Hong Kong, Singapore, Tokyo: A Data Centre Comparison for Asian Site Selection 2026-10-25 · ACN Newswire · AI, SaaS, Real estate, Energy, Retail, Education, Telecom, Industrial, Logistics, Sustainability, Banking, Government & policy, Jobs & workplace, Cloud & data centers, Construction & engineering https://www.acnnewswire.com/press-release/english/111063/ HONG KONG, Oct 25, 2026 - A regional headquarters needs a lease, a few racks, a legal entity, and people who can answer a regulator in English. A large training cluster needs a substation, a long-term power contract, water for cooling, and a construction workforce that will still be on site years after the ribbon cutting. Both get filed under "choosing a data centre market", and the same three cities appear on both shortlists. The criteria behind them barely overlap. Start with the workload, not the city That is why this comparison is organised around workloads instead of a league table. Hong Kong, Singapore and Tokyo each win on at least one axis and lose on at least one, and the axes do not carry equal weight for every tenant. A bank placing a matching engine cares about a 30 ms round trip to the next exchange. A hyperscaler cares whether a large load can be energised before the depreciation schedule eats the business case. Those two buyers should not read the same table the same way. The three cities are on the shortlist for different reasons, and it helps to say which. Hong Kong is a financial centre with a cable history. Singapore is a Southeast Asian gateway whose government rations power. Tokyo is a domestic market large enough to justify its own supply chain. A tenant that treats them as interchangeable will pick the cheapest lease and spend three years discovering why the choice was wrong. Six variables follow, each defined, sourced, and then read against the tenants it governs: cross-border latency and cable landings, industrial electricity price, rentable capacity and pipeline, licensing and ownership, technical talent, and the time needed to bring land and power online. The order runs from the questions that eliminate cities fastest to the ones that only break ties. Six variables, and why these six Each variable passes a simple test. It changes the answer for at least one plausible tenant, and it can be measured without asking a broker for a favour. Latency and cable landings decide whether a workload can be split across markets at all. Industrial electricity price is the largest controllable operating cost in a dense hall. Rentable capacity and pipeline decide whether a lease starts this year or in three. Licensing and ownership decide who may hold the asset. Talent decides whether the site can be staffed after the opening. Land and power timelines decide whether the project exists. Three candidates were dropped. Rack rents went first, because the three markets quote different products: Hong Kong space is commonly priced per square foot of raised floor, Singapore and Tokyo wholesale deals per kW, and neither basis converts cleanly without a density assumption the landlord will not warrant. Land cost per acre went next, because the figures I could reach sit behind subscription walls. Exchange-level latency went last, because venue latency depends on where a cage sits inside the building, which is a negotiation rather than a market statistic. What remains is narrow on purpose. It will not tell you which city has the better data centre industry. It will tell you which variable is likely to decide your project, and which city that variable points to. One methodological note before the numbers. Where two credible sources measure the same thing differently, I have kept both and said so instead of averaging them into a figure that belongs to neither. Singapore is the clearest case: the economic development board counts 1.4 GW of computing capacity across more than 70 facilities, while Cushman & Wakefield counts 1,068 MW across 51. The gap is scope, and scope matters more than the midpoint. Connectivity: the triangle is not equilateral The three cities sit on one trunk. The Southeast Asia–Japan Cable 2 runs 10,500 km and connects 11 landing stations, with its main trunk linking Singapore, Hong Kong and Japan; the system was designed for 144 Tbps and entered service on 16 July 2025. All three markets can therefore reach each other on capacity from the same build, which removes the old argument that one city is structurally cut off from another. The geometry still favours Hong Kong. Measured round-trip times between the three metros put Hong Kong 30.18 ms from Singapore and 62.17 ms from Tokyo, while Tokyo and Singapore sit 66.84 ms apart. Hong Kong is the hinge of the triangle and Tokyo is the far corner. For anything that must touch two of the three markets in sequence, that difference compounds with every request. Cable depth tells a different story. Hong Kong hosts 11 of the 14 intra-Asian submarine cables, according to Digital Realty. Singapore's advantage is breadth of networks rather than cable count: 742 distinct networks have a presence in the metro, against 583 in Hong Kong and 533 in Tokyo, on PeeringDB data. Tokyo's lower count is partly an artefact of how Japanese carriers peer and partly real. Read together, the connectivity picture splits three ways. Hong Kong is the lowest-latency place to sit if your traffic crosses the Pearl River Delta or shuttles between North and Southeast Asia. Singapore is the better place to buy transit, because more networks are already in the building. Tokyo is the right answer when the traffic is domestic Japanese or headed east across the Pacific, and a costly detour when it is not. Market Networks present RTT to Hong Kong RTT to Singapore RTT to Tokyo Hong Kong 583 — 30.18 ms 62.17 ms Singapore 742 30.18 ms — 66.84 ms Tokyo 533 62.17 ms 66.84 ms —   Latency measured 25 October 2026 by WonderNetwork. Network counts from PeeringDB, October 2026. Power: the ranking flips when the tariff class changes Electricity is where a comparison most easily goes wrong, because "the industrial price" is not one number. Two credible series produce two different orderings of the same three cities, and both are defensible. Start with country-average business retail prices collected in March 2026. On that basis Hong Kong is cheapest at US$0.169 per kWh, Japan is second at US$0.179, and Singapore is dearest at US$0.212. A mid-sized enterprise buying a few megawatts would look at that table and put Hong Kong first. Now switch to large-load industrial tariffs, the product a data centre actually buys. Tokyo's special high-voltage average came to 19.40 yen per kWh across January to July 2026, or US$0.119. Hong Kong's all-customer average net tariff was HK$1.406 per kWh from January 2026, or US$0.179. Singapore's high-tension large tariff, weighted for a flat 24-hour load, came to SGD 0.2490 per kWh, or US$0.192. Japan moves from second to first, Hong Kong stays in the middle, and Singapore stays last by a wider margin. The reversal is not a data error. Hong Kong's published figure is an average across all customer classes, which flatters a large user. Japan's is the actual special high-voltage product. Singapore's includes a contracted capacity charge that a 24-hour load absorbs but a peaky load does not, so a tenant running batch training around the clock faces a different bill from a tenant running a trading floor for part of the day. Market structure explains part of the gap. Hong Kong sets tariffs under a scheme of control agreed with the government, which is why the published number is an average across customers rather than a menu. Singapore publishes a quarterly regulated tariff alongside a competitive wholesale market, so the same building can buy at two different prices depending on contract length. Japan's retail market is deregulated, and special high-voltage is a reporting category covering all retailers rather than a single offer. A tenant comparing headline numbers is comparing regulatory artefacts as much as fuel costs. There is a second power variable that does not appear in the tariff: how much of it is low-carbon. Japan generated 23.56% of its electricity from renewables in 2025, Singapore 5.49%, and Hong Kong 1.04%, on Ember data. For a tenant with a corporate renewable target, that gap is a procurement problem in Singapore and a reporting problem in Hong Kong. Demand is moving in one direction. CLP reported that its data centre electricity sales in Hong Kong grew 7.5% in 2025, driven by AI and digital services. Growth of that order against a fixed generation fleet is how a price advantage disappears. Capacity: what you can rent, and how fast Installed capacity is the least interesting number in this comparison, because none of the three markets is short of buildings. What matters is what is empty, what is under construction, and how quickly the empty space is absorbed. Hong Kong has 592 MW in service across 49 facilities and a vacancy rate of 15.6%, with 185 MW under construction. That is the softest market of the three by a wide margin, and the only one where a tenant with a near-term requirement can plausibly negotiate rather than queue. Vacancy and demand can coexist: in September 2026 Grand Ming agreed to sell two Fanling data centres for up to HK$2.445 billion, about US$312 million, with Amazon identified as the buyer. That is a platform purchase rather than a bet on empty space. Singapore has 1,068 MW across 51 facilities, a vacancy rate of 4.8%, and just 25 MW under construction. The pipeline equals about half a year of current take-up. New capacity arrives through a government allocation process rather than the open market: at least 300 MW was offered under the 2024 green data centre roadmap, and a second call for applications launched in December 2025 for at least 200 MW more, with additional power possible for proposals that bring new green energy pathways. Tokyo is the largest market at 1,397 MW across 123 facilities, with 4.4% vacancy and 220 MW under construction. It is also the fastest absorber: 223 MW of take-up in the first half of 2026 alone, against 30 MW in Hong Kong and 25 MW in Singapore. Pre-letting is normal. Colt's Inzai 4 was fully pre-let when it launched, with 4.8 MW energised, on the way to 20 MW at full build and 70 MW across the Inzai campus. The constraint that binds all three is the grid. Connection waits of more than three years are reported for Tokyo, Singapore and Hong Kong alike, which means the difference between the markets is less about how fast a utility can connect you and more about whether you can secure an allocation, a site, or a pre-let building that already holds the connection. Market Industrial power (US$/kWh) Operational capacity (MW) Vacancy Under construction (MW) Networks present Hong Kong 0.179 592 15.6% 185 583 Singapore 0.192 1,068 4.8% 25 742 Tokyo 0.119 1,397 4.4% 220 533   Capacity, vacancy and pipeline from Cushman & Wakefield APAC H1 2026, compiled by Datacentres.com. Power from CLP, SP Group and the Japanese energy surveillance commission, as compiled in the same source. Construction cost adds a second filter. Turner & Townsend's 2025 index put Singapore at US$14.53 per watt, up 5% year on year, second only to Tokyo and ahead of Silicon Valley; Kuala Lumpur came in at US$11.37 and Shanghai at US$6.12. Hong Kong does not appear in the coverage I could reach, which is itself informative: the market with the most empty space is also the one whose build economics are least publicly documented. Licensing: the gate is rarely the telecom licence All three markets allow a foreign investor to own 100% of a data centre operator. The differences sit in who needs a licence and who needs to notify. Hong Kong licenses facility-based public telecommunications through a unified carrier licence, a single instrument covering fixed and mobile services since August 2008. Running a colocation building does not require one; landing a cable or selling capacity on public circuits does. The investment regime around it is unusually open, with no distinction in law between foreign-controlled and locally controlled companies, and no requirement that directors reside in Hong Kong. Singapore requires a facilities-based operator licence to deploy network infrastructure and sell capacity, and the market has been fully liberalised since 2000, with foreign and domestic firms applying on the same terms. The State Department's investment climate report counted 76 facilities-based operators. A colocation landlord that does not run public transmission sits outside the licence, but any tenant wanting to resell cross-border capacity will need a partner that holds one. Japan is the outlier in ownership terms, though not where a data centre tenant would feel it. The foreign ownership caps that exist apply to NTT at 33.3% and to broadcasters below 20%, not to data centres. What does apply is a prior-notification regime: acquisitions of 10% or more of a company in a designated core industry require filing with the finance ministry and the sector regulator, a step that matters for anyone buying an operating platform rather than building one. Entity setup is quick by regional standards, at about one month for a branch and two for a subsidiary. Administrative speed is not the constraint in any of the three. Hong Kong registers a local company through a single electronic platform, typically on the same day, and a non-Hong Kong company in about two weeks. Japan measures entity setup in one to two months, which is fast for the region. The months that decide a project timeline are spent on land, power and construction approvals, not on the corporate paperwork. The practical gate in all three sits upstream of the licence. In Singapore it is the power allocation. In Hong Kong it is land, since almost every new hall involves a lease modification or a government site. In Tokyo it is the grid connection queue and, increasingly, local consent. Talent: a proxy with a wide error bar There is no comparable public count of liquid-cooling technicians by city, so the usable measure here is a proxy with its limits stated. The IMD World Talent Ranking places Hong Kong 4th, Singapore 7th and Japan 40th out of 69 economies in 2025, scoring investment in education, appeal to foreign talent, and the readiness of the existing pool. That