting category covering all retailers rather than a single offer. A tenant comparing headline numbers is comparing regulatory artefacts as much as fuel costs. There is a second power variable that does not appear in the tariff: how much of it is low-carbon. Japan generated 23.56% of its electricity from renewables in 2025, Singapore 5.49%, and Hong Kong 1.04%, on Ember data. For a tenant with a corporate renewable target, that gap is a procurement problem in Singapore and a reporting problem in Hong Kong. Demand is moving in one direction. CLP reported that its data centre electricity sales in Hong Kong grew 7.5% in 2025, driven by AI and digital services. Growth of that order against a fixed generation fleet is how a price advantage disappears. Capacity: what you can rent, and how fast Installed capacity is the least interesting number in this comparison, because none of the three markets is short of buildings. What matters is what is empty, what is under construction, and how quickly the empty space is absorbed. Hong Kong has 592 MW in service across 49 facilities and a vacancy rate of 15.6%, with 185 MW under construction. That is the softest market of the three by a wide margin, and the only one where a tenant with a near-term requirement can plausibly negotiate rather than queue. Vacancy and demand can coexist: in September 2026 Grand Ming agreed to sell two Fanling data centres for up to HK$2.445 billion, about US$312 million, with Amazon identified as the buyer. That is a platform purchase rather than a bet on empty space. Singapore has 1,068 MW across 51 facilities, a vacancy rate of 4.8%, and just 25 MW under construction. The pipeline equals about half a year of current take-up. New capacity arrives through a government allocation process rather than the open market: at least 300 MW was offered under the 2024 green data centre roadmap, and a second call for applications launched in December 2025 for at least 200 MW more, with additional power possible for proposals that bring new green energy pathways. Tokyo is the largest market at 1,397 MW across 123 facilities, with 4.4% vacancy and 220 MW under construction. It is also the fastest absorber: 223 MW of take-up in the first half of 2026 alone, against 30 MW in Hong Kong and 25 MW in Singapore. Pre-letting is normal. Colt's Inzai 4 was fully pre-let when it launched, with 4.8 MW energised, on the way to 20 MW at full build and 70 MW across the Inzai campus. The constraint that binds all three is the grid. Connection waits of more than three years are reported for Tokyo, Singapore and Hong Kong alike, which means the difference between the markets is less about how fast a utility can connect you and more about whether you can secure an allocation, a site, or a pre-let building that already holds the connection. Market Industrial power (US$/kWh) Operational capacity (MW) Vacancy Under construction (MW) Networks present Hong Kong 0.179 592 15.6% 185 583 Singapore 0.192 1,068 4.8% 25 742 Tokyo 0.119 1,397 4.4% 220 533   Capacity, vacancy and pipeline from Cushman & Wakefield APAC H1 2026, compiled by Datacentres.com. Power from CLP, SP Group and the Japanese energy surveillance commission, as compiled in the same source. Construction cost adds a second filter. Turner & Townsend's 2025 index put Singapore at US$14.53 per watt, up 5% year on year, second only to Tokyo and ahead of Silicon Valley; Kuala Lumpur came in at US$11.37 and Shanghai at US$6.12. Hong Kong does not appear in the coverage I could reach, which is itself informative: the market with the most empty space is also the one whose build economics are least publicly documented. Licensing: the gate is rarely the telecom licence All three markets allow a foreign investor to own 100% of a data centre operator. The differences sit in who needs a licence and who needs to notify. Hong Kong licenses facility-based public telecommunications through a unified carrier licence, a single instrument covering fixed and mobile services since August 2008. Running a colocation building does not require one; landing a cable or selling capacity on public circuits does. The investment regime around it is unusually open, with no distinction in law between foreign-controlled and locally controlled companies, and no requirement that directors reside in Hong Kong. Singapore requires a facilities-based operator licence to deploy network infrastructure and sell capacity, and the market has been fully liberalised since 2000, with foreign and domestic firms applying on the same terms. The State Department's investment climate report counted 76 facilities-based operators. A colocation landlord that does not run public transmission sits outside the licence, but any tenant wanting to resell cross-border capacity will need a partner that holds one. Japan is the outlier in ownership terms, though not where a data centre tenant would feel it. The foreign ownership caps that exist apply to NTT at 33.3% and to broadcasters below 20%, not to data centres. What does apply is a prior-notification regime: acquisitions of 10% or more of a company in a designated core industry require filing with the finance ministry and the sector regulator, a step that matters for anyone buying an operating platform rather than building one. Entity setup is quick by regional standards, at about one month for a branch and two for a subsidiary. Administrative speed is not the constraint in any of the three. Hong Kong registers a local company through a single electronic platform, typically on the same day, and a non-Hong Kong company in about two weeks. Japan measures entity setup in one to two months, which is fast for the region. The months that decide a project timeline are spent on land, power and construction approvals, not on the corporate paperwork. The practical gate in all three sits upstream of the licence. In Singapore it is the power allocation. In Hong Kong it is land, since almost every new hall involves a lease modification or a government site. In Tokyo it is the grid connection queue and, increasingly, local consent. Talent: a proxy with a wide error bar There is no comparable public count of liquid-cooling technicians by city, so the usable measure here is a proxy with its limits stated. The IMD World Talent Ranking places Hong Kong 4th, Singapore 7th and Japan 40th out of 69 economies in 2025, scoring investment in education, appeal to foreign talent, and the readiness of the existing pool. That ranking measures economies, not data centres, and it will not tell you whether a specific metro can staff a round-the-clock network operations centre in English. It does capture something a site-selection memo usually misses: the difference between a place where a shift team can be hired in weeks and a place where one has to be imported. For a regional headquarters with a small technical team, Hong Kong and Singapore are close enough that the decision will be settled on cost and lease terms. For a Japanese-language operation serving domestic customers, Tokyo's rank is irrelevant and its local labour market is the only one that counts. Reading the matrix Three readings follow from the tables, and they point in different directions. On latency, Hong Kong wins and Tokyo loses. On industrial power, Tokyo wins and Singapore loses. On available capacity, Hong Kong wins and Singapore loses. On network depth, Singapore wins. On market size and absorption, Tokyo wins. No city is first on more than two of the five, and that distribution is the finding: a comparison that produced a single winner would be hiding the trade the buyer actually has to make. Where the data runs out Four gaps are worth naming, because each one is a place where a confident-looking table would be inventing precision. Rack rents are not comparable across the three markets, for the reasons given earlier. Land cost per acre is published by the major brokers but sits behind subscription walls in every case I could reach. Permit timelines are estimated rather than observed, and the benchmarks behind them predate the current build cycle. Exchange-level latency, as opposed to metro-to-metro latency, is negotiated per cage and not published on a consistent basis. Two smaller gaps matter for specific tenants. Hong Kong's construction cost per watt is missing from the most recent index coverage I could obtain, so the market with the most vacant space cannot be priced on a like-for-like basis against Singapore and Tokyo. And the three markets define installed capacity differently enough that Singapore's total shifts by roughly a third depending on whether captive capacity is counted, which is why the table uses one compiler throughout instead of mixing sources. What would change these conclusions is specific and observable. If Hong Kong's 185 MW under construction is absorbed at anything like Tokyo's rate, its vacancy advantage disappears and the negotiating leverage moves to the landlord. If Singapore's second allocation clears and the awarded capacity is energised, its pipeline constraint eases, though the power price and the green conditions stay. If Tokyo's grid queue shortens, its cost advantage compounds. None of these is a forecast; each is a number to re-check before signing. If you need X, choose Y Latency-sensitive trading or settlement across North and Southeast Asia: Hong Kong. The 30.18 ms round trip to Singapore and 62.17 ms to Tokyo are the best pair in the set, and 11 of the 14 intra-Asian cables land there. A large, near-term block of space with negotiating leverage: Hong Kong. A 15.6% vacancy rate and 185 MW under construction are the only combination in the three markets that gives a tenant a credible alternative to the incumbent landlord. Deep peering and the widest choice of transit partners: Singapore. 742 networks is the largest ecosystem of the three, and it is why Singapore remains the default for cloud on-ramps even at the highest power price. The cheapest energy for a round-the-clock, power-dense load: Tokyo. At US$0.119 per kWh on the special high-voltage tariff, Japan is the only one of the three below twelve cents, and a 23.56% renewable share helps a corporate target as well as a bill. Scale without a government allocation: Tokyo, but only through a pre-let. 220 MW under construction against 223 MW absorbed in a single half-year means the buildings that exist are already spoken for, so the route is a negotiation with an operator rather than an application to a ministry. A regional headquarters with a small technical team and an English-speaking regulator: Singapore or Hong Kong. The talent proxy puts them 7th and 4th against Japan's 40th, and neither licensing regime imposes an ownership condition that would complicate a holding structure. A green-field campus where a renewable power purchase agreement is the binding constraint: Singapore, if you can win an allocation, and nowhere if you cannot. The 200 MW second call is the main route to new capacity, and it is scored on green energy pathways rather than price. The $53 million program includes a $16.8 million international procurement package for the design, supply, installation, testing and commissioning of grid densification and extension infrastructure in Juba. The investment is designed to connect additional residential, commercial and industrial consumers while strengthening the capital’s distribution network. The project forms part of a wider power infrastructure pipeline taking shape across South Sudan, including domestic distribution upgrades and a planned 400-kV interconnection with Uganda. These opportunities will be in focus at South Sudan Oil & Power (SSOP) 2026, taking place November 24–25 in Juba, connecting