ranking measures economies, not data centres, and it will not tell you whether a specific metro can staff a round-the-clock network operations centre in English. It does capture something a site-selection memo usually misses: the difference between a place where a shift team can be hired in weeks and a place where one has to be imported. For a regional headquarters with a small technical team, Hong Kong and Singapore are close enough that the decision will be settled on cost and lease terms. For a Japanese-language operation serving domestic customers, Tokyo's rank is irrelevant and its local labour market is the only one that counts. Reading the matrix Three readings follow from the tables, and they point in different directions. On latency, Hong Kong wins and Tokyo loses. On industrial power, Tokyo wins and Singapore loses. On available capacity, Hong Kong wins and Singapore loses. On network depth, Singapore wins. On market size and absorption, Tokyo wins. No city is first on more than two of the five, and that distribution is the finding: a comparison that produced a single winner would be hiding the trade the buyer actually has to make. Where the data runs out Four gaps are worth naming, because each one is a place where a confident-looking table would be inventing precision. Rack rents are not comparable across the three markets, for the reasons given earlier. Land cost per acre is published by the major brokers but sits behind subscription walls in every case I could reach. Permit timelines are estimated rather than observed, and the benchmarks behind them predate the current build cycle. Exchange-level latency, as opposed to metro-to-metro latency, is negotiated per cage and not published on a consistent basis. Two smaller gaps matter for specific tenants. Hong Kong's construction cost per watt is missing from the most recent index coverage I could obtain, so the market with the most vacant space cannot be priced on a like-for-like basis against Singapore and Tokyo. And the three markets define installed capacity differently enough that Singapore's total shifts by roughly a third depending on whether captive capacity is counted, which is why the table uses one compiler throughout instead of mixing sources. What would change these conclusions is specific and observable. If Hong Kong's 185 MW under construction is absorbed at anything like Tokyo's rate, its vacancy advantage disappears and the negotiating leverage moves to the landlord. If Singapore's second allocation clears and the awarded capacity is energised, its pipeline constraint eases, though the power price and the green conditions stay. If Tokyo's grid queue shortens, its cost advantage compounds. None of these is a forecast; each is a number to re-check before signing. If you need X, choose Y Latency-sensitive trading or settlement across North and Southeast Asia: Hong Kong. The 30.18 ms round trip to Singapore and 62.17 ms to Tokyo are the best pair in the set, and 11 of the 14 intra-Asian cables land there. A large, near-term block of space with negotiating leverage: Hong Kong. A 15.6% vacancy rate and 185 MW under construction are the only combination in the three markets that gives a tenant a credible alternative to the incumbent landlord. Deep peering and the widest choice of transit partners: Singapore. 742 networks is the largest ecosystem of the three, and it is why Singapore remains the default for cloud on-ramps even at the highest power price. The cheapest energy for a round-the-clock, power-dense load: Tokyo. At US$0.119 per kWh on the special high-voltage tariff, Japan is the only one of the three below twelve cents, and a 23.56% renewable share helps a corporate target as well as a bill. Scale without a government allocation: Tokyo, but only through a pre-let. 220 MW under construction against 223 MW absorbed in a single half-year means the buildings that exist are already spoken for, so the route is a negotiation with an operator rather than an application to a ministry. A regional headquarters with a small technical team and an English-speaking regulator: Singapore or Hong Kong. The talent proxy puts them 7th and 4th against Japan's 40th, and neither licensing regime imposes an ownership condition that would complicate a holding structure. A green-field campus where a renewable power purchase agreement is the binding constraint: Singapore, if you can win an allocation, and nowhere if you cannot. The 200 MW second call is the main route to new capacity, and it is scored on green energy pathways rather than price. The project, expected to take 24 months, will include a tarred road linking the Senqu River to Tebellong Hospital, this was announced by Moteane adding that many people lost their lives while crossing the Senqu River. He said the government was continuing efforts to make the river safer through bridge construction, adding that when the current administration took office, it found plans for projects that had been drawn up more than a decade earlier. Hon. Moteane said delays in the bridge project had, among other factors, been caused by its politicisation and changes in government. He urged Unik Construction to work closely with the relevant authorities and maintain the quality demonstrated in its previous projects. The minister also called on the contractor to source materials, including cement and sand, from local businesses where possible. He revealed that the government had spent more than M3 billion on service delivery across the three constituencies in Qacha’sNek during its four years in office, saying it was committed to providing services to the public without political discrimination. Recalling his own experience of crossing the river by boat, Hon. Moteane expressed hope that the project would eventually bring an end to such risky crossings for the public. Minister of Tourism, Sports, Arts and Culture, Honourable Mputi Mputi said the development presented an opportunity to promote tourism and create jobs in the area. He challenged community leaders to identify ways of using local tourism attractions to stimulate economic activity, urging all stakeholders to contribute to job creation and the promotion of Lesotho. Hon. Mputi said tourism and sports development were everyone’s responsibility and called on communities to take advantage of development initiatives to improve livelihoods. Chairperson of the Portfolio Committee on Natural Resources, Tourism and Land Cluster Lebohang Phohleli expressed gratitude on behalf of the public, saying they would return to monitor progress and ensure the project was implemented successfully. Qacha’s Nek Member of Parliament (MP) Mohlahlobi Busa said the bridge was a long-awaited development that would help protect communities from the dangers of crossing the Senqu River.“We have long been waiting for this, as it is a long-time plan, and now that a contractor has been introduced, we have to be thankful,” he said. Hon. Busa said the bridge would benefit not only residents of Tebellong and Whitehill but also the wider community, particularly people travelling to access services at Tebellong Hospital. He expressed hope that construction would begin soon, given the risks faced by residents, and called for local people to be prioritised for employment. “Only skilled labourers should be sourced from outside. We need transparency,” he said. Busa further urged the contractor to maintain good relations with the community and avoid any form of abuse.“Preserve the dignity and peace in this area,” he said. Lebakeng MP Letsekang Moloi described the occasion as historic, saying bridge construction had been among the public’s expectations when he was elected. “We are thankful for this big gift, and I am glad I took on the assignment and my plea was heard for this project to eventually be happening,” he said. Moloi said the bridge would stimulate economic growth by improving business opportunities for local shops and transport operators while making access to the hospital easier. He raised concerns about the limited availability of boats for crossing the river, saying residents depended on three existing boats, some of which had been washed away by the river. He appealed to residents whose property, including fields, might be affected by construction to cooperate with the project team to ensure smooth implementation. Moloi also called on the community to embrace and protect the development.“May this bridge unite us and not cause any divisions. Let’s accept the project and protect it,” he said. Tebellong Area Chief Makhaola Makhaola thanked the government for responding to the community’s longstanding calls for a bridge.“I have been asking for this multiple times for the people of Tebellong, and we are grateful for this big day,” he said. Makhaola also highlighted the challenges faced by Tebellong Hospital, saying patients had lost their lives while seeking care and the transportation of medication to the facility had been difficult. Speaking on behalf of the Principal Chief, he welcomed the development and pledged the community’s support in protecting the infrastructure.Nts’upe Community Council Chairperson Tefo Lehakoe thanked all those who had contributed to making the project possible, including residents who had raised concerns, community leaders and the government. He recalled seeing structural steel in the river and believing they signalled the beginning of construction, only for them to disappear later. Lehakoe said major projects such as the bridge should create opportunities for local businesses and residents. However, he raised concerns about access to quarry materials and sand, calling for clear guidelines to ensure businesses from Qacha’s Nek could benefit. He also warned against political interference in recruitment and called for transparent employment procedures that would allow Basotho living in the project area to benefit. “Unskilled labourers should be sourced locally,” he said. Lehakoe expressed hope that the completion of the bridge would bring an end to the deaths associated with crossing the river. Speaking on behalf of Qanya Community Council Chairperson, Whitehill Councillor Rorisang Marotholi commended the government for taking up the bridge project rather than abandoning it because it had been planned by a previous administration. He also called for transparency in recruitment, urging that councillors and chiefs from affected areas be involved in the process. “Developments are neither political nor campaigning, but need to happen, though some stakeholders treat them like that, and it is wrong according to me,” he said. Marotholi urged everyone involved to focus on the project’s successful implementation and protect the development for the benefit of the community. The event also featured songs by Tebellong Primary School and a mohobelo dance performance by Matseka Primary School. The Society of Petroleum Engineers (SPE) Libya Section is contributing to that effort through its Young Professionals activities and engagement with university students. SPE Libya’s Young Professionals network provides early-career members with opportunities for technical and professional development and links them into the wider SPE community. Ali Abu Ikhzam, founder and Young Professionals Chair of the SPE Libya Section, has also contributed to SPE’s international Young Professionals network and technical publications, with his work covering areas including digitalization and automation. University-based SPE student chapters provide another route into the profession, giving students opportunities to engage with technical subjects, industry professionals and the wider petroleum engineering community. Such networks can provide an early connection between university training and the technical requirements of Libya’s upstream sector. The focus on workforce development comes as Libya seeks to attract fresh investment into exploration. The National Oil Corporation’s general bidding round offered 22 exploration blocks, including 11 offshore blocks, as part of an effort to increase exploration activity and develop the country’s oil and gas reserves. The NOC said the round was designed to attract international companies into exploration and drilling while creating opportunities for local businesses and employment. The round has since concluded with international companies awarded investment opportunities. These issues will feature at the Libya Energy & Economic Summit (LEES) 2027, where SPE International – Libya Section is an official supporting organization. The summit will take place in Tripoli from January 23–25, with SPE hosting a Technical Conference as part of the event’s program. The summit’s Knowledge Hub will also address upstream technologies, operational excellence, workforce development and project execution. SPE Libya is also involved in the Energy JEEL initiative, a Ministry of Oil and Gas-led program focused on developing young Libyans through energy-related training and knowledge sharing. The initiative has trained more than 900 young people and is intended to build a pipeline of engineers, technicians and other energy professionals as Libya develops its oil, gas and broader energy sectors. Youth development will also form part of LEES 2027’s In-Country Value Forum on January 24. The program is set to examine youth and women in energy, AI, workforce development and pathways for the next generation of Libyan energy professionals. For SPE members, the summit provides access to operators, service companies, policymakers and international technical specialists in one setting. For students and young professionals, it also offers exposure to the projects, technologies and industry contacts that will become increasingly relevant as Libya develops new exploration opportunities and invests in existing assets. The Kenya Defence Forces (KDF) continues to prioritise local innovation and production to build sustainable logistical capabilities and reduce dependence on external supplies. The Vice Chief of the Defence Forces (VCDF), Lieutenant General John Omenda, underscored these priorities while chairing the 74th Board of Directors Meeting of the Kenya Ordnance Factories Corporation (KOFC) in Eldoret, where he launched two key initiatives aimed at strengthening operational support and staff welfare. A major highlight was the unveiling of a locally manufactured Meal Ready-to-Eat (MRE) ration, designed to provide convenient and nutritious meals for military personnel during operations, training exercises and field deployments. The introduction of the MRE marks a significant milestone in expanding Kenya’s domestic defence production capacity, strengthening logistical resilience and reducing reliance on external supply chains for essential military provisions. Lieutenant General Omenda also launched a new KOFC staff bus to enhance personnel mobility, improve transportation efficiency and support the corporation’s daily operations, underscoring the importance of workforce welfare in sustaining institutional productivity. The initiatives highlight KOFC’s growing role in advancing defence industrial innovation, promoting local manufacturing and supporting the KDF’s operational requirements. By integrating technological innovation, personnel welfare and indigenous production, KOFC continues to contribute to a more resilient, efficient and self-reliant defence sector, reinforcing the KDF’s capacity to sustain operations and safeguard national security. Taking place February 22–25 at the Simón Bolívar Convention Center in Caracas, the Deal Room will bring international companies into direct discussions with local operators, project developers, asset owners and regional leadership. As international companies re-engage with Venezuela's oil and gas industry, the platform aims to facilitate project-level discussions and establish commercial relationships spanning upstream development, infrastructure, technology and energy supply. For international operators and investors, the Deal Room provides an opportunity to identify assets and local counterparties for joint development. Venezuela's push to increase oil production to 1.3 million barrels per day (bpd) in 2026 and 1.5 million bpd in 2027 is creating potential openings for companies with the technical expertise, operational capacity and financial resources to participate in field rehabilitation, enhanced oil recovery, drilling and production expansion. Partnerships with Venezuelan operators can provide a route to developing assets and sharing project responsibilities. Recent agreements demonstrate how partnerships have already begun to take shape. In September, Chevron secured expanded development rights in the Orinoco Belt, underpinning plans by its Venezuelan joint ventures to invest more than $7 billion over five years. Eni also signed a 25-year contract with PDVSA to assume operatorship of the Junín 5 heavy-oil field, giving the company responsibility for its technical, financial and commercial development. Oilfield service companies and technology providers can pursue commercial agreements supporting these activities. Demand spans drilling and workover equipment, artificial lift, engineering, digital production systems, reservoir technologies, power solutions and other services required to restore production and improve the performance of existing infrastructure. Commercial partnerships are advancing this area. In September, Halliburton signed separate agreements with Eneva and WESCA covering development opportunities, field evaluation and technical planning, while SLB signed a framework agreement with PDVSA in June spanning field development, digital technologies and workforce training. The commercial opportunity extends beyond upstream operations. Companies can explore technology and service partnerships supporting gas processing and transportation, refinery rehabilitation, power generation, grid infrastructure and energy logistics, creating multiple routes for international suppliers and specialist firms to establish a presence in the market and for Venezuelan companies seeking to strengthen their portfolios. Recent agreements reflect growing momentum in these areas. In September, GE Vernova signed a strategic alliance with PDVSA to rehabilitate electrical infrastructure serving Venezuela's oil industry. More recently, Baker Hughes partnered with PDVSA, Venezuelan engineering company Lindsayca and Fulcrum LNG to pursue gas processing, transportation and commercialization projects. Offtake and supply agreements offer another route for strategic participation. Companies can negotiate arrangements linked to specific oil, gas or refined-product assets, while international trading and downstream partners can explore supply relationships connected to Venezuela's expanding production and processing capacity. Trading companies Vitol and Trafigura have already secured agreements to purchase and market Venezuelan oil, while international refiners are increasingly pursuing direct supply relationships with PDVSA. The Deal Room will also provide direct access to the institutions shaping project development and commercial activity, including the Ministry of Hydrocarbons, PDVSA and its operating leadership. These relationships can help companies identify counterparties, clarify project requirements and develop commercial frameworks around specific opportunities. As international activity accelerates across Venezuela's energy sector, the Deal Room offers companies a focused setting to identify partners and convert market interest into concrete commercial relationships. International operators, service companies and strategic partners can register to engage as commercial partners at the Venezuela Energy Week 2027 Deal Room. Mr Ndjaka is Director-General and Chief Executive Officer of the African Union of Broadcasting (AUB), the continental federation of Africa's national radio and television organisations. Founded in 1962 and headquartered in Dakar, the AUB brings together 86 members across the continent and beyond. It operates in four official languages (English, French, Arabic and Portuguese), positioning it as the pan-African anchor point for public service broadcasting, media exchange and continental audiovisual policy. First elected CEO of the AUB in January 2016 and re-elected for a four-year term in June 2022, Mr Ndjaka brings over three decades of professional experience as a senior journalist and media executive. He previously served as Director of Human Resources and Advisor to the Director-General of Cameroon Radio Television (CRTV), and holds two Master's degrees in Human Rights and Humanitarian Emergencies and in Project Management from the Catholic University of Central Africa. He is a fellow of the Japan Foundation. Under his leadership, the AUB has driven a continental broadcasting agenda that spans preferential satellite tariffs for member organisations, capacity-building programmes across African media, the coordination of major continental broadcasting rights arrangements, and public service media reform. He is a member of the World Broadcasting Unions alongside his European (EBU), Asian (ABU), North American (NABA) and Caribbean (CBU) counterparts. His appointment to the ACG Advisory Board brings to the platform the continental broadcasting layer that any sport and entertainment district project requires to reach African and global audiences. Sport and entertainment districts, at the scale ACG is originating, depend on structured broadcast distribution across national public service broadcasters, negotiated media rights frameworks, and coordinated continental coverage — the very layers that the AUB convenes on behalf of its 86 member broadcasters. Mr Ndjaka's appointment ensures that ACG's work is aligned from the outset with the continental broadcasting architecture that determines the reach, revenue and cultural resonance of large sport and entertainment properties in Africa. His appointment brings to the ACG Advisory Board an unmatched combination of pan-African media leadership, deep relationships across national broadcasters and public service media, and continental policy positioning in the audiovisual sector — capabilities directly relevant to originating and structuring large-scale sport and entertainment district projects across the African continent. "Grégoire Ndjaka brings to our Advisory Board the continental broadcasting layer that no serious African sport and entertainment district project can be conceived without. The reach, cultural resonance and financial return of these projects depend on how well they connect to the pan-African public service broadcasting architecture, and the AUB is the continental anchor point for that architecture. His presence on our Advisory Board is a genuine strategic asset," said Nicolas Pompigne-Mognard (www.Pompigne-Mognard.com), Founder and Executive Chairman of ACG. The ACG Advisory Board provides strategic guidance as ACG originates and structures large-scale sport and entertainment district projects across the continent, aligning governments, development finance institutions (DFIs), investors, sport bodies and infrastructure partners to support the development of financially sustainable, mixed-use district ecosystems. Africa's sport economy is projected to reach $20 billion by 2035, yet the continent continues to lack the integrated district ecosystems required to support large-scale development. ACG addresses this gap by originating bankable sport and entertainment district projects, moving beyond single-venue development models towards mixed-use, revenue-generating and financially sustainable district ecosystems. Through its collaborative model, ACG convenes governments, PPP authorities and regulators, development finance institutions, private investors, developers, designers and engineers, legal and transaction advisors, operators, sport federations and leagues, event promoters, media and broadcast partners, academic institutions and host communities, creating structured pathways from concept to feasibility, bankability and delivery. Tau was speaking during the Briefing Reception on China’s Zero-Tariff Treatment to African Countries hosted today in Pretoria. According to Tau, diversifying South Africa’s markets is how the government plans to protect South African jobs in an uncertain world. He said predictable market access gives investors the confidence to build production in South Africa. “That is what we want as a country, not only more trade, but more factories, more processing and more jobs here at home. Today’s gathering, which is a briefing reception on China, is also aimed at raising awareness of the tariff measure and providing a structured platform to address questions from South African businesses,” he said. Tau said the Zero-Tariff Treatment policy for South Africa means the country is implementing a unilateral preference scheme by China granting duty-free market access for 100% of the products, with exception of 47 tariff lines subject to tariff rate quota. “This was announced by President Xi on 14 February 2026 in his congratulatory message to the African Union Summit. South African products that meet the rules of origin can enter the Chinese market without customs duties. From 1 June to 31 August, SARS has issued 25 975 certificates of origin. Customs declarations rose by 199 percent. Our export-promotion programme with China is moving beyond individual events. We intend to use a series of strategic trade fairs, targeted outward selling missions, hosted buyer missions and direct business-to-business engagements to advance clearly identified commercial opportunities,” he said. Tau indicated that South Africa is in the final stages of negotiating China-Africa Economic Partnership for Shared Development. He said this is an agreement that will provide for South Africa and China to negotiate Memorandum of Understanding (MoUs) and agreement covering trade, investment, infrastructure and logistics, small businesses, and industrial development. “It also forms the basis for negotiation of the Southern African Customs Union (SACU)-China Early Harvest Arrangement. The reciprocal trade arrangement between SACU and China currently under negotiations, which is meant to preserve the zero-tariff arrangement for long-term for SACU countries,” Tau said. Programmes are offered in Gauteng, South Africa, with bookings opening in January 2027. The launch addresses a common yet often unmeasured issue in South African organizations: misaligned leadership leading to strain throughout the company. Decision-making slows, strategies falter in execution, and board-level tension affects company culture and performance. "When an executive team is pulling in different directions, everything below it feels the strain, " said Tony Dovale, CEO, Life Masters.  "We built the Leadership Alignment Accelerator so management, executive and board teams can see clearly where they are out of step and work through it together. Starting with talks and board interview meetings lets us meet each team where it actually is." What the Accelerator is Life Masters' Accelerator integrates leadership team diagnostics with guided sessions. These diagnostics reveal fractures within the team and highlight misalignments among members concerning priorities, decision rights, trust, and communication. The facilitated sessions then work through those gaps with the whole team together, rather than with leaders one by one. The result is a shared, tested understanding of what the team is there to achieve and how it will make decisions, resolve conflict and hold each other to account. Who it is for The Accelerator is designed for management teams, executive teams and boards, particularly where: Decisions are slow or repeatedly reopened Strategy execution has stalled There is tension or distrust at board or exco level Leaders are pulling in different directions or working to competing priorities A new CEO, merger or restructure has left the leadership team unaligned How engagements work Each engagement is tailored to meet the specific outcomes desired by the client. The format depends on the organisation’s structure, locations, number of participants and the depth of process needed to resolve the fractureLeadership teams face mounting pressure to adapt swiftly amidst technological shifts, economic unpredictability, and evolving stakeholder demands. Without internal alignment, leading change becomes a formidable challenge. Life Masters' solutions are designed to address these challenges effectively.ns. A team that cannot align internally cannot lead changLeadership teams often fail not due to lack of talent but because they drift apart without measurement or resolution.rs. Where it fits The Accelerator is part of the Revolutionary Workplace® HPO Labs System and High Performance Teams experience. It extends Life Masters’ work on psychological safety, trust, collaboration and communication to the top of the organisation, where leadership teams are divided and need a structured way to work through the issues. Teams can move from the Accelerator into deeper work, including the High Performance Team Sprint, Execution Accelerator, Culture Reset or Executive Strategy Facilitation. Stats SA is central to evidence-based planning and policymaking, committee members said, providing the information required for monitoring economic growth, employment, poverty, governance and service delivery. Nonetheless, the committee raised concerned about Stats SA’s 23% vacancy rate, with some programmes recording significantly higher vacancy levels. For example, the South African National Statistics System programme reported a vacancy rate of 43.8%, raising concerns about long-term sustainability and institutional capacity. The committee also noted weaknesses in consequence management at Stats SA and raised concerns about the slow progress in investigating accumulated irregular expenditure of approximately R851 million and fruitless and wasteful expenditure of R14 million. During deliberations, committee members highlighted concerns around asset management, including the safeguarding of electronic devices used during census operations. The committee questioned whether sufficient preventative measures had been implemented to recover stolen devices and reduce the likelihood of similar incidents occurring in the future. The committee recognised that Stats SA successfully averted a major cyberattack but emphasised that additional investments in cybersecurity, ICT infrastructure and digital systems are required to safeguard critical data and modernise the organisation’s operations. While Stats SA spent 99.3% of its allocated budget, the committee noted that the organisation continues to face severe financial and operational constraints. Members called for a comprehensive recruitment and retention strategy to address scarce skills shortages and ensure that Stats SA remains capable of delivering high-quality statistical products and services. The committee welcomed Brand South Africa’s fourth consecutive clean audit. Members acknowledged the entity’s efforts to enhance South Africa’s international profile through platforms such as the G20 Presidency, the World Economic Forum and investment promotion engagements. The committee noted that Brand SA spent approximately R263.5 million against a budget of R235.2 million, representing expenditure of about 112% of its available budget. However, Brand SA achieved only 82% of its performance targets. Members questioned the relationship between expenditure and outcomes and called for stronger evidence demonstrating value for money and measurable impact. They were also concerned about Brand SA’s vacancy rate of approximately 28%, including vacancies in finance and other critical positions. Members noted that Brand SA’s structure has not been reviewed since 2014, despite changes in the communications environment and its expanding responsibilities. The committee also voiced its concern about the absence of a fully functional internal audit unit. Members warned that this presents risks to governance, financial management, operations and risk management. The committee further raised concerns about fruitless and wasteful expenditure amounting to R5.35 million and irregular expenditure relating to work performed without a valid contract. Members called for stronger consequence management, contract management and accountability mechanisms. The committee also questioned inconsistencies identified between Brand SA’s annual report, presentations and supporting documentation. Members noted discrepancies in some rankings, indicators and calculations presented to Parliament and called for improved quality assurance and verification processes. Members of the committee questioned the effectiveness of Brand SA’s efforts to counter negative international narratives, misinformation and geopolitical tensions that may affect South Africa’s reputation globally. Members requested evidence demonstrating how these interventions have protected and enhanced South Africa’s image and investment attractiveness. The committee also asked for clarity on discussions about the possibility of consolidating Brand SA with other government marketing entities and requested further information on the sustainability of its partnership-funding model and multilateral partnerships. As part of its recommendations, the committee directed the DPME, Stats SA and Brand SA to submit corrective action plans addressing governance shortcomings, audit findings, vacancies, institutional risks and performance weaknesses. The committee also called for regular reporting to Parliament on progress in implementing the committee’s recommendations. Committee Chairperson Ms Teliswa Mgweba said the committee will continue to closely monitor progress. “Parliament’s oversight responsibility goes beyond expenditure tracking and target reporting. Our focus is to ensure that public resources result in measurable outcomes, stronger institutions and meaningful improvements in the lives of South Africans. Accountability, consequence management and effective implementation remain critical to achieving these objectives,” said Ms Mgweba. The allocation was announced by the Minister of Finance, Mr Enoch Godongwana, during his presentation of the Medium-Term Budget Policy Statement (MTBPS) in Parliament on Wednesday. It forms part of government’s response to the unacceptably high levels of gender-based violence and femicide (GBVF) in South Africa. Ms Masango has welcomed the allocation, emphasising the importance of strengthening social work services to prevent violence, support vulnerable individuals and families, and intervene before situations escalate into abuse and loss of life. She said: “The allocation is a significant step towards strengthening the country’s capacity to prevent GBVF. Social workers play a critical role in identifying risks, providing psychosocial support and intervening in vulnerable households and communities. We need to strengthen these services so that prevention is not merely an aspiration, but a practical intervention that reaches people who need it.” Ms Masango further emphasised that the impact of the funding would depend on effective implementation, including the timely recruitment and deployment of social workers to areas where the need is greatest. She added that the committee will keep a close watch on this. She also welcomed the following announcements by Minister Godongwana: R186 million allocation to strengthen forensic services and investigative capacity.  Plans to expand the number of sexual offences courts from 55 to 101 and increase the number of Thuthuzela Care Centres from 72 to 80 by the 2028/29 financial year. Ms Masango said the measures must be implemented in a coordinated manner to ensure that prevention, victim support, investigations and access to justice reinforce one another. LOS ANGELES, CA - October 22, 2026 - Access to medical imaging remains an important consideration for healthcare systems, particularly in underserved regions where equipment, infrastructure and trained personnel may be limited. While conventional X-rays play an essential role in diagnostic care, their two-dimensional images can make certain anatomical details more difficult to distinguish when structures overlap. Project sponsors pitched opportunities to potential financiers, including development finance institutions, commercial lenders and institutional investors. Proposals covered upstream exploration, LNG infrastructure, gas-to-power facilities and downstream development. The African Farmout Forum, held October 12 with Moyes & Co, Farmout Angel and Envoi Ltd, showcased 23 investment opportunities across established and frontier African basins. Operators delivered five-minute pitches covering assets, technical data and investment terms, while a dedicated Wall of Farmouts and investor meetings facilitated discussions around equity farm-downs and joint ventures. National Investment Strategies African governments used AEW 2026 to promote licensing opportunities, outline regulatory reforms and attract capital for exploration and production. Ivory Coast presented its ambition to become a regional energy hub by 2035, backed by a $10 billion energy expansion strategy. The government highlighted the Calao and Calao South blocks as opportunities for foreign exploration and production companies. Liberia launched its 2026 Direct Negotiation Petroleum Licensing Round through the Liberia Petroleum Regulatory Authority. The round offers 15 blocks across the Liberia and Harper basins, supported by 50,000 line-km of 2D seismic data and 31,000 km2 of 3D seismic coverage. Meanwhile, Gabon outlined petroleum code reforms intended to attract exploration investment through more flexible contractual terms, lower entry costs and streamlined approvals. Uganda reaffirmed its commitment to first oil from the Lake Albert developments while advancing plans for a 60,000-barrel-per-day (bpd) domestic refinery targeted for completion by 2030. Senegal presented 104 blocks to investors, expanding access to deepwater and onshore acreage, while Algeria promoted seven onshore exploration blocks in its anticipated bidding round, with Sonatrach highlighting available geological data and development potential. Major Deals and Partnerships AEW 2026 produced several corporate agreements spanning energy data, offshore operations, digitalization, aviation fuels and infrastructure research. The AEC and S&P Global Energy signed a five-year strategic partnership focused on improving African energy data transparency and market intelligence. The collaboration will support energy outlooks and analysis intended to inform investment decisions. Angola’s Etu Energias, Chariot and BW Energy announced a tripartite agreement aimed at advancing offshore development by combining local operating capabilities with international technical expertise. The South African National Petroleum Company (SANPC) and SLB agreed to collaborate on digital transformation, including cloud-based data systems and advanced subsurface technologies. Sasol and White Desert formalized a sustainable aviation fuel offtake agreement to support commercial supply and distribution. Meanwhile, Imbono and the University of Cape Town announced a three-year partnership linking academic research and commercial investment to develop future-ready infrastructure. Project Announcements and Updates Senegal’s Petrosen outlined progress on the Yakaar-Teranga gas project, targeting a final investment decision by the end of 2027. The ultra-deepwater development remains a significant opportunity to expand domestic gas supply. In Mozambique, Eni confirmed that drilling for its Coral North FLNG project would begin in November 2026, advancing development in the country’s offshore gas sector. Furthermore, TotalEnergies also announced that it had secured a deepwater drillship for an upcoming exploration and appraisal campaign offshore Nigeria. The campaign is expected to advance work on prospects in the country’s deepwater acreage. Workforce Development and Capacity Building AEW featured initiatives to strengthen Africa’s technical and financial skills base. The AEW Future Leaders Student Challenge recognized three leading university teams for engineering solutions and financial modelling aimed at addressing energy-sector development challenges. The ExxonMobil Foundation STEM Africa Challenge gave African students a platform to present technology and engineering concepts addressing energy access. The initiative focused on student-led solutions for clean energy, decentralized solar power and off-grid applications. Beyond the Conference Floor Networking continued through the African Energy Awards and Gala Dinner, which recognized leadership, exploration achievements and institutional reforms across the sector. The Just Energy Transition Concert at the Grand Africa Café combined African musical performances with opportunities for delegates to build commercial relationships. Business-to-business meetings, corporate breakfasts, ministerial roundtables and beachfront receptions extended discussions beyond formal sessions. Together, the investment platforms, national showcases, corporate agreements and project updates positioned AEW 2026 as a major meeting point for African energy stakeholders seeking capital, partners and routes to project execution. This, according to the Committee, was done without authorisation by the Minister of Finance, Planning and Economic Development, Hon. Henry Musasizi. The committee, chaired by Kassanda North MP, Hon. Patrick Nsamba, said the expenditure contravened provisions of the Public Finance Management Act. The findings are contained in the committee’s report on the Auditor General’s audit for the year ended December 2025, presented during plenary sitting chaired by Deputy Speaker, Thomas Tayebwa on Wednesday, 21 October 2026. “The two entities applied a combined Shs41.6 billion to items that Parliament had not appropriated, without evidence of the Minister’s authorisation,” Nsamba said. The ODPP spent Shs900 million on constructing Resident State Attorney offices in Katakwi and Yumbe outside its approved work plan, while the ministry of Justice diverted Shs40.7 billion. “Savings on a budget line do not confer authority to spend on activities outside the approved work plan,” Nsamba said. According to the committee, a big amount of the money was spent on court awards and compensation. The report noted that the ODPP had filled only 600 of its 1,704 approved positions, leaving 399 prosecutors serving 149 field stations to handle heavy workloads, adding that out of 40,501 new cases received, only 23,184 were committed for High Court trial. The committee also questioned the procurement of works worth Shs457.68 million for the Yumbe office outside the electronic government procurement system. The committee report further raised concern over the