government, utilities, financiers, project developers and technology providers as the country seeks investment across its transmission and distribution network. South Sudan is simultaneously advancing cross-border electricity infrastructure designed to strengthen regional power trade and increase access to additional generation capacity. In September 2026, implementation of the South Sudan–Uganda Power Interconnection Project commenced following the approval of $121 million from the African Development Fund for the Ugandan component. The regional project involves the development of a 400-kV transmission connection between Olwiyo in Uganda and Juba, creating opportunities across medium- and low-voltage networks, transformers, substations, electrical equipment, engineering, construction and grid-management technologies. The African Development Fund approved $153.66 million in financing for the project in 2025, including $33.66 million for South Sudan. Once operational, the interconnection is expected to enable an average annual exchange of 624 GWh of electricity between the two countries and improve electricity access for approximately 286,710 people in South Sudan. South Sudan is also advancing investment in its domestic distribution network. In May 2026, the African Development Bank reported supplementary financing of approximately UA10.61 million for the Juba Distribution System Rehabilitation and Expansion Project. The project includes the installation of approximately 357 km of low-voltage lines and 201 transformer stations, alongside efforts to integrate the South Sudanese grid with Ethiopian generating capacity. Up to 20,000 new consumers are expected to benefit from the expansion. Together, these projects demonstrate the scale of infrastructure and funding required to support South Sudan’s electricity expansion ambitions. Against this backdrop, the upcoming SSOP 2026 conference will provide a platform for investors, financiers, regulators, utilities, project developers and technology providers to engage on the country’s evolving power infrastructure pipeline. The event will feature high-level panel discussions, project showcases and exclusive networking sessions exploring opportunities for South Sudan to mobilize capital, strengthen regional power cooperation and accelerate transmission and distribution development. (Nasdaq: ZENA)(FSE: 49Q)(BMV: ZENA)("ZenaTech" or the "Company"), a technology solution provider specializing in AI (Artificial Intelligence) drone, Drone as a Service (DaaS), enterprise SaaS, and Quantum Computing solutions, today unveiled its proprietary artificial intelligence software suite and planned integration across its DaaS land survey operations. By pairing ZenaDrone high-density LiDAR (Light Detection and Ranging) data acquisition with automated feature extraction and point cloud classification, ZenaTech plans to accelerate survey-grade data delivery time from days to as little as minutes across commercial land surveying, municipal and infrastructure projects for DaaS clients across North America and around the world. The combined platform is currently in the development and testing stage. ZenaTech, Inc. is a B2i Digital Featured Company. See the company’s in-depth profile at: https://b2idigital.com/zenatech-1   “Land survey delivery has traditionally been limited by manual post-processing, which caps how many projects a survey team can complete,” said Shaun Passley, Ph.D., CEO of ZenaTech. “By integrating our AI software directly into ZenaDrone DaaS operations, we aimto automate the heavily manual work of point cloud classification and CAD linework generation, so the same crews and drones can deliver turn-key, actionable intelligence to clients faster and with consistent quality. As we apply our AI suite across our AI tools growing network of DaaS subsidiaries, we believe it can improve operating efficiency and support the scalable, recurring revenue model at the center of our DaaS strategy.” The combined platform is designed to bridge hardware data collection with AI-driven point cloud processing. A ZenaDrone land survey drone equipped with high-density LiDAR captures a site as a point cloud, a dataset that can contain billions of individual 3D measurement points. ZenaAI is then intended to run automated geospatial workflows on that data, classifying each point by what it represents, converting the classified data into terrain models and vector drawings, removing noise, tagging infrastructure assets and exporting the results in formats that survey and engineering teams can use directly. Its key planned capabilities include: Automated Point Cloud Classification: Designed to use deep learning neural networks to rapidly parse billions of 3D LiDAR points, separating ground returns from dense canopy, buildings, utility lines and surface vegetation to generate true Digital Terrain Models (DTM) Automated Feature Extraction and Linework: Computer vision algorithms are intended to detect and vectorize critical planimetric features, including curb lines, pavement edges, retaining walls and structures, and export them directly into CAD and BIM (Building Information Modeling) formats Rapid DaaS Turnaround: By replacing manual point-picking and heuristic scripting, the AI software suite is being designed to reduce post-processing workflows by as much as 80% and shorten survey turnaround time, allowing DaaS survey teams to deliver fully classified datasets within hours of flight completion Smart Noise Filtering and Asset Tagging: Automated artifact suppression is intended to clean airborne noise, multipath errors and scan overlap, while semantic tagging logs discrete infrastructure assets, such as manholes, hydrants and utility poles, with millimeter-level precision Point cloud classification and linework have traditionally required skilled technicians to work through by hand, which can take days and limits how many projects a survey team can complete. ZenaTech believes that automating these steps could raise surveying productivity, allowing the same drones and crews to deliver more projects faster and potentially improving margins over time. As proprietary software, the AI suite is also intended to add a scalable SaaS layer to the Company’s acquisition-led DaaS strategy, applying a consistent processing workflow across the surveying businesses it acquires and supporting its recurring revenue model for commercial, municipal and infrastructure clients that rely on timely data for planning, design and construction.   The AI-powered LiDAR processing is currently in development with testing across DaaS land surveying, infrastructure monitoring and utility inspection projects expected next year. The Company will provide updates on launch and rollout as milestones are achieved. ZenaTech’s Drone as a Service (DaaS) division provides on-demand turnkey drone piloting, data capture, and data processing services to commercial, government, and infrastructure customers, allowing them to access aerial data and automation without owning or operating their own drone fleets. The division is being built through an acquisition-led strategy that combines local low-tech service providers into a global network, creating a scalable platform for delivering recurring-revenue aerial and data services such as surveying, inspections, power washing, and construction progress monitoring. About ZenaTech ZenaTech, Inc. (Nasdaq: ZENA) (FSE: 49Q) (BMV: ZENA) is a technology company which specializes in AI autonomy drone platforms to transform commercial, government, and defense sectors. Its subsidiaries include drone manufacturing through ZenaDrone, a global Drone as a Service (DaaS) business, and an enterprise SaaS division of software brands. (GA-ASI), the world leader in Uncrewed Aircraft Systems (UAS), today is announcing our partnership with Spirit Defense, a Boeing Company, to support airframe production of the new FQ-42 Vengeance Collaborative Combat Aircraft (CCA). In June, GA-ASI won a contract from the U.S. Air Force (USAF) to produce FQ-42. Spirit Defense's role as a fuselage design-build partner brings together the company's engineering and advanced manufacturing capabilities to support the program from design through production. GA-ASI has been the sole manufacturer of its line of UAS - which includes MQ-9A Reaper®, MQ-1C Gray Eagle®, MQ-20 Avenger®, and MQ-9B SkyGuardian®/SeaGuardian - since the company's inception in 1992. For the FQ-42 program, partnering with Spirit Defense is a strength multiplier for the company and the nation, offering manufacturing capacity and industrial depth to scale CCA production faster, while strengthening production resilience, and reducing the risk of single points of failure. "We're excited to be working with Spirit Defense," said GA-ASI President David R. Alexander. "We've established our proven design, development, and manufacturing capability for the FQ-42. With Spirit Defense we add capacity, which is exactly the kind of production resilience our U.S. Air Force customer is looking for with its CCA ramp-up. This kind of partnership represents the scalable industrial base the Air Force and the U.S. Department of War are looking for from industry." "We're proud to bring deep manufacturing expertise and proven capabilities to this important program," said Keith Schrader, president and CEO of Spirit Defense. "Our team understands the responsibility that comes with supporting critical national defense programs, and we're ready to deliver for our customer and the warfighter." FQ-42 is a purpose-built, uncrewed fighter, developed with USAF as part of ongoing investment in next-generation semi-autonomous combat aircraft. The jet's modular design enables rapid integration of mission systems and mission autonomy software. GA-ASI's software architecture, demonstrated through live flight tests on multiple airframes, provides the foundation for human-machine teaming in complex combat scenarios. Potential CCA manufacturing partnerships don't end here. Around the world, GA-ASI is in discussions with numerous international militaries interested in our Gambit Series of modular CCAs. The Gambit Series is a family of uncrewed combat jets, derived from our work on FQ-42, XQ-67A Off-Board Sensing Station, and MQ-20 Avenger, and optimized for roles such as electronic warfare, suppression of enemy air defenses (SEAD), Destruction of Enemy Air Defenses (DEAD) and stand-off precision strike, making it a versatile option for evolving security needs. Nations interested in procuring aircraft from the Gambit Series also have an opportunity to insert indigenous manufacturing into those programs, as well as integration of their own sensors, weapons and other combat technologies. About Spirit Defense Spirit Defense, a Boeing Company, is an independent supplier to the defense industry. Headquartered in Wichita, Kansas, the company provides engineering, design-build, manufacturing, and lifecycle support for defense programs. Leveraging more than a century of aircraft design and manufacturing experience, Spirit Defense helps customers move innovative concepts from development to production through rapid prototyping, scalable manufacturing, and proven aerospace expertise. New site superintendent Stephanie Kwiatkowski, who stepped into the role in June, explains why Texas Parks and Wildlife is targeting late fall 2026 to open the gates, and why the agency classified ABK as a state natural area rather than a state park. The conversation is a return visit for the show, which previously hosted founding superintendent James Rice while the land was still in survey and planning. Kwiatkowski walks listeners through several specific threads: The legal and operational distinction between a state park and a state natural area under the Texas Admin Code, with comparisons to Government Canyon, Lost Maples, Inks Lake, and McKinney Falls. The 28 miles of multi-use trail open to hikers, mountain bikers, joggers, and strollers. Operational lessons from the July 2026 flooding event, which washed out landscaping, trails, and campsites before any public visitation. Kwiatkowski frames the park-versus-natural-area question as a spectrum between recreation and conservation, and she is candid about the stakes of protecting the ABK viewshed. Standing in a UTV above the canyons during her first weeks on site, she described the moment this way: "The site owns both sides of those canyons. And so that view, that viewshed, it is safeguarded for, um, forever." She also credits the volunteer corps assembled by James Rice, a former biologist, calling the relationships "integral to our success as a site." The episode digs into the ecological specifics that justify ABK's protective designation: bigtooth maples that rival those at Lost Maples State Natural Area, the riparian corridors along Red Bluff Creek and Pipe Creek, and the transition zones between ash juniper woodlands and creek bottoms. Kwiatkowski traces her own path from a childhood of camping in a pop-up trailer, through an environmental science degree with a minor in environmental sociology, GIS and consulting work, a formative seasonal job with the City of New Braunfels parks, the park operations trainee role at the Lost Pines Complex (Bastrop and Buescher State Parks), and an assistant superintendent stint at Pedernales Falls State Park before her June promotion. Construction crews, subcontractors, and a six-person site team are now preparing cabins, screened shelters, tent sites, backcountry camping, and hike-and-bike infrastructure for public access. About The Building Texas Show The Building Texas Show, hosted by Justin McKenzie, spotlights the people, places, and projects shaping Texas communities, from Hill Country conservation to small-business entrepreneurship. New episodes publish weekly across YouTube, Facebook, Instagram, and LinkedIn, with sponsorship support from Chisos Boots. In the current environment marked by rising interest rates, stubborn inflation and market volatility, doing that may cost you.  Passive, broad-market funds can expose investors to overconcentration risk and capped upside potential. They may also lock investors into overvalued large-cap names and fail to adapt when market conditions shift. The passive income-seeking ones may not be much better. They can potentially put investors at a disadvantage because broad index yields are stuck near lows, rigid rules may fail to protect against inflation, and capping upside limits long-term growth. It doesn’t help that inflation is rising, with prices up 3.7% in September, according to the latest Consumer Price Index reading.  Passive May Not Be Enough  All of that is particularly true in a volatile market where news in one sector can take down the entire market. Or where broad downturns could trigger losses. When things like the Federal Reserve announcing another rate hike - like it did at its most recent meeting in September - tanks the market, a passive ETF can’t react quickly. Investors have to be mindful that even if an ETF or fund layers options on top of its passive strategy, if it remains too rigid, they could still be at a disadvantage. Many of these rules-based ETFs hold a portfolio that mirrors the S&P 500 and sell monthly SPX index call options on 100% of their holdings. Despite using options to generate income, the fund may be forced to lock in losses during market pullbacks and strictly cap its participation in recovery rallies, because it has a rules-based approach. That does not benefit investors as an actively managed fund would.  Infrastructure Capital Equity Income ETF: All The Action You Need  The Infrastructure Capital Equity Income ETF (NYSE: ICAP) takes an actively managed approach. The fund does not track an index like the S&P 500. Instead, it selects large-cap, dividend-paying companies from a range of sectors using bottom-up fundamental analysis. That way, it is not beholden to one stock, sector, industry or region. Investors aren’t locked into one mega-cap company or overconcentrated in one area.  The portfolio construction emphasizes discounted cash flow estimates along with a dynamic valuation screen that includes metrics such as price-to-earnings, enterprise value-to-EBITDA and price-to-funds-from-operations. Holdings are also chosen for their consistent dividends, reasonable payout ratios and the potential for future dividend growth. ICAP also employs a flexible, discretionary options overlay. Rather than systematically overwriting a fixed percentage of the portfolio, the fund sells covered calls on individual stocks. Coverage ratios, strike prices and expirations are all managed dynamically.  Hands-On Approach Gives Investors An Edge The fund is able to do that because it is run by Infrastructure Capital Founder, CEO and Portfolio Manager Jay D. Hatfield, who brings with him nearly thirty years of experience in the financial markets, offering a broad perspective on stocks, options and investing. Thanks to his extensive experience as an investment banker, portfolio manager and research director, investors get access to a seasoned money manager who has created his own approach to investing.   Hatfield has a hands-on approach to selecting companies for the ICAP ETF that includes maintaining proprietary company models and relationships with the management teams to determine earnings estimates and forward-looking outlooks, establishing price targets using a dynamic relative valuation framework based on the relationship between price, earnings and growth and employing a selective option writing strategy and modest leverage of typically 15-30% to enhance income while retaining upside market exposure. Plus, investors get either a monthly payout or income that is reinvested.  Holdings are subject to change. Please see current top ten holdings by clicking here.  Inflation is rising, the Fed is still raising rates and the markets are reacting. Passive investing in this environment can almost feel like a fool's game sometimes, especially if you are seeking income. The Infrastructure Capital Equity Income ETF (ICAP) takes an active approach. The project, expected to take 24 months, will include a tarred road linking the Senqu River to Tebellong Hospital, this was announced by Moteane adding that many people lost their lives while crossing the Senqu River. He said the government was continuing efforts to make the river safer through bridge construction, adding that when the current administration took office, it found plans for projects that had been drawn up more than a decade earlier. Hon. Moteane said delays in the bridge project had, among other factors, been caused by its politicisation and changes in government. He urged Unik Construction to work closely with the relevant authorities and maintain the quality demonstrated in its previous projects. The minister also called on the contractor to source materials, including cement and sand, from local businesses where possible. He revealed that the government had spent more than M3 billion on service delivery across the three constituencies in Qacha’sNek during its four years in office, saying it was committed to providing services to the public without political discrimination. Recalling his own experience of crossing the river by boat, Hon. Moteane expressed hope that the project would eventually bring an end to such risky crossings for the public. Minister of Tourism, Sports, Arts and Culture, Honourable Mputi Mputi said the development presented an opportunity to promote tourism and create jobs in the area. He challenged community leaders to identify ways of using local tourism attractions to stimulate economic activity, urging all stakeholders to contribute to job creation and the promotion of Lesotho. Hon. Mputi said tourism and sports development were everyone’s responsibility and called on communities to take advantage of development initiatives to improve livelihoods. Chairperson of the Portfolio Committee on Natural Resources, Tourism and Land Cluster Lebohang Phohleli expressed gratitude on behalf of the public, saying they would return to monitor progress and ensure the project was implemented successfully. Qacha’s Nek Member of Parliament (MP) Mohlahlobi Busa said the bridge was a long-awaited development that would help protect communities from the dangers of crossing the Senqu River.“We have long been waiting for this, as it is a long-time plan, and now that a contractor has been introduced, we have to be thankful,” he said. Hon. Busa said the bridge would benefit not only residents of Tebellong and Whitehill but also the wider community, particularly people travelling to access services at Tebellong Hospital. He expressed hope that construction would begin soon, given the risks faced by residents, and called for local people to be prioritised for employment. “Only skilled labourers should be sourced from outside. We need transparency,” he said. Busa further urged the contractor to maintain good relations with the community and avoid any form of abuse.“Preserve the dignity and peace in this area,” he said. Lebakeng MP Letsekang Moloi described the occasion as historic, saying bridge construction had been among the public’s expectations when he was elected. “We are thankful for this big gift, and I am glad I took on the assignment and my plea was heard for this project to eventually be happening,” he said. Moloi said the bridge would stimulate economic growth by improving business opportunities for local shops and transport operators while making access to the hospital easier. He raised concerns about the limited availability of boats for crossing the river, saying residents depended on three existing boats, some of which had been washed away by the river. He appealed to residents whose property, including fields, might be affected by construction to cooperate with the project team to ensure smooth implementation. Moloi also called on the community to embrace and protect the development.“May this bridge unite us and not cause any divisions. Let’s accept the project and protect it,” he said. Tebellong Area Chief Makhaola Makhaola thanked the government for responding to the community’s longstanding calls for a bridge.“I have been asking for this multiple times for the people of Tebellong, and we are grateful for this big day,” he said. Makhaola also highlighted the challenges faced by Tebellong Hospital, saying patients had lost their lives while seeking care and the transportation of medication to the facility had been difficult. Speaking on behalf of the Principal Chief, he welcomed the development and pledged the community’s support in protecting the infrastructure.Nts’upe Community Council Chairperson Tefo Lehakoe thanked all those who had contributed to making the project possible, including residents who had raised concerns, community leaders and the government. He recalled seeing structural steel in the river and believing they signalled the beginning of construction, only for them to disappear later. Lehakoe said major projects such as the bridge should create opportunities for local businesses and residents. However, he raised concerns about access to quarry materials and sand, calling for clear guidelines to ensure businesses from Qacha’s Nek could benefit. He also warned against political interference in recruitment and called for transparent employment procedures that would allow Basotho living in the project area to benefit. “Unskilled labourers should be sourced locally,” he said. Lehakoe expressed hope that the completion of the bridge would bring an end to the deaths associated with crossing the river. Speaking on behalf of Qanya Community Council Chairperson, Whitehill Councillor Rorisang Marotholi commended the government for taking up the bridge project rather than abandoning it because it had been planned by a previous administration. He also called for transparency in recruitment, urging that councillors and chiefs from affected areas be involved in the process. “Developments are neither political nor campaigning, but need to happen, though some stakeholders treat them like that, and it is wrong according to me,” he said. Marotholi urged everyone involved to focus on the project’s successful implementation and protect the development for the benefit of the community. The event also featured songs by Tebellong Primary School and a mohobelo dance performance by Matseka Primary School. Taking place February 22–25 at the Simón Bolívar Convention Center in Caracas, the Deal Room will bring international companies into direct discussions with local operators, project developers, asset owners and regional leadership. As international companies re-engage with Venezuela's oil and gas industry, the platform aims to facilitate project-level discussions and establish commercial relationships spanning upstream development, infrastructure, technology and energy supply. For international operators and investors, the Deal Room provides an opportunity to identify assets and local counterparties for joint development. Venezuela's push to increase oil production to 1.3 million barrels per day (bpd) in 2026 and 1.5 million bpd in 2027 is creating potential openings for companies with the technical expertise, operational capacity and financial resources to participate in field rehabilitation, enhanced oil recovery, drilling and production expansion. Partnerships with Venezuelan operators can provide a route to developing assets and sharing project responsibilities. Recent agreements demonstrate how partnerships have already begun to take shape. In September, Chevron secured expanded development rights in the Orinoco Belt, underpinning plans by its Venezuelan joint ventures to invest more than $7 billion over five years. Eni also signed a 25-year contract with PDVSA to assume operatorship of the Junín 5 heavy-oil field, giving the company responsibility for its technical, financial and commercial development. Oilfield service companies and technology providers can pursue commercial agreements supporting these activities. Demand spans drilling and workover equipment, artificial lift, engineering, digital production systems, reservoir technologies, power solutions and other services required to restore production and improve the performance of existing infrastructure. Commercial partnerships are advancing this area. In September, Halliburton signed separate agreements with Eneva and WESCA covering development opportunities, field evaluation and technical planning, while SLB signed a framework agreement with PDVSA in June spanning field development, digital technologies and workforce training. The commercial opportunity extends beyond upstream operations. Companies can explore technology and service partnerships supporting gas processing and transportation, refinery rehabilitation, power generation, grid infrastructure and energy logistics, creating multiple routes for international suppliers and specialist firms to establish a presence in the market and for Venezuelan companies seeking to strengthen their portfolios. Recent agreements reflect growing momentum in these areas. In September, GE Vernova signed a strategic alliance with PDVSA to rehabilitate electrical infrastructure serving Venezuela's oil industry. More recently, Baker Hughes partnered with PDVSA, Venezuelan engineering company Lindsayca and Fulcrum LNG to pursue gas processing, transportation and commercialization projects. Offtake and supply agreements offer another route for strategic participation. Companies can negotiate arrangements linked to specific oil, gas or refined-product assets, while international trading and downstream partners can explore supply relationships connected to Venezuela's expanding production and processing capacity. Trading companies Vitol and Trafigura have already secured agreements to purchase and market Venezuelan oil, while international refiners are increasingly pursuing direct supply relationships with PDVSA. The Deal Room will also provide direct access to the institutions shaping project development and commercial activity, including the Ministry of Hydrocarbons, PDVSA and its operating leadership. These relationships can help companies identify counterparties, clarify project requirements and develop commercial frameworks around specific opportunities. As international activity accelerates across Venezuela's energy sector, the Deal Room offers companies a focused setting to identify partners and convert market interest into concrete commercial relationships. International operators, service companies and strategic partners can register to engage as commercial partners at the Venezuela Energy Week 2027 Deal Room. The facility is expected to become Côte d’Ivoire's largest solar plant when operational in 2027. The project won ESG Green Bond Deal of the Year for Africa at the recent Infra Global ESG Awards 2026 in London, while AFC received ESG Green Bond Arranger of the Year for Africa. The double honours recognise the innovation behind the Poro Power transaction and AFC's role in structuring and mobilising investment for sustainable infrastructure. Developed by Ivorian entrepreneurs, the 66-megawatt solar plant is under construction in northern Côte d’Ivoire near the city of Korhogo. It is projected to generate approximately 136 gigawatt-hours (GWh) of electricity annually, meeting the needs of more than 100,000 households and benefiting an estimated half a million people. Beyond providing homes, public services and businesses with reliable power, the project will help Côte d’Ivoire towards meeting its target of increasing renewable energy's share of electricity generation to 45% by 2030. The Government of Côte d’Ivoire is enabling projects such as Poro Power through its initiative to encourage local private-sector participation in large-scale renewable energy projects, led by the Ministry of Mines, Petroleum and Energy under Minister Mamadou Sangafowa-Coulibaly. “These awards are a tremendous recognition for an Ivorian project developed to meet the needs of our own communities,” said Jean-Marc Aie, Chairman and CEO of Poro Power 1 S.A. “Our ambition is not simply to generate clean electricity, but to support businesses, create opportunities and contribute to the development of Côte d’Ivoire. The Ministry's strategy to empower local private developers to undertake large-scale renewable energy projects, together with AFC's investment and innovative financing structure, has been instrumental in bringing Poro Power to this stage.”  The €65 million financing package, equivalent to approximately FCFA 42.6 billion, was raised through a green bond — an investment instrument that enables institutions to lend money to projects delivering environmental benefits. It was the first project-finance green bond in both Côte d’Ivoire and the West African Economic and Monetary Union (WAEMU), establishing a precedent for French-speaking West Africa, and was led, structured and fully funded by African institutions. The transaction allowed investors to participate in both euros and CFA francs, making it also Côte d’Ivoire's first dual-currency green bond. Together, these features demonstrate how African financial institutions can mobilise their own capital for major infrastructure projects, using financing structures suited to African markets. AFC invested €43 million (approximately FCFA 28.2 billion) in February 2026 and acted as anchor investor, lead underwriter and co-arranger. The equivalent of a further €22 million was raised from African investors, including local and regional banks, pension funds, insurance companies and high-net worth investors. The bond has a 15-year term, a fixed interest rate of 8.75%, and quarterly repayments following a two-year construction grace period. The financing combines the flexibility of a bond with safeguards normally used in project finance, including first-ranking security, dedicated revenue accounts and contractual protections that separate the project's cash flows from other activities. These measures help protect investors and align repayments with the plant's expected revenues. By bringing together AFC's investment alongside capital from other African institutions through a structure that accommodates both local and international currencies, the transaction offers a potential model for financing further renewable energy and infrastructure projects across the region. Its significance extends beyond Poro Power, providing a practical example of African money financing African projects and a structure that could be replicated across the continent. “Poro Power demonstrates that African financial institutions have both the capital and the expertise to finance large-scale renewable energy infrastructure through our own markets,” said Sameh Shenouda, Executive Board Member and Chief Investment Officer of AFC. “By combining the protections required for long-term project finance with the flexibility of capital markets, we have created a structure that can attract a broader range of African investors. This is an important model for mobilising the investment needed to expand reliable electricity supply, support industry and accelerate the energy transition across the region.” Once operational, the plant is projected to avoid approximately 72,000 tonnes of carbon dioxide emissions annually — equivalent to taking around 15,600 petrol-powered cars off the road for a year. The project includes a commitment to allocate €0.01 for every megawatt-hour of electricity generated towards to initiatives intended to benefit local communities. He will remain in office until then to ensure a smooth transition and will continue to be available to LION as an adviser thereafter. Going forward, the operational business will be managed by a new Managing Director of the German subsidiaries LION Smart GmbH and LION Smart Production GmbH, who will be announced shortly. Over the past three years, Dr. Damasky led the development and modernisation of LION's NMC+ battery platform. With NMC+, LION has brought its first own battery to series maturity – the first series development of LION Smart – and has demonstrated its capabilities as a battery OEM. Following the conversion of the plant, production of the NMC+ battery packs resumed at the end of June 2026, and LION is delivering NMC+ battery packs to its customers. By the time Dr. Damasky leaves, the NMC+ production line is to be fully automated. During his tenure, LION also completed its restructuring: in 2025, revenue rose by 68% to EUR 28.3 million and EBITDA reached EUR 7.5 million. The NMC+ battery packs are designed for demanding applications in e-mobility, industrial applications and safety-critical segments, including defence. The next priorities are to strengthen the supply chain and broaden the customer base. In parallel, LION has expanded its battery energy storage (BESS) business. The first construction phase of the Finsterwalde BESS project has been completed, and the project pipeline continues to grow. LION's goal is to become the leading system integrator for battery systems in Germany and Europe. Under Dr. Damasky’s leadership, LION also continued to advance its immersion cooling technology. This work supported the company’s efforts to further improve the thermal management, safety, reliability and performance of battery systems for demanding applications. Ian Mukherjee, Chairman of the Board of Directors: "On behalf of the Board of Directors, I would like to thank Joachim for his high commitment over the past three years. He led LION through its restructuring and brought NMC+, our first own series battery, into production. We are pleased that he will complete the automation of the line and remain available to LION as an adviser." Dr. Joachim Damasky: "NMC+ is in production, and the line will be fully automated by the end of January. Together with the BESS business, the team has a strong foundation for the next steps. I would like to thank my colleagues, who have pursued this path with great commitment, and our investors, whose trust made this development possible in the first place. I look forward to continuing to support LION as an adviser." About LION E-Mobility AG LION E-Mobility AG is a manufacturer of lithium-ion battery packs. His confirmation brings one of the continent's leading infrastructure investors to the Dakar conference, with a focus on the earliest and most decisive phase of the project cycle: when concepts become bankable assets. Africa50's model is built around carrying projects from development through to financing, an approach well matched to the basin's expanding pipeline of gas, power and infrastructure projects. Africa50 was set up by the African Development Bank (AfDB) alongside African governments and now has 33 shareholder states, with Senegal, Mauritania and The Gambia among them. The platform has mobilized close to $9 billion in investment across the continent, according to Senegal's Presidency. Its Project Development business invests equity at the preparation stage to ready projects for financiers, generally targeting developments worth more than $100 million, with power, transport, midstream gas and information and communications technology as priority sectors. Senegal has been central to Africa50's power portfolio. At its 2017 shareholders meeting in Dakar, Africa50 partnered with national utility Senelec under a joint agreement to develop the 120 MW Malicounda combined cycle power plant and select its strategic sponsor. The €154 million plant entered commercial operation in August 2022, adding 8% to Senegal's generation capacity, and was built with the ability to run on the country's own gas once supply is available. In April 2026, an Africa50 delegation met President Bassirou Diomaye Faye in Dakar and reaffirmed its support for Senegal's development priorities. Project development is gathering momentum across the organization. In September 2026, Africa50 appointed former International Finance Corporation (IFC) regional director Cheick-Oumar Sylla as CEO of its Project Development Fund, a key appointment under its 2030 roadmap. Separately, the Alliance for Green Infrastructure in Africa Project Development Fund (AGIA-PD), managed by Africa50, secured $50 million from Italy's Cassa Depositi e Prestiti and France's Proparco in 2026, adding to the $118 million raised at its first close in August 2025 as the fund targets $400 million. Africa50's reach now extends deeper into gas and grid infrastructure across the continent. In 2026, the platform unveiled partnerships in Tanzania covering LNG and electricity transmission, while a $20 million commitment from British International Investment took its Infrastructure Acceleration Fund to roughly $330 million in total commitments. Both areas carry weight in the MSGBC basin, where LNG exports and gas-to-power plans are shaping the region's next phase of development. Plants such as Malicounda were built with domestic gas in mind, and the basin's next generation of power and gas infrastructure will depend on capital committed early in development. Saimi's participation strengthens MSGBC 2026's focus on connecting the region's project pipeline with the investors able to advance it. Organized by Energy Capital & Power (ECP) and held under the High Patronage of Senegalese President Bassirou Diomaye Faye, MSGBC Oil, Gas & Power 2026 takes place December 1-3 in Dakar and will convene heads of state, ministers, investors, operators and development partners from Mauritania, Senegal, The Gambia, Guinea-Bissau and Guinea-Conakry. It puts one simple question to players: how much did you really notice? Players step into a room for just 20 seconds. Then the room disappears,  and six quick questions ask what they actually saw. A new room opens every day at midnight Eastern, and the game is free to play now at memoryroomgame.com.  The idea is easy to grasp and surprisingly hard to master. The clock starts the moment a player opens the door, and anything in the room might matter - the color of a lamp, the time on a clock, the number of books on a shelf. Some rooms add video and sound, so players have to listen as well as look.  "We walk through rooms all day long and assume we're taking it all in," said Mark L Fox, founder of Resona Health and author of The Memory Room. "Then someone asks a simple question about what was on the table, and you realize you have no idea. Memory Room turns that moment into a game. It takes about a minute, it's a little humbling, and most people want to come back tomorrow to do better."  How it works  Look: Open the door and study the room for 20 seconds.  Answer: The room vanishes and six multiple-choice questions test what you noticed. Compare: Once enough people have played, see how everyone else answered the same room.  Come back: A brand-new room arrives every day at midnight Eastern. Track your streak and personal best, and challenge friends with a shareable link.  First-timers can warm up in a practice room that doesn't count toward their score. The game runs in any web browser on a phone, tablet or computer - there is nothing to download and no account is required to play.  The game takes its name from Fox's book The Memory Room, an Amazon #1 Bestselling Book and #1 Hot New Release that ranked #1 in Brain Diseases, Nursing Home Care and Medical eBooks. The book is available free to readers, and the game carries forward its theme: the moments and details we hold onto, and the ones that slip past us.  Memory Room is designed for anyone 13 and older who enjoys a quick daily challenge, from puzzle fans who already have a morning game routine to families looking for something to play and compare together.  Availability  Memory Room is free and available now at memoryroomgame.com.  About Resona Health  Resona Health is a wellness technology company founded by Mark L Fox, a former Space Shuttle chief engineer and best-selling author. As these developments open new opportunities for regional petroleum trade, the company's CEO and Managing Director David Bird has joined the South Sudan Oil & Power (SSOP) 2026 conference as a speaker. Taking place in Juba on November 24-25, SSOP returns for its seventh edition as the nation’s premier platform for investment, dealmaking and policy. Bird’s participation comes as South Sudan looks to translate its resource potential into renewed exploration, higher production and greater participation in regional petroleum value chains. With major downstream investment reshaping East Africa's energy market, SSOP 2026 offers an opportunity for producers, refiners and investors to establish the partnerships needed to advance regional energy trade and unlock new commercial opportunities. The event arrives at a strategic time for Dangote. On September 30, the company officially broke ground on a 700,000-barrel-per-day (bpd) refinery in Lamu, Kenya. Set to come online in 2029, the facility is designed to supply gasoline, diesel and jet fuel to East African markets, with regional governments offered a combined 30% stake in the project. The project aims to replicate Dangote’s 650,000-bpd Nigerian facility, which is currently operating at full capacity and is set to expand to 1.2 million bpd. A delegation from South Sudan attended the Lamu groundbreaking ceremony, underscoring the country’s commitment to strengthening regional petroleum ties. https://apo-opa.co/4zQaHcU Beyond the Lamu facility, Dangote is strengthening its footprint across East Africa’s distribution networks. Just this month, the company acquired a 25% stake in KPC, securing access to established infrastructure transporting petroleum products from Kenya's coast to regional markets, including Uganda, Rwanda, South Sudan and the Democratic Republic of the Congo. Following the $335 million transaction, Dangote plans to invest an additional $1.5 billion to expand KPC’s approximately 1,300-km pipeline network, bringing its total planned investment to $1.8 billion. https://apo-opa.co/4zS8fCN For South Sudan, East Africa's only established commercial crude oil producer, Dangote's expansion introduces new opportunities for regional petroleum integration. The country holds approximately 3.5 billion barrels of proven oil reserves and is seeking to increase production through new exploration, redevelopment of mature fields and investment in supporting infrastructure. While no crude supply agreement between South Sudan and Dangote has been announced, the development of additional regional refining capacity could create opportunities for future feedstock supply arrangements, subject to commercial viability, infrastructure and crude compatibility. Bird brings extensive experience across refining, petrochemicals and integrated energy infrastructure to SSOP 2026. Before joining Dangote in 2025, he served as CEO of OQ8, the $9.5 billion Duqm refinery joint venture in Oman, overseeing the development and commissioning of major refining, pipeline and terminal infrastructure. He also held senior leadership positions at Shell, spanning upstream production, downstream operations and global energy supply chains. His participation at SSOP 2026 will bring expertise in large-scale refining investment, project delivery and regional petroleum market development to discussions on South Sudan's next phase of growth. https://apo-opa.co/3WotMnT As the country's official energy event, held in partnership with the Ministry of Petroleum, SSOP 2026 provides a platform for advancing discussions around regional trade, refining and infrastructure investment. The conference brings together international and national oil companies, refiners, trading companies, infrastructure developers, financiers and technology providers to negotiate partnerships, mobilize investment and connect South Sudan's petroleum resources with regional and international markets. Africa’s energy story is often around gas discoveries and investment potential. However, the real opportunity extends far beyond the resource itself. Mozambique and Namibia are emerging as important players in Africa’s oil and gas landscape, and what makes these markets particularly exciting is not simply the scale of their energy resources. It is the potential for major energy developments to become platforms for broader economic transformation. The question we should be asking is not only how we develop these resources, but what we build around them and what remains when the project itself is complete. The opportunity extends far beyond the oil and gas facility In Mozambique, the scale of gas discoveries has already attracted global investment and created momentum for infrastructure development. Namibia is generating similar interest through its offshore discoveries. These developments create demand for far more than the facilities required to produce or handle gas. They require ports, roads, logistics networks, power infrastructure, telecommunications and accommodation facilities. They also require a skilled workforce comprising artisans, supervisors, engineers and project managers, supported by the technical and operational expertise needed to deliver large-scale projects. Local suppliers capable of meeting international standards for safety, quality and delivery are equally important. This supporting ecosystem is critical because it is where much of the broader economic opportunity lies. If the ecosystem develops alongside the project, local businesses can participate meaningfully and the benefits can extend throughout the economy. Energy investment can then build demand and capability across multiple sectors rather than remaining concentrated within the project itself. For Southern Africa, this creates an even greater opportunity. Developments in Mozambique and Namibia could strengthen regional supply chains and create opportunities through improved energy security for businesses across multiple countries. The real value lies in recognising these projects as platforms for broader economic growth rather than simply as energy-producing assets. A successful project leaves a legacy For me, success in a major infrastructure project cannot be measured only by whether a facility is completed on time and on budget. Those things are obviously important, but they are only part of the story. The projects that leave the biggest impact are those that develop people and strengthen local businesses creating lasting economic benefits long after construction has finished. That requires something that is sometimes harder to quantify, namely trust. Major energy developments bring together governments, international operators, contractors, local suppliers and communities. These relationships can become complicated, particularly in complex operating environments, but our experience has shown that projects perform better when relationships are built on transparency and shared goals. Problems are solved faster. Decisions can be made more effectively. Stakeholders remain focused on the bigger picture rather than becoming trapped in competing interests. Ultimately, the most successful projects create enduring economic and social value alongside the infrastructure they deliver. Local capability cannot be an afterthought There is often significant attention on the investment and jobs generated by major energy projects. Those benefits matter, but they should be viewed as part of a much longer-term process. If local participation and skills development are treated as box-ticking exercises, the benefits will inevitably be limited. For local economic participation to become transformational, it must be intentional. Governments, operators and contractors need to genuinely invest in building sustainable local capacity. That means creating opportunities for local companies to grow, investing in training programmes and providing pathways for people to develop technical expertise that remains with them long after a project has been completed. The measure of success should extend well beyond the construction phase. Five or ten years down the line, are local businesses stronger? Are local professionals more experienced? Has technical expertise been developed that can be applied to future projects? Is the economy better positioned to take advantage of the next opportunity? If the answer to those questions is yes, then real value has been created. Lessons from complex operating environments Our experience in Mozambique and Namibia has reinforced another important lesson in that technical capability alone does not guarantee success. Every major project has its own challenges, whether they are logistical, regulatory or operational. Understanding the local environment, building strong relationships and remaining adaptable are therefore essential. We have also seen the value of engaging local businesses early and investing in local partnerships. Early investment in local partnerships and skills development generally delivers stronger long-term outcomes. This is particularly important when projects are being delivered in remote or developing regions, where resilient supply chains require careful planning and strong collaboration between stakeholders. These lessons extend well beyond Mozambique and Namibia. They are relevant to energy and infrastructure projects across the continent. Collaboration works best when it starts early The complexity of major energy developments means that no single organisation can deliver their full potential in isolation. Governments, international companies, engineering and construction firms, African contractors and local suppliers all have roles to play. Collaboration succeeds when there is early engagement, clear communication and mutual respect between stakeholders. Where challenges tend to arise is when stakeholders operate in silos or when local companies are brought into the conversation too late. Misaligned expectations can quickly create friction and undermine the potential of the wider project. The most successful projects recognise the complementary strengths that different participants bring. International companies can contribute technology, experience and investment. Local businesses bring valuable market knowledge, established relationships and an understanding of local operating conditions. When those strengths are combined effectively, everyone benefits. This is why local participation should be regarded as a strategic advantage rather than a compliance requirement. It should be understood as a source of capability, and knowledge  that can make the project itself stronger. Oil and gas and the wider question of energy security As industrial and economic demand grows, oil and gas also has an important role to play in Southern Africa’s energy future. Countries need reliable energy sources to support economic growth and industrial development and address energy security challenges while supporting sectors such as manufacturing, mining and heavy industry. Importantly, oil and gas does not have to be viewed in opposition to renewable energy. It can form part of a balanced energy mix as countries develop the reliable energy systems required to support growing economies. There is also a broader regional opportunity. Major energy developments can help connect infrastructure, supply chains and markets across national borders. In doing so, they can create stronger economic linkages and support greater regional integration. The opportunity extends beyond energy production to building more connected economies, stronger supply chains and greater regional growth. Africa’s biggest opportunity and risk Looking beyond individual oil and gas developments, I believe Africa has a unique opportunity to use its natural resources as a foundation for industrialisation, job creation and the development of globally competitive industries. However, that opportunity comes with a significant risk. We could focus too heavily on extracting resources without building the skills, infrastructure and industries needed to maximise their long-term value. Natural resources alone do not create prosperity. What matters is how effectively those resources are translated into economic development and sustainable business growth. That requires a different way of thinking about major energy projects. The oil and gas facility is not the end point. It is one component of a much larger economic system. Ports, roads, logistics, telecommunications, power infrastructure, accommodation, skills, local suppliers and resilient supply chains all form part of the picture. So do the relationships between governments, international companies, contractors, communities and local businesses. If these elements are developed deliberately and in parallel, the impact of an energy project can extend far beyond the project itself. Mozambique and Namibia demonstrate the scale of the opportunity. Their energy developments have the potential to strengthen regional supply chains, improve energy security, support industrial development and create opportunities that extend across borders. The challenge and the opportunity is to ensure that Africa captures that wider value. If we can balance resource development and capability development, support international investment while strengthening local participation, and connect individual projects to broader regional growth, energy investment can become much more than an export opportunity. It can become a foundation for lasting economic transformation. And that is when Africa’s natural resources can truly become an engine for the continent’s future. Prime Minister Dr. Moustafa Madbouly and Minister of Defense and Military Production, Lieutenant General Ashraf Salem Zaher attended and Minister of Interior Major General Mahmoud Tawfik, Minister of Foreign Affairs, International Cooperation, and Egyptian Expatriates Dr. Badr Abdelatty and the Chief of the Armed Forces Operations Authority, also Head of the National Authority for Crisis and Emergency Management Lieutenant General Mohamed Abdel Rahman Rabie participated in the session. The Spokesman for the Presidency, Ambassador Mohamed El-Shennawy, stated that the session started with screening of film that highlighted the efforts of state institutions, mainly the Ministry of Interior, to ensure security and safety for citizens, particularly since January 2011. The Minister of Interior outlined the efforts undertaken to advance the security apparatus, combat criminal activity, restore security to Egyptian streets, and ensure a rapid response to citizens' reports. As an example, he noted a significant decline in vehicle thefts—a reduction of 94%. He further explained that the Ministry of Interior has implemented a comprehensive strategy to reshape security operations in light of evolving criminal tactics. This strategy is built upon five pillars: upgrading police facilities and equipping them with modern technology to keep pace with advancements across various sectors; establishing an integrated, science-based security framework that utilizes AI and early detection of criminal patterns to devise effective countermeasures—a process that required modernizing operations centers across all governorates and linking them to a central hub; developing human capital—a prerequisite for the success of this framework—which involved creating new specialized security functions, including units focused on cybercrime, intellectual property, and the early monitoring of terrorist organizations; fostering public awareness to serve as a vital line of defense against attempts to undermine national stability and public safety; and finally modernizing penal policies regarding convicts. The Chief of the Armed Forces Operations Authority, also Head of the National Authority for Crisis and Emergency Management, outlined the operational mechanisms of both the In his remarks, the Minister of Foreign Affairs noted that foreign policy has become a matter of interest to all segments of Egyptian society primarily because it is an extension of domestic policy and the two are interconnected. An effective foreign policy stems from domestic stability, while events abroad, in turn, impact the internal situation. He noted that Egypt is surrounded by nations experiencing crises and conflicts, which directly concern Egypt’s national security. He highlighted that Egypt maintains strategic ties and partnerships with various global powers, managing them with wisdom in accordance with the doctrine of "strategic balance" established by the President. Regarding Red Sea security, he noted that Egypt is working to achieve security and stability, in cooperation with the littoral states, by fostering partnerships across various sectors—including logistics, the economy, and tourism development. As for the African sphere, the Minister emphasized that Egypt’s economic and developmental future is intrinsically linked to development across Africa. He noted that the President has made 38 visits to African nations—an unprecedented number—underscoring that this outreach strengthens solidarity with the African countries. The Minister of Foreign Affairs described the issue of water security as an existential matter, asserting that the lives of 110 million Egyptians can not be made contingent upon the unilateral will of any other party. He stressed that Egypt merely calls for the application of international law. He further outlined the principles guiding Egypt’s policy toward the Horn of Africa: non-interference in the internal affairs of other states; respect for the unity and sovereignty of these nations—with a firm rejection of any secession, partition, or fragmentation in the Horn of Africa and the facilitation of maritime access through coordination and agreement with neighboring states. The Minister reaffirmed Egypt’s historic ties with Sudan, emphasizing its support for Sudan's unity and stability. He stated that Egypt will not permit the division of Sudan, nor will it allow the collapse of its state institutions. Furthermore, he noted that Egypt continues to engage with other regional stakeholders to pursue a political solution in Sudan. Regarding the Palestinian issue, the Minister reaffirmed the President’s steadfast position that rejects the displacement of Palestinians. He also highlighted Egypt’s ongoing efforts to ensure the continued flow of humanitarian aid, which exceeded one million tons, through the Rafah crossing, while working to preserve the Palestinian cause against schemes aimed at its liquidation and striving to achieve Palestinian consensus. The President made an intervention to emphasize that undermining state institutions is a recurring tactic intended to cause the collapse of states—a pattern clearly evident during 2011. The President pointed out that the Armed Forces and the Ministry of Interior serve as the two pillars of national security, noting that the Ministry of Interior remains a target. The President further observed that a review of events over the past few years reveals that the idea of targeting and building a negative impression of the Ministry of Interior's practices is persistent, and that there is sometimes unintentional participation in building this impression through daily interaction with events. In this regard, the President stressed that this places a burden on the Ministry of Interior to adopt initiatives to improve and maintain the public's perception of the Ministry. The President reiterated that the targeting of the security institution in 2011 was among the objectives of implementing the plan against the Egyptian State. President El-Sisi emphasized the necessity of preserving state institutions, noting that the failure to protect them is what leads to the collapse of states, which in turn causes severe problems. The President pointed out that the current situation in the region illustrates this reality. President El-Sisi emphasized the need to refresh public memory and shed light on the events of 2011 to ensure that they are not repeated. The President referred to the attacks targeting security forces, the storming of police stations and prisons, and the escape of 33,000 prisoners, along with the resulting repercussions.  President El-Sisi mentioned that what had been accomplished regarding the construction, redevelopment, and modernization of reform and rehabilitation centers, stemmed from an ethical, religious, and humanitarian perspective, ensuring the principle that a person should not be punished twice for the same offense. Accordingly, the focus was placed on rebuilding individuals' character and transforming convicted persons into productive members of society. This prompted the state to convert prisons into correctional and rehabilitation centers. The President underscored the importance of arranging visits to these centers to assess the efforts made in this regard.  President El-Sisi reaffirmed that the massive damage inflicted on the country before 2011 had prompted the state to consider a new approach to the security sector's responsibilities concerning detention conditions, an area that is also being targeted. The President therefore instructed the Ministries of Defense and Interior to develop ideas and initiatives for maintaining continuous communication with the Egyptian people, ensuring that no rift occurs between the people and state institutions. President El-Sisi stated that the fundamental constants of Egypt's foreign policy since 2014 have been based on non-interference in the internal affairs of other states, refraining from conspiracies, preserving the unity of the nation-state and its institutions, refusing to engage with armed militias, cooperating in reconstruction, development, and nation-building, and pursuing positive engagement through balanced relations with all parties. The President stressed the need to to adhere to strategic balance and avoid letting the state be driven into taking actions or steps based on popular pressure. The Minister noted that the volume of treated water being reused had reached 23.2 billion cubic meters annually. These efforts aim to protect citizens from the effects of any unilateral measures that might be taken, mitigate the consequences of climate change, and respond to population growth. He also reviewed details of several projects implemented in Egypt to secure water supplies. With regard to the Ethiopian dam, the Minister noted that Egypt had exercised patience and consistently handled the situation with calm at all times. The Egyptian state had done everything within its power on this issue, both through negotiations and through the Declaration of Principles agreement, which served as a step toward demonstrating Egypt's good intentions toward the Ethiopian people. Unfortunately, however, the Ethiopian side failed to implement the Declaration of Principles. The Minister further explained that negotiations hosted by Washington had resulted in an agreement approved by the Ethiopian and Sudanese sides, as well as Egypt. The agreement was balanced and served the interests of all parties. However, the Ethiopian side withdrew before signing it. Matters subsequently evolved into different tracks that yielded no results until the Egyptian state decided not to continue negotiations. The Minister also pointed out that the Nile Basin comprises more than just Ethiopia. During President El-Sisi's tenure, Egypt's relations with the other countries of the southern Nile Basin had reached their highest levels. This cooperation had taken various forms, including Egyptian investments totaling $120 million in these countries; projects involving water wells, dams, and flood protection; technical support for establishing meteorological forecasting centers; and reciprocal visits. The Minister noted that solutions were available, but achieving them required the necessary goodwill from all parties. He noted that it would be possible to establish an electricity grid connecting Egypt with all Nile Basin countries. Consequently, electricity should not be used as a justification for building dams, since electricity is a technical issue that can be resolved in the future. He added that if the goals of building dams were to share water resources, the Nile Basin countries receive approximately 7,000 billion cubic meters of rainfall, which could be harnessed, collected, and directed toward agriculture, drinking water, or industry. The Minister explained that the Nile Basin's annual water resources range from 1,600 to 2,000 billion cubic meters, while Egypt receives 55.5 billion cubic meters annually. This represents less than 3% of the rainfall across the Nile Basin countries. This indicates that there is no water shortage across the Nile Basin as a whole, whereas Egypt faces a water crisis because of its limited water resources. Accordingly, Egypt and the other Nile Basin countries could cooperate to harness available water resources and achieve mutual benefits for all countries in the basin. President El-Sisi concluded his remarks by emphasizing the need to continue strengthening Egypt's capabilities and ensuring that Egyptian public opinion remains resolute and strong, given the numerous risks facing the country, which are not limited to the Ethiopian dam. The President added that Arab national security is indivisible, stressing that the stability of Egypt's brothers in the Gulf is a matter of concern to Egypt from a national security perspective. The President further emphasized the need to restore stability throughout the Arab world, including in Sudan, Libya, and Somalia, affirming that Egypt's support for the Gulf states is an extension of the shared Arab national security framework. President El-Sisi also pointed out that Egypt's military efforts are intended to defend the territory of the Kingdom of Saudi Arabia and do not include launching attacks on Yemen. The President reiterated that the objective is to defend the Kingdom's territory and borders, as well as the territory of any other Arab state if requested of Egypt, and that Egyptian military deployment does not extend beyond Egypt's borders except to aid a sisterly country whose security and stability Egypt is keen to safeguard. The session was attended by Prime Minister Dr. Moustafa Madbouly, Minister of Supply and Internal Trade Dr. Sherif Farouk, Minister of Water Resources and Irrigation Dr. Hany Sewilam, Minister of Agriculture and Land Reclamation Alaa Farouk, and Head of the Future of Egypt Authority for Sustainable Development Dr. Bahaa El-Ghannam. Also in attendance were MP Ehab Mansour, Deputy Chair of the Manpower Committee; MP Abdel Moneim Imam, head of the Justice Party; Dr. Ahmed Ramadan, a lecturer at the Faculty of Agriculture, Fayoum University; and Eid Mersal, head of the General Union for Workers in Agriculture, Irrigation, Fisheries, and Land Reclamation. The Spokesman for the Presidency, Ambassador Mohamed El-Shennawy, said the session addressed the Egyptian state's efforts since 2014 to enhance the availability of food commodities and achieve food security. This included expanding and developing agricultural land and land reclamation. The session also reviewed state initiatives to ensure that subsidies reach those who truly deserve them, as well as efforts to strengthen the food subsidy system, maintain a stable strategic reserve of essential commodities, and increase the number and storage capacity of silos. President El-Sisi made an intervention to emphasize that the cash-based subsidy system the state intends to implement is more equitable, transparent, and well-governed. The President explained that data on citizens has been consolidated for inclusion in this system, ensuring full transparency and robust governance. Regarding matters related to supply agriculture, the President highlighted the importance of striving to maximize livestock production, noting the numerous benefits this would yield. The President emphasized that all governors, officials, head of villages and citizens should work toward the goal of replacing existing livestock breeds with improved ones to boost production. The President added that Egypt’s strategic reserves of essential commodities are sufficient for a period of six months, taking into account disruptions in supply chains and the geopolitical conditions in the region. With regard to water consumption topics, President El-Sisi raised the issue of water consumption approaches in Siwa, including well drilling, emphasizing the importance of state intervention to ensure the governance of this situation. In connection with matters relating to Egypt’s lakes, the President noted that, over the past decades, the lakes had been subjected to encroachments, neglect, and various violations, which had led to a decline in their fish production. The President highlighted the efforts undertaken by the State in this regard and its action to address encroachments and violations affecting the lakes. These efforts had resulted in restoring the lakes to their natural state, including Lake Bardawil, Lake Manzala, and Lake Nasser. In this context, President El-Sisi reiterated that the deterioration of state agencies and their inability to maintain control over the situation had necessitated the establishment of another entity to address the accumulated, long-standing challenges, particularly those affecting the lakes. The President reaffirmed that the goal was to restore the lakes to their natural state, which had prompted the State to assign responsibility for overseeing the lakes to the Future of Egypt Authority for Sustainable Development. The President expressed hope that fish production from these lakes would return to its normal levels, particularly in light of the substantial population growth. President El-Sisi also mentioned that the lakes had been subjected to various violations, including the discharge of sewage and agricultural drainage water into some of them. The President underscored that the State’s efforts would benefit citizens, particularly those in Port Said, Damietta, and Dakahlia. President El-Sisi pointed out that Egypt had gained experience in land reclamation over previous decades, but the results had not been as successful as hoped. The President highlighted that the achievements made in land reclamation since 2014 were unprecedented in both scale and significance. The President also indicated that the State was open to allowing the private sector to purchase reclaimed land, provided that the plots were sufficiently large to avoid the fragmentation of agricultural land, which had not been in Egypt’s best interests. President El-Sisi further highlighted the efforts undertaken since 2014 to reclaim land, affirming that the State was prepared to reclaim ten million feddans, provided that the necessary water resources were available. The President noted that the objective was to achieve tangible results, and for that purpose, the President insisted on implementing the New Delta project. The President outlined the extensive efforts and works undertaken as part of this massive national project, including the construction of large-scale water-lifting stations. In this regard, President El-Sisi underscored the importance of the role played by the Future of Egypt Authority for Sustainable Development. But when instructions are ambiguous, when tools don't behave as expected, or when a complex task takes an unexpected turn, the agent makes judgment calls. You can't expect an agent to fully police its own behavior. This is exactly what makes them an entirely new category of infrastructure risk. As enterprises scale their agentic AI operations, two critical failure modes emerge: agents that overstep their operational bounds, and agents that become weaponized by external attackers. Stored there as a raw value rather than a reference to a scoped secret, a signing key reaches every job in the pipeline — compromised or not. Standing up a standalone vault narrows that exposure but requires mirroring every change to project membership, protected branches, and production environments. When the vault falls out of sync, a pipeline breaks or an agent’s service account keeps access it no longer needs. GitLab Secrets Manager tightens credential security without a second permission model. It is now generally available in GitLab 19.5 for Premium and Ultimate on GitLab.com and GitLab Self-Managed, with GitLab Dedicated coming soon. Built on OpenBao, it stores build-time and runtime credentials under the same permissions and audit trail as your code. Platform teams can offer developers self-service secrets, and security teams get credentials scoped to the jobs that use them, plus the pipeline and job ID on every CI/CD read. "GitLab Secrets Manager lets us centralize secrets across CI/CD, Kubernetes, and infrastructure as code without standing up multiple vaults or maintaining separate integration points. It also strengthens our supply chain security by tightening which users and pipelines can access a given credential." - Jeremy Nauta, Software Architect, OneTrust How Secrets Manager scopes build-time secrets to each job Agents can take actions no one anticipated, so security teams need to regard every job as if its agents will use any credential it can reach. Secrets Manager narrows what agents can reach with the context GitLab already holds about each job: its project, the branch it runs on, whether that branch is protected, and the environment it targets. A developer declares the secret a job needs with the secrets: keyword in .gitlab-ci.yml, and GitLab injects the value only into jobs that declare it and fall within its scope. Scope conditions accept wildcards on branch and environment, and they combine, so one rule can require a protected branch and a production/* environment before a job receives the credential. Inside the job, GitLab writes the value to a temporary file and exposes only its path, which limits exposure in subprocesses, crash dumps, and telemetry. GitLab masks the value in job logs and discards it when the job ends. Unlike a CI/CD variable, a secret is never readable in your project configuration. OpenBao encrypts secrets at rest with AES-256-GCM, so a copy of the secrets database holds only ciphertext. Jobs fetch values straight from OpenBao with short-lived tokens bound to each job’s identity, which keeps plaintext secrets out of the GitLab application. See how to get started with Secrets Manager: Revoke and trace an exposed credential When the axios npm package was compromised, a SANS advisory warned teams to "assume all environment variables on affected systems were exfiltrated" and extend investigations to CI/CD runners and build infrastructure. Responders had to work out which credentials each affected job could read, how to cut off access, and which runs read them. With Secrets Manager, when a job runs a poisoned dependency, the exposure stops at the secrets that job declared and was authorized to read. To clean up, revoke and replace the leaked credential, update the value in Secrets Manager, and audit that one job while other pipelines keep running. Secrets Manager prompts you to set a rotation reminder when you create a secret. Dynamic credentials are coming soon and will provide ephemeral access without manual rotation. GitLab streams every secret create, read, update, and delete event to your audit event destinations and records changes in the audit trail. Each pipeline read carries the pipeline and job IDs, which tie to the commit, the triggering user, and the merge request, when there is one. Incident responders and auditors can trace a read to the change behind it without correlating logs from a CI system, a vault, and an identity provider. Audit events never contain secret values. Govern secrets with the permissions that govern your code As agents take on more work, platform teams field more requests for pipelines and service accounts that need credentials. When those requests queue, teams fall back on broad grants and shared secrets. Secrets Manager uses the GitLab namespace as its isolation boundary. Projects inherit secrets defined in the groups above them, so you define a shared credential once. Owners grant read, write, and delete permissions to specific users or default roles, using the same membership model that governs the code. Remove a person or an agent's service account from a project, and that identity's access to the project's secrets ends. Developers reference secrets through the project access they already hold. When a secret reference breaks, they fix it in the same merge request as the code, with no second repository, approver, or access ticket. With a governed credential one line away, fewer secrets end up in over-scoped CI/CD variables, local files, or the repository. One store for pipelines and runtime workloads Kubernetes, Terraform, and scripts often get separate secret stores, each with its own access model and logs. Secrets Manager serves runtime tools from the same store as pipelines, under the same permissions and audit trail: Kubernetes, through External Secrets Operator. ESO re-fetches the secret on a set interval and updates the Kubernetes Secret in place, so a rotated value reaches the cluster without a pipeline run. Terraform and OpenTofu. They read a secret as a data source at plan or apply time and keep credentials out of .tfvars files and CI/CD variables. OpenBao and Vault CLIs, through the Vault-compatible API. Teams keep their existing scripts and point them at Secrets Manager. Other runtime tools, through the Secrets Manager API. Each runtime tool authenticates with a service account or an access token, and that identity needs project membership and explicit read permission for the secret. GitLab then issues a separate token, valid for five minutes, that the tool uses to fetch it. How Secrets Manager fits with GitLab's supply chain controls GitLab’s governed software factory connects code, pipelines, packages, and secrets on one platform, with one identity model and one record of how a change reached production. Dependency Firewall decides which packages enter a pipeline, Secrets Manager limits which credentials the pipeline can reach, and Artifact Central governs what you ship. Secrets Manager supports two of the five stages in the GitLab Security Standard, GitLab's framework for letting agents earn autonomy: For Authorize, it binds each job to the secrets its identity and scope allow, and for Respond, it streams every CRUD event. Secret push protection blocks commits containing credentials before they reach the repository, and Secret detection finds the ones already in your code and history. GitLab Duo Agent Platform triages what those scans find and flags likely false positives, so your team revokes, rotates, and audits only real leaks. GitLab's existing integrations for HashiCorp Vault, AWS Secrets Manager, Azure Key Vault, and Google Cloud Secret Manager keep working alongside Secrets Manager, so you can migrate at your own pace. Get started GitLab Secrets Manager is a paid add-on for Premium and Ultimate, billed through GitLab Credits: 1 credit per secret stored per month, and 1 credit per 2,500 read operations. An enterprise license agreement is available for air-gapped environments. On GitLab.com, top-level group Owners can try GitLab Secrets Manager free for 30 days or 500 evaluation credits, whichever ends first. Go to your top-level group, select Secure > Secrets Manager, then Start 30-day trial. On GitLab Self-Managed, your administrator must install and enable Secrets Manager, following the documented sizing and high-availability guidance. GitLab Dedicated support is coming soon. To find the first credentials to move, run the secret audit tool for CI/CD variables, which flags variables likely to hold credentials. A migration workflow for CI/CD variables is in development.