malfunctioned Prosecution Case Management Information System (PROCAMIS), despite a Shs42 billion expenditure, since 2017. Nsamba added that the ODPP paid Shs2.95 billion to M/s Graphics Systems for maintenance and support in 2024/2025, but key deliverables, including integration with other criminal justice institutions and an off-site disaster recovery facility, were not provided. “Shillings 2.95 billion was paid under a contract whose two principal deliverables were not provided and the liability clause was not invoked against the provider,” he said. The committee recommended enforcing the contract’s liability provisions, recovering warranted funds, establishing disaster recovery arrangements and auditing the system. The Committee’s findings also revealed that infrastructure in Arua and Lira had remained idle since November 2022. Nsamba said that the ministry of Justice reported contingent liabilities of Shs3.492 trillion, largely arising from lawsuits against government entities. The committee recommended a litigation management strategy to improve tracking and management of claims. The Committee also called for stronger financial accountability, improved staffing, functional digital systems and tighter oversight of public expenditure. Delivering the keynote address at the opening of the 2nd Edition of the Mining in Motion Summit in Accra, President Mahama outlined a phased implementation roadmap to ensure the nation’s mineral wealth directly catalyses domestic manufacturing, infrastructure expansion, and job creation. “We have already imposed a ban on the export of iron scrap and non-ferrous metals. I have set a clear goal that by 2030 raw minerals must no longer leave our shores,” President Mahama declared. “Our bauxites, manganese, iron, lithium, and other minerals must support processes and industrial development here at home.” President Mahama said the transition is anchored by transparent regulatory timetables, targeted legislation, and clear commodity-specific benchmarks. He reaffirmed that government policy will pivot from merely extracting raw materials to building complete industrial value chains. Highlighting the integrated aluminium industry as a flagship priority, he stated: “Every major initiative must have clear responsibilities, measurable milestones, and transparent reporting. In Ghana’s aluminium industry, our objective is to modernise VALCO and develop domestic aluminium refining, directly linking Ghanaian bauxite to smelting and downstream manufactured products.” Reassuring the international and domestic investor community, President Mahama said local processing obligations will be matched by state commitments to provide competitive operating conditions. The Government is committed to deploying critical infrastructure, fostering technical skill acquisition, and establishing viable financing frameworks. He observed that legislative action alone cannot build a sustainable sector without a predictable, transparent, and supportive operating environment. “We must translate these frameworks into coordinated investments, regional infrastructure, and larger markets for African producers. Investors need predictable rules, clear institutional responsibilities, and prompt approvals. Communities need confidence that licence conditions and environmental obligations will be rigorously enforced,” he noted. On the continental front, President Mahama rallied African leaders to operationalise the African Mining Vision (AMV) by aligning domestic laws and ratifying instruments establishing the African Minerals Development Centre (AMDC) to harmonise mineral governance across borders. Domestically, the President noted that the industrialisation drive must advance broad-based Ghanaian participation. He urged that local enterprises must be empowered beyond auxiliary services to hold substantial equity, managerial control, and technological capabilities across the value chain—including fabrication, laboratory analytics, software engineering, and equipment maintenance. The Summit, themed “One Continent. One Voice on Minerals. Aligning Africa’s Mineral Future,” convened policymakers, industry executives, and continental leaders to deliberate on the sustainable governance of Africa’s critical mineral endowments. It brought together several regional dignitaries and traditional leaders, including the Vice President of the Republic of Liberia, H.E. Africa’s energy story is often around gas discoveries and investment potential. However, the real opportunity extends far beyond the resource itself. Mozambique and Namibia are emerging as important players in Africa’s oil and gas landscape, and what makes these markets particularly exciting is not simply the scale of their energy resources. It is the potential for major energy developments to become platforms for broader economic transformation. The question we should be asking is not only how we develop these resources, but what we build around them and what remains when the project itself is complete. The opportunity extends far beyond the oil and gas facility In Mozambique, the scale of gas discoveries has already attracted global investment and created momentum for infrastructure development. Namibia is generating similar interest through its offshore discoveries. These developments create demand for far more than the facilities required to produce or handle gas. They require ports, roads, logistics networks, power infrastructure, telecommunications and accommodation facilities. They also require a skilled workforce comprising artisans, supervisors, engineers and project managers, supported by the technical and operational expertise needed to deliver large-scale projects. Local suppliers capable of meeting international standards for safety, quality and delivery are equally important. This supporting ecosystem is critical because it is where much of the broader economic opportunity lies. If the ecosystem develops alongside the project, local businesses can participate meaningfully and the benefits can extend throughout the economy. Energy investment can then build demand and capability across multiple sectors rather than remaining concentrated within the project itself. For Southern Africa, this creates an even greater opportunity. Developments in Mozambique and Namibia could strengthen regional supply chains and create opportunities through improved energy security for businesses across multiple countries. The real value lies in recognising these projects as platforms for broader economic growth rather than simply as energy-producing assets. A successful project leaves a legacy For me, success in a major infrastructure project cannot be measured only by whether a facility is completed on time and on budget. Those things are obviously important, but they are only part of the story. The projects that leave the biggest impact are those that develop people and strengthen local businesses creating lasting economic benefits long after construction has finished. That requires something that is sometimes harder to quantify, namely trust. Major energy developments bring together governments, international operators, contractors, local suppliers and communities. These relationships can become complicated, particularly in complex operating environments, but our experience has shown that projects perform better when relationships are built on transparency and shared goals. Problems are solved faster. Decisions can be made more effectively. Stakeholders remain focused on the bigger picture rather than becoming trapped in competing interests. Ultimately, the most successful projects create enduring economic and social value alongside the infrastructure they deliver. Local capability cannot be an afterthought There is often significant attention on the investment and jobs generated by major energy projects. Those benefits matter, but they should be viewed as part of a much longer-term process. If local participation and skills development are treated as box-ticking exercises, the benefits will inevitably be limited. For local economic participation to become transformational, it must be intentional. Governments, operators and contractors need to genuinely invest in building sustainable local capacity. That means creating opportunities for local companies to grow, investing in training programmes and providing pathways for people to develop technical expertise that remains with them long after a project has been completed. The measure of success should extend well beyond the construction phase. Five or ten years down the line, are local businesses stronger? Are local professionals more experienced? Has technical expertise been developed that can be applied to future projects? Is the economy better positioned to take advantage of the next opportunity? If the answer to those questions is yes, then real value has been created. Lessons from complex operating environments Our experience in Mozambique and Namibia has reinforced another important lesson in that technical capability alone does not guarantee success. Every major project has its own challenges, whether they are logistical, regulatory or operational. Understanding the local environment, building strong relationships and remaining adaptable are therefore essential. We have also seen the value of engaging local businesses early and investing in local partnerships. Early investment in local partnerships and skills development generally delivers stronger long-term outcomes. This is particularly important when projects are being delivered in remote or developing regions, where resilient supply chains require careful planning and strong collaboration between stakeholders. These lessons extend well beyond Mozambique and Namibia. They are relevant to energy and infrastructure projects across the continent. Collaboration works best when it starts early The complexity of major energy developments means that no single organisation can deliver their full potential in isolation. Governments, international companies, engineering and construction firms, African contractors and local suppliers all have roles to play. Collaboration succeeds when there is early engagement, clear communication and mutual respect between stakeholders. Where challenges tend to arise is when stakeholders operate in silos or when local companies are brought into the conversation too late. Misaligned expectations can quickly create friction and undermine the potential of the wider project. The most successful projects recognise the complementary strengths that different participants bring. International companies can contribute technology, experience and investment. Local businesses bring valuable market knowledge, established relationships and an understanding of local operating conditions. When those strengths are combined effectively, everyone benefits. This is why local participation should be regarded as a strategic advantage rather than a compliance requirement. It should be understood as a source of capability, and knowledge  that can make the project itself stronger. Oil and gas and the wider question of energy security As industrial and economic demand grows, oil and gas also has an important role to play in Southern Africa’s energy future. Countries need reliable energy sources to support economic growth and industrial development and address energy security challenges while supporting sectors such as manufacturing, mining and heavy industry. Importantly, oil and gas does not have to be viewed in opposition to renewable energy. It can form part of a balanced energy mix as countries develop the reliable energy systems required to support growing economies. There is also a broader regional opportunity. Major energy developments can help connect infrastructure, supply chains and markets across national borders. In doing so, they can create stronger economic linkages and support greater regional integration. The opportunity extends beyond energy production to building more connected economies, stronger supply chains and greater regional growth. Africa’s biggest opportunity and risk Looking beyond individual oil and gas developments, I believe Africa has a unique opportunity to use its natural resources as a foundation for industrialisation, job creation and the development of globally competitive industries. However, that opportunity comes with a significant risk. We could focus too heavily on extracting resources without building the skills, infrastructure and industries needed to maximise their long-term value. Natural resources alone do not create prosperity. What matters is how effectively those resources are translated into economic development and sustainable business growth. That requires a different way of thinking about major energy projects. The oil and gas facility is not the end point. It is one component of a much larger economic system. Ports, roads, logistics, telecommunications, power infrastructure, accommodation, skills, local suppliers and resilient supply chains all form part of the picture. So do the relationships between governments, international companies, contractors, communities and local businesses. If these elements are developed deliberately and in parallel, the impact of an energy project can extend far beyond the project itself. Mozambique and Namibia demonstrate the scale of the opportunity. Their energy developments have the potential to strengthen regional supply chains, improve energy security, support industrial development and create opportunities that extend across borders. The challenge and the opportunity is to ensure that Africa captures that wider value. If we can balance resource development and capability development, support international investment while strengthening local participation, and connect individual projects to broader regional growth, energy investment can become much more than an export opportunity. It can become a foundation for lasting economic transformation. And that is when Africa’s natural resources can truly become an engine for the continent’s future. The influential campaign is delivered by Choithram International Foundation (https://www.Choithrams.com/) in association with Noor Dubai Foundation, led by CEO Dr. Manal Taryam as part of Mohammed bin Rashid Al Maktoum Global Initiatives (MBRGI), and the Ministry of Health, Sierra Leone alongside Choithram Memorial Hospital, reflecting a shared commitment to world‑class eye care and the elimination of preventable blindness. Download Document: https://apo-opa.co/4ihCOKT Download Infographic: https://apo-opa.co/4z72uky Conceived in 2024, the multi‑year initiative has restored sight to thousands of Sierra Leoneans through free cataract surgeries, community screenings, and long‑term capacity building. Cataracts remain the leading cause of blindness in the country, where the 2021 RAAB study found that 5.4% of adults over 50 are blind, with cataracts responsible for nearly 60% of cases. A newly published peer-reviewed study in BMJ Open provides important evidence from the programme's first implementation cycle, demonstrating improvements in patients' vision-related quality of life while highlighting the operational challenges and adaptations necessary to deliver cataract services in resource-constrained settings. A Year of Acceleration The second surgical cycle, conducted between March and August 2026, marked a turning point. More than 5,768 adults were screened or consulted, 2,460 received medical treatment, and 1,522 cataract surgeries were performed, all this while also managing additional surgical interventions and referrals. It makes Year Two one of the largest eye‑care outreach efforts in Sierra Leone’s history, with patients travelling from across the country and neighbouring Guinea and Liberia, underscoring the programme’s growing regional reach and influence. Capacity building, a core goal of the campaign, has also seen a clear uptick. Seventeen ophthalmic professionals were trained across clinical and surgical roles, including cataract surgeons, ophthalmology nurses, OT nurses, and registrars, further strengthening the country’s long‑term eye‑care workforce. WHO (World Health Organization) notes that more than 80% of global vision impairment is preventable or treatable, underscoring the importance of programmes that combine service delivery with long‑term capacity building. This aligns with WHO’s 2030 global eye‑care targets, which call for major increases in effective cataract surgical coverage and sustained investment in national eye‑health systems. Two operating theatres ran simultaneously at Choithram Memorial Hospital, supported by Sierra Leonean staff trained through monthly exchanges with Choithram Netralaya (India). Every patient received surgery, medication, transport, accommodation, and follow‑up care at no cost, establishing a model that continues to set a benchmark for accessible eye care in the region. To help ensure that the programme delivers lasting impact, researchers Dr Gabriel Osei-Anokye and Dr Ving Fai Chan from Queen’s University Belfast (QUB) and Dr M Mansur Rabiu from Noor Dubai Foundation are leading a comprehensive evaluation. The evaluation examines programme efficiency, patient satisfaction, quality of care, and changes in patients’ quality of life following cataract surgery. Aligned with WHO standards, the research assesses not only improvements in vision and clinical outcomes, but also the wider psychosocial and socioeconomic benefits of restoring sight among people who have limited access to cataract services. Drawing on expertise in global health and eye care, the team is generating evidence to identify what works, where improvements can be made, and how lessons from the programme can inform future outreach. These findings will support the continued strengthening and sustainability of cataract services in Sierra Leone and provide learning that may be relevant to similar programmes elsewhere. Human Impact at the Centre For many beneficiaries, restored sight means restored independence. One patient, Isatu Kamara, shared: “My right eye is now very bright. I am happy with the result and I look forward to coming back next year for the left eye.” Such stories reflect the programme’s broader social impact, enabling farmers to return to work, caregivers to regain mobility, and older adults to reconnect with their families. Quality of life improves immediately, restoring dignity and participation in socio‑economic life. Independent Evaluation Published in BMJ Open Strengthens the Evidence Base A peer-reviewed study published in BMJ Open on 9 October 2026 evaluated the programme's first implementation cycle (February–August 2025), examining its achievements, operational challenges and adaptations during implementation. Led by researchers from Queen's University Belfast and programme partners Noor Dubai Foundation, the study reported that 9,117 individuals were screened and 1,433 cataract surgeries performed in Year One of the cycle. Among 271 patients with complete follow-up assessments, vision-related quality of life improved significantly by an average of 17 points, particularly in mental health, near-vision and distance-vision activities. Beyond these achievements, the evaluation highlighted important challenges, including workforce limitations, transportation barriers, incomplete clinical records and low postoperative follow-up attendance, with only 19% returning at one month. The findings emphasise that successful cataract outreach requires more than delivering surgeries; it also depends on effective referral pathways, continuity of care and responsive programme management. Lessons from the first cycle have helped identify opportunities to strengthen subsequent implementation cycles and offer valuable insights for similar programmes in resource-constrained settings. Voices from the Partnership Mr. L.T. Pagarani, Chairman, Choithrams Group “Goodness inspires more goodness, and this second year of our cataract outreach shows exactly that. After restoring sight for hundreds of people in our first cycle, we returned with even greater resolve to deepen our collaborative action. We are grateful to the Government of Sierra Leone, especially the Ministry of Health, for their partnership, and to Noor Dubai Foundation for their leadership and guidance. Above all, we honour the dedication of our doctors and staff whose work makes this impact possible. The celebration of restored vision belongs as much to the beneficiaries as it does to all of us who believe in the power of service to society.” Drs. Gabriel Osei-Anokye and Ving Fai Chan, Queen’s University Belfast “The progress we see in this second year is the careful reflection, rigorous evaluation, and a shared commitment to learning from the first cycle. Our research shows that when cataract programmes use evidence to continually improve how services are delivered, the benefits extend far beyond better vision. People regain mobility, confidence, independence, and the ability to participate more fully in their families and communities. Sierra Leone’s experience shows how strong leadership, continuous learning, and cross-sector collaboration can deliver high-quality outcomes even in challenging settings. Restoring sight is therefore more than a medical intervention; it is about enabling people to regain independence, opportunity, and their place in community life.” Looking Ahead: A Bigger, Faster, More Connected Year Three The programme now moves into its third cycle, scheduled from January to April 2027, marking another step in Sierra Leone’s long‑term journey toward eliminating avoidable blindness. With approximately 80 working days earmarked for clinical interventions, partners aim to perform 2,500 to 3,000 cataract surgeries, the most ambitious target yet, reflecting rising demand and growing national capacity. Preparations are already underway. Level 1 screenings began on 1 September, with a deliberate focus on rural provinces where access to eye care remains limited. Strengthening collaboration with district health authorities is central to this next phase, ensuring increased referrals and earlier identification of at‑risk patients. Operationally, Year Three will rely on the expanded cadre of Sierra Leonean ophthalmic staff trained during the first two cycles, supported by ongoing mentorship from Choithram Netralaya (India). With an average of 40 surgeries per day, the programme is moving steadily toward domestic clinical self‑sufficiency while maintaining world‑class standards of care. The office marks the firm’s first permanent location in Southern California and gives Los Angeles County clients direct, local access to a firm that has handled complex divorce and custody cases for nearly 40 years. The Beverly Hills office will serve clients throughout Beverly Hills, Bel Air, Holmby Hills, West Hollywood, and the greater Los Angeles area. Attorneys at the new location handle the full range of family law matters, including contested and uncontested divorce, legal separation, child custody and visitation, child and spousal support, prenuptial and postnuptial agreements, and post-judgment modifications. “The opening of our Beverly Hills office marks an exciting new chapter for our firm and expands our ability to serve families across California,” said Debra Schoenberg, Founder and Principal of Schoenberg Family Law Group. “For nearly four decades, we’ve guided clients through some of life’s most difficult transitions with compassion, thoughtful counsel and a strategic approach. We’re proud to extend that same personalized service to individuals and families in Southern California and throughout the state.” A Focus on High-Asset and Complex Family Law Cases High-asset divorces are common in Beverly Hills and the surrounding communities, and they often involve business interests, real estate portfolios, investment accounts, executive compensation, and entertainment-industry income such as residuals and royalties. SFLG’s attorneys work with forensic accountants and valuation experts to identify, value, and divide community and separate property under California law, and to uncover assets when a spouse fails to make full financial disclosure. The firm often resolves cases through negotiation and mediation, maintaining privacy in sensitive family and financial matters. If settlements fail, SFLG's trial attorneys litigate in the Los Angeles County Superior Court, including the Stanley Mosk Courthouse. SFLG aims for negotiated resolutions but prepares each case for trial to ensure clients negotiate from a position of strength. Led by a Board-Certified Family Law Specialist Debra R. Schoenberg is a Certified Family Law Specialist designated by the State Bar of California Board of Legal Specialization, a Board-Certified Family Law Trial Specialist through the National Board of Trial Advocacy, and a Fellow of the American Academy of Matrimonial Lawyers. The Daily Journal has named her one of California’s Top Family Lawyers each year from 2022 through 2026. SFLG was voted the No. 1 Family Law Firm in California for six consecutive years, 2021 through 2026, in a statewide poll of judges, attorneys, and law firm administrators conducted by The Recorder. The San Francisco Business Times has also named the firm one of the Best Places to Work in the Bay Area. Together, the firm’s attorneys bring more than 400 years of collective family law experience. Highlights: US approval for Tecentriq for the adjuvant treatment of stage-III DNA mismatch repair colon cancer, Gazyva/Gazyvaro for reducing the risk of relapse in patients 2 years of age and older with frequently relapsing or steroid-dependent childhood-onset idiopathic nephrotic syndrome and Enspryng in thyroid eye disease US Priority Reviews for fenebrutinib in both relapsing and primary progressive multiple sclerosis and Enspryng in MOGAD, an autoimmune disease; vamikibart filing acceptance in uveitic macular edema, a leading cause of vision loss EU approval for Susvimo in neovascular age-related macular degeneration (nAMD), a severe eye disease, and Ocrevus in paediatric relapsing multiple sclerosis; EMA validation of application for Enspryng in MOGAD in Europe Positive data for: sefaxersen in an autoimmune condition affecting kidney function (phase III), Lunsumio in blood cancer (phase III), Tam-Peli in relapsed small-cell lung cancer (phase III) as well as enicepatide and petrelintide in overweight or obesity and type 2 diabetes (both phase II) US clearance for Elecsys pTau217 test, providing clinicians across primary and specialty care with a single-biomarker blood test to aid in identifying amyloid pathology associated with Alzheimer’s disease Launch of two new, real-time PCR tests to support public health epidemic response to the US outbreak of the Cyclospora cayetanensis parasite Delivery of molecular tests to support the Democratic Republic of the Congo health ministry-led response to the Ebola outbreak Manufacturing and R&D capacity expansion: Hillsboro injectable medicines facility and Innovation Center Boston for cardiovascular, renal and metabolic diseases in the US and small molecules facility in Basel, Switzerland Outlook for 2026 confirmed Roche CEO Thomas Schinecker: “In the third quarter, we delivered strong sales growth of +7% at constant exchange rates and +8% in Swiss francs. Most importantly, we continued to make meaningful progress for patients. We advanced another five potential new medicines into the final stage of development this year and now aim to bring up to 20 new medicines to patients by 2030. The US FDA granted Priority Review for fenebrutinib in both relapsing and primary progressive multiple sclerosis, bringing us closer to delivering the first high-efficacy, brain-penetrant oral therapy to patients. Giredestrant is also under FDA Priority Review in both early-stage and advanced breast cancer, and we are fully prepared to launch later this year, pending approval. In Diagnostics, we received US FDA clearance for Elecsys pTau217, the first and only FDA-cleared single-biomarker blood test for Alzheimer’s disease that supports both rule-in and rule-out assessment of amyloid pathology across primary and specialty care settings.  We confirm our full-year outlook.” Outlook for 2026 Roche (SIX: RO, ROP; OTCQX: RHHBY) expects an increase in Group sales in the mid single digit range (CER) for 2026. Core earnings per share are targeted to develop in the high single digit range (CER). Roche expects to further increase its dividend in Swiss francs. The appreciation of the Swiss franc against most currencies, notably the US dollar, had a significant impact on the results reported in Swiss francs compared to constant exchange rates. This currency impact reversed in the third quarter. Sales growth in the Pharmaceuticals Division was +7% at CER, +2% when reported in CHF, to CHF 36.2 billion, with medicines for severe diseases continuing their strong growth. The top five growth drivers – Xolair, Hemlibra, Ocrevus, Phesgo and Vabysmo – achieved total sales of CHF 16.8 billion, an increase of +12% at CER, or +6% in CHF, compared to the first nine months of 2025. Sales of products with expired patents (Avastin, Herceptin, MabThera/Rituxan, Lucentis and Actemra/RoActemra) decreased by a combined CHF 0.4 billion at CER, or CHF 0.6 billion in CHF. In the United States, sales were +5% at CER, stable when reported in CHF, due to continued growth of Xolair, Hemlibra, Ocrevus, Polivy (blood cancer) and Tecentriq (cancer immunotherapy). This growth more than compensated for the lower sales of Kadcyla (breast cancer) and Perjeta (breast cancer). Sales in Europe were +2% at CER, stable when reported in CHF, as the growing demand for Ocrevus, Phesgo and Evrysdi (spinal muscular atrophy) more than offset the impact of biosimilar competition on Actemra/RoActemra and the conversion to Phesgo on Perjeta. In Japan, sales were +25% at CER, +10% when reported in CHF, mainly due to product supply to third parties and continued growth of Lunsumio (blood cancer), Hemlibra, Polivy, Elevidys (Duchenne muscular dystrophy) and Vabysmo. There was also a positive impact of timing effects related to the implementation of a new enterprise resource planning (ERP) system. Sales in the International region were +10% at CER, +7% when reported in CHF, led by higher sales of Phesgo, Vabysmo, Hemlibra, Ocrevus and Evrysdi. In China, sales were stable at CER and when reported in CHF, driven by continued growth of Phesgo, Vabysmo, Alecensa and Polivy. The increase was partially offset by lower sales of Perjeta due to the conversion to Phesgo and Xofluza due to a milder flu season in 2025. The Diagnostics Division’s sales were +4% at CER, stable when reported in CHF, to CHF 10.3 billion as growth in demand for core lab and pathology solutions more than offset the impact of healthcare pricing reforms in China. Sales in the Europe, Middle East and Africa (EMEA) region were +3% at CER, unchanged when reported in CHF, driven by higher sales of clinical chemistry and immunodiagnostic products. In North America, sales were +9% at CER, +3% when reported in CHF, with growth across the Core Lab, Pathology Lab and Molecular Lab customer areas. Sales in Asia-Pacific were -4% at CER, or -8% when reported in CHF, due to the healthcare pricing reforms in China. In Latin America, sales growth was +12% at CER, or +11% when reported in CHF. Pharmaceuticals: key developments CompoundMilestone Regulatory Enspryng Thyroid eye diseaseFDA approves Enspryng, a first-in-class IL-6R inhibitor, as the first and only at-home subcutaneous treatment option for thyroid eye disease (TED) FDA approval based on phase III SatraGO-1 and -2 studies, with SatraGO-2 demonstrating a significant reduction in eye bulging (proptosis) and improvement in diplopia (double vision), with a favourable safety profile, regardless of TED activity or duration. The GitLab application is not written in PHP and does not run it to serve web requests, and our Security team has found no evidence of impact to GitLab-managed infrastructure. GitLab.com, GitLab Self-Managed, and GitLab Dedicated are not impacted. PHP is a widely used programming language that runs on web servers and powers popular platforms like WordPress, Drupal, and Magento, so a flaw in PHP itself can affect many websites and applications. On October 21, 2026, the PHP project fixed two critical remote code execution flaws in PHP, together known as PHP2Shell (CVE-2026-109618 and CVE-2026-109619). PHP rates both 9.2 on CVSS v4.0. The flaws are in the PHP engine, not in any framework, library, or application code, so there is no application-level fix. Any web server that runs PHP is affected, including NGINX and Apache. The PHP project confirmed the vulnerability on Apache with mod_php, where an unauthenticated request can achieve remote code execution before any application code runs. Upgrade every server and container that runs PHP to serve web requests to PHP 8.5.12, 8.4.27, 8.3.36, or 8.2.35, or to your distribution’s patched package now. This guide is for security and platform teams with PHP projects on GitLab. It covers the fixed version for each PHP branch and distribution, how to use GitLab features to locate PHP projects across your groups, how to track remediation, and how to check for signs of compromise. Upgrade PHP to a fixed version now Upgrade the PHP runtime on every host and in every container image to a fixed version. Framework updates, Composer updates, input validation, and authentication don’t help, because PHP handles the request before application code runs. Retired streams (7.2, 7.3, 8.0) get no fix Sources: Ubuntu, Debian, Alpine, and Red Hat security trackers, as of October 22, 2026. Ubuntu, and Red Hat for its 7.4 and 8.0 packages, keep the old upstream version number and backport the fix. Compare the package versions rather than php -v. Restart every process that runs PHP after upgrading. Rebuild your container images. If your image uses a floating tag of the official php image, such as php:8, php:8.3, php:8.3-apache or php:latest, rebuild it with docker build --pull and redeploy it. Images that pin a patch version, such as php:8.3.35-apache, need the tag changed to the fixed version first. Images built on derivatives such as wordpress or drupal get the fix only after their maintainers publish an updated image, so check the upstream image before you rebuild. Locate PHP projects across your GitLab groups Any project that runs PHP to serve web requests needs a fixed version, including the ones that are easy to forget, such as an internal dashboard, a marketing site, or a CI job image. Finding them takes two views: a static search of what your repositories declare and your images contain, and a runtime inventory of what actually runs. GitLab covers the static view with two features. Use both, in this order. 1. Container scanning Container scanning reports vulnerabilities in operating system packages, so it finds PHP installed with apt, apk, or dnf, and it reports the two CVEs once they reach the scanner’s vulnerability database. To turn it on for a project, add the template to .gitlab-ci.yml: include: - template: Security/Container-Scanning.gitlab-ci.yml You can also use a group-level scan execution policy to turn container scanning on for every project in a group at once. When a policy is enabled, the next time a pipeline is run, it will be run with container scanning. Container scanning results for the default branch can be reviewed in the Vulnerability Report after the scanner completes. Additionally, you can set up Merge Request Approval policies with container scanning. With merge request approvals in play, if a code change contains PHP2Shell, the policy will block a merge without approval from the selected parties. Container scanning detects only PHP installed as a package. PHP compiled from source, including the official php images, has no package record, so a project can pass container scanning and still run a vulnerable PHP. Code search covers that gap. 2. Code search Exact code search can find the two types of files that indicate a PHP project. Run these at the top-level group with regular expression mode enabled (the .* toggle at the right of the search box): Container base images: This query searches for every file GitLab detects as a Dockerfile. The pattern matches any image whose name or tag contains php, so it also finds derivatives such as wordpress, frankenphp, or bitnami/php-fpm. Expect a few false positives that you can rule out by reading the result: lang:Dockerfile ^FROM.*php Composer projects: This query finds projects that use PHP even when they have no Dockerfile, or when the Dockerfile takes its image from a build argument such as FROM $BASE_IMAGE: file:composer\.json$ Exact code search covers the default branch only. On GitLab.com it is on by default for paid plans. On GitLab Self-Managed instances an administrator must install Zoekt first. GitLab Dedicated doesn’t support exact code search. For each result, confirm the version. You can check the FROM php: line, or run php -v in the running container, and compare it with the table above. The group dependency list shows Composer packages and framework versions but not the PHP runtime version. 3. Compare with your runtime inventory Container scanning and code search show what your projects declare and build, not what runs. PHP can run outside your GitLab projects, for example on web servers with mod_php or PHP-FPM enabled only in their configuration, on hosts configured by hand, or in containers that still run in clusters without an active pipeline. Compare the static results with an inventory of your running workloads from your configuration management (Ansible, Puppet, Chef, etc.), cloud, or VM inventory tools. For Kubernetes, operational container scanning scans the images that run in your clusters, with the same package-only detection as container scanning. Treat every PHP runtime that appears in only one of the two views as a gap to investigate. Remediate at scale with GitLab Duo Agent Platform Start with asking GitLab Duo Agentic Chat to: collect every container scanning finding for CVE-2026-109618 and CVE-2026-109619 across the group from the vulnerability report (requires an Ultimate subscription) run the code search queries above across the group, review each hit and read the PHP version from the Dockerfile or the Composer files open a merge request per affected project that bumps the base image tag or the package to the fixed version, and assign it to the right maintainer track the whole effort in an epic with one issue per project, and is closed when the fixed version is deployed and confirmed From each issue, the Developer Flow can open a merge request that updates the base image tag or package to a fixed version. Turn on automatic reviews with the Code Review Flow to get a first review that follows your custom review instructions. Review and merge each merge request, then close the issue once the fixed version is deployed. Searches find candidates, but a security or platform engineer still has to review each match, resolve CI includes, and tell what the code declares apart from what actually runs. An example agent skill from the GitLab Developer Advocacy team handles this work. It runs on GitLab Duo Agent Platform and with agents that use GitLab MCP server or the glab CLI, such as Claude Code, Codex, and Cursor. The skill checks container images, CI jobs, OS packages, configuration management variables, Composer pins, and environments. It returns a cited findings table with deployment evidence, and open gaps. The skill is read-only: It makes no changes, and remediation merge requests remain a separate, reviewed step. It cannot confirm what is running on hosts it cannot access, so verify those directly. Adapt the skill to your own environment before you use it. Check for compromise Reports of exploitation differ. Security researchers reported an exploit attempt on October 17, 2026, before public disclosure, and further reports of exploitation followed the release. The PHP project identified no functional exploits at the time of release. If an internet-facing server ran a vulnerable PHP version, review its logs from October 17, 2026, onward for: Multipart requests followed by memory-limit errors or repeated HTTP 500 responses Unusually large or malformed PHPSESSID response cookies Unexplained PHP worker restarts, or shell processes started by PHP workers Unexpected files on the PHP web server, outbound connections from PHP workers, or unexpected cron entries A successful exploit can return HTTP 200 and leave the worker running, so an absence of errors doesn’t rule out compromise. If you find signs of exploitation, isolate the server and start an incident investigation. Where possible, capture memory, disk, and logs before patching and restarting. Restarting PHP workers may erase evidence. CVE-2026-109619 can also expose process memory, even when an attacker doesn’t achieve code execution. Rotate any credentials, tokens, or keys the PHP process could read. Note: Scanners may flag the Gemnasium dependency scanning image (gemnasium:6), deprecated since GitLab 17.9, for its bundled PHP. It is used only as a command-line tool and never handles HTTP requests, so it is not exploitable, and a fixed version has already shipped under the same tag. Students boarded Delta’s 26th annual DREAM Flight at Hartsfield-Jackson Atlanta International Airport for the Airbus U.S. Manufacturing Facility in Mobile, Ala., for a firsthand look at the careers that could one day be theirs. Students from local Atlanta schools and organizations including, Rex Mill Middle, Elite Scholars, the Kindezi Schools, Morrow High School, OBAP ACE Academy and The Atlanta Chapter of Tuskegee Airmen S.T.R.E.A.M. Program spent the day exploring what it takes to connect the world through flight and meeting the people who make it happen. Rotating through four interactive experiences, students toured the Airbus A320 Final Assembly Line and took part in a scavenger hunt on aircraft manufacturing. They tackled aviation-themed activities and challenges at the Old Canteen Center, operated drones and flight simulators at Flight Works and explored the Advanced Manufacturing Program and facilities at Bishop State Community College. Before heading home, students heard from a panel of Delta and Airbus leaders at Bishop State, including Kurt Ford, Managing Director of Flight Training; William Cossey, Managing Director of Supply Chain Management; Tyesha Gray, Director of Human Resources; Julian Anugom, Director of In-Flight Entertainment and Connectivity; and Roderick Rogers, Head of A220 Quality Product Improvement at Airbus. These leaders shared their own career journeys and answered questions about navigating the industry. “Every student on this flight has the potential to become a pilot, engineer, technician or leader. Representation can be a powerful catalyst for unlocking potential, especially when students see people who look like them building, flying and leading in this industry.  Delta’s DREAM Flight helps them better understand the variety of career pathways in the aviation industry,” said Keyra Lynn Johnson, Chief Diversity, Equity, Inclusion & Social Impact Officer.  DREAM Flight’s founder honored This year, former Delta pilot and U.S. Air Force veteran John Bailey was inducted into the OBAP Hall of Fame at the organization’s annual conference. The honor recognizes Captain Bailey’s long career dedicated to opening doors for young people who dream of flying, from helping bring OBAP’s ACE Academy to Delta to founding Delta’s DREAM Flight. After flying military transport aircraft for the U.S. Air Force, including missions in Vietnam, Bailey joined Delta in 1973. As a newly hired pilot based in Boston, he often flew round-robin charter flights around the city for terminally ill children, and those flights sparked the idea to create a similar experience for kids who dreamed of becoming pilots. In July 2000, Bailey piloted the first DREAM Flight to the Smithsonian Air and Space Museum in Washington, D.C., with 150 students from Atlanta City Schools on board. An all-Black crew of Delta pilots volunteered their time to operate the flight, and members of the Tuskegee Airmen greeted students in Washington. They returned to Atlanta on time, and 26 years later, DREAM Flight remains a one-day journey from takeoff to touchdown. Growing the next generation of aviators  Delta’s DREAM Flight bridges the gap between early curiosity and future career options by building students’ interest in aviation through fun, hands-on educational experiences and pairing them with mentors. By making these foundational experiences readily available and financially accessible, Delta’s partnership with OBAP has successfully reached more than 4,000 young people to date. Many DREAM Flight alumni have gone on to build careers at Delta, including: First Officer Kyle Foley was just 12 years old when he boarded the very first DREAM Flight in 2000. Seeing the pilots and controls up close for the first time set him on a path that led to a career flying for Delta. First Officer Curtis Jackson took DREAM Flight as a teen and grew up looking up to Bailey as one of Delta’s pioneering pilots. Bailey’s advice to keep pushing himself until he reached his goals stayed with Jackson on his path to the flight deck. DREAM Flight is one of several Delta programs, including WING Flight, ACE Academy and the National Flight Academy, that introduce students to aviation careers and expand the aviation talent pipeline. Working together to expand horizons Airbus and Delta have long shared common goals for the future of travel from the talent in the industry to the aircraft to get us there. Earlier this year, Delta announced the addition of 31 next-generation Airbus widebody aircraft to its fleet, an investment that will fuel international growth and accelerate fleet renewal in the years to come.  “We talk a lot about the future of aviation, but you can’t actually build that future without bringing new voices and fresh perspectives into the fold,” said Roderick Rogers, Head of A220 Quality Product Improvement in Mobile. “Opening our doors in Mobile to Delta’s DREAM flight is our way of showing these students that there is a very real, accessible place for them in this industry, whether that's in the cockpit or right here on the manufacturing floor.” Mobile is one of five cities worldwide where Airbus commercial aircraft are assembled. The Mobile Airbus U.S. Manufacturing Facility has more than 2,000 employees who produce A320 and A220 Family aircraft for customers in the U.S. and Latin America. Earlier this fall, Delta and Airbus also partnered on Delta’s 11th annual WING (Women Inspiring Next Generation) Flight, which brought 160 young women from Atlanta to the same Mobile facility in celebration of Girls in Aviation Day. ———————————————————————————————————————————————————————————— Morgan Stanley Survey: 401(k) Plans Rival Healthcare as Top Valued Benefit 2026-10-20 · Morgan Stanley · Investing & markets, Jobs & workplace https://www.morganstanley.com:443/content/msdotcom/en/press-releases/ms-survey-401k-plans-rival-healthcare-as-top-valued-benefit.html Perceived value of 401(k)s rose +2x since 2024. When your agents use APIs for these disparate tools, they often guess at endpoints and use up their context window on extra calls. The GitLab MCP server, now generally available with GitLab 19.5, connects your team’s external agents to your entire software lifecycle — from planning through production. The GitLab MCP server enables any MCP-compatible agent to run GitLab workflows from the client your team already works in, getting what it needs in fewer calls and with less context bloat. Agents can work across code, merge requests, work items, and pipelines, and hand work to agentic flows within GitLab Duo Agent Platform. Each action runs under your existing GitLab permissions. Built for how agents work APIs are built for developers writing code. An agent that uses one has to work out which endpoints to call and make several calls to assemble one answer. Model Context Protocol (MCP) is an open standard built for agents. An MCP server tells an agent what it can do and offers a curated set of tools designed around real workflows. Agents get the tools they need with more focused context, in fewer calls, and needing less data to carry through each task. The GitLab MCP server applies that approach to your workflows across your projects, supporting all your team members within the GitLab permissions you already set. Whether you're a developer handing a task to an agent or a team deciding how agents should work across your organization, your agents get tool coverage broad enough to complete the work, with access that follows each user’s GitLab permissions. Developers can even start GitLab Duo Agent Platform flows from the MCP-compatible coding agent they already use. Here is Claude Code using the GitLab MCP server to start the Fix Pipeline flow in Duo Agent Platform: More of your workflow, within reach of an agent In addition to the tools announced in 19.4, the GitLab MCP server now includes more tools for working with code and pipelines, and for finding the right group or doc. Code: add_branch starts a feature branch, get_repository_file reads a file at any ref, and semantic_search finds code by meaning, answering "where is this implemented?" without knowing the file or symbol name. Pipelines: get_pipeline shows why a pipeline is red, with its jobs, downstream pipelines, and artifacts on request. list_pipelines surfaces patterns across recent runs, and get_artifact_file reads a single file from a job's artifacts, such as a log, report, or test fixture, without downloading the whole archive. Orientation: list_groups lets an agent browse your group hierarchy to find the right group instead of guessing at identifiers, and list_wiki_pages, an opt-in tool, surfaces runbooks and docs before it answers a how-to question. In 19.5, the MCP server tool catalog is also simpler to work with. Related tools are now consolidated, with fewer tools doing more. get_merge_request lets you ask your agent for a merge request’s commits, diffs, pipelines, conflicts, or notes. get_pipeline now includes get_pipeline_jobs, so you can ask for a pipeline’s jobs along with the pipeline itself. Your agents spend less time choosing the right tool and pull in only the details a task needs. Toolsets let you choose which groups of tools the server returns. Each agent works from a focused set of tools that fits your team’s workflow instead of everything the server offers. A smaller set makes it less likely that an agent picks the wrong tool and has to retry. Most groups are on by default, and code security and wikis are available as opt-in groups. Browse the full catalog in the tools reference. Start GitLab flows without leaving your client Calling tools is one way an agent works with GitLab. Now, an agent can also hand a job to GitLab Duo Agent Platform and follow that job to the result without leaving your client. It can find the flows a project offers with list_duo_agents_and_flows, start a new flow from a goal in plain language with start_duo_session, and check progress with get_duo_session and list_duo_sessions. The work runs in a CI job inside GitLab, under the same context layer, policy checks, and audit trail as any other Duo Agent Platform session. When a session needs a decision, it pauses for your input. With send_duo_session_input, you approve or reject the agent’s proposed action, or answer its question, and the session picks back up, keeping you in the loop. The duo_agent_platform toolset is included by default alongside the rest of the GitLab MCP server's tools. Connect your agents to GitLab today The agents supporting your software lifecycle will continue evolving. As your team adopts new agents, the GitLab MCP server connects each one to GitLab’s tools and flows, so they’re productive from day one. You can connect the agents your team already uses by following the MCP server documentation, which includes setup instructions for Claude Code, Claude Desktop, Cursor, GitHub Copilot, OpenAI Codex, Gemini, Kiro, Zed, and other MCP-compatible clients. The GitLab MCP server is available on the Free, Premium, and Ultimate tiers, on GitLab.com, GitLab Self-Managed, and GitLab Dedicated. On GitLab.com, per-user rate limits are set at 60 calls per minute on Free and 600 on Premium and Ultimate. If you’re new to Duo Agent Platform, start a free trial. Already on Premium or Ultimate? Now who reviews it? The volume of code has never been greater, but delivery hasn’t kept pace. At Meta, code changes on internal platforms grew 220% year over year, while changes that reached users as new features grew only 36% (Reuters, August 2026). Every one of those changes has to clear review before it reaches users. Automated review absorbs much of that load. Code Review Flow in GitLab Duo Agent Platform reviews merge requests as they arrive, follows custom review instructions you define per project, and costs a flat 0.25 GitLab Credits per review ($0.25 at list price). If a manual review takes about 15 minutes of a senior engineer’s time, that’s roughly $25 per review, so automated review cuts per-review cost by 99% (GitLab). Automated review doesn’t take people out of the loop. Approval rules, CODEOWNERS, and compliance policies still require a person to sign off on many changes. For those merge requests, the first slowdown is often finding the right reviewer, and it happens before anyone reads a line. The right reviewer needs expertise in the code being changed, room in their queue, and availability in a time zone where they can respond quickly. When authors can’t see those factors, a few senior engineers carry most of the reviews while other qualified reviewers sit idle. GitLab 19.5 removes that step with Recommend Reviewers Flow. When you create a merge request, GitLab recommends the best individual reviewer based on workload, time zone, availability, and expertise defined by approval rules and CODEOWNERS. The flow explains why it chose that reviewer and lets you assign them in one click. Across your engineering organization, reviews start sooner, review load spreads across every qualified engineer, and more of the code your team writes reaches users. Watch Recommend Reviewers Flow in action: Review is a routing problem, not a headcount problem Teams often treat slow reviews as a people problem. They add reminders, review rotations, extended time zone coverage, and escalations. Those workarounds cost people time and can lead to burnout, and they leave the real cause untouched: routing. The expertise and capacity already exist; there’s just nothing to match them to each merge request as it arrives. Without that match, the author has to answer questions GitLab already can. Who knows this part of the codebase? Who has room in their queue? Who is online right now? Authors fall back on habits that slow everyone down: Assigning a whole group. Everyone gets notified, nobody feels responsible, and the merge request waits for a volunteer. Defaulting to the same trusted reviewer. That person becomes a bottleneck, and their own work stalls. Guessing across time zones. The reviewer you picked just signed off for the day, so your feedback arrives tomorrow. Reviewers pay a price, too. Group assignments flood their notifications with merge requests they will never review, which makes the ones that need them easier to miss. And the reviewers everyone defaults to absorb a growing share of the queue on top of their own work, which wears them down faster. How intelligent reviewer suggestions work GitLab Duo Agent Platform runs Recommend Reviewers Flow on your merge request and does the research for you: You create your merge request. A trigger starts the flow automatically when a merge request is created, whether in draft or ready state, so suggestions arrive from the start. The flow evaluates eligible reviewers. It weighs each candidate’s workload, time zone, availability, and expertise as defined by approval rules and CODEOWNERS, to find the person best suited and positioned to respond. You see the recommendation and the reasoning. The flow explains why it chose each reviewer, so you can approve the suggestion based on that context. You assign with one click. Suggestions appear in a dedicated panel on the merge request. You decide who reviews and when. This design keeps you in control of timing. You can finish iterating or address automated code review feedback first, then bring in a human reviewer when the change is truly ready. You set it up as a flow trigger in your project rather than a project setting, so it fits alongside the other agentic workflows your team already runs. What your team gains The right reviewer match means faster feedback, clearer accountability, and a more balanced workload. Recommend Reviewers Flow makes that call consistently, at scale, and with reasoning you can see and override. Recommend Reviewers Flow also works alongside the other foundational flows in GitLab Duo Agent Platform that handle the work around a merge request: Run Code Review Flow first, so automated feedback lands before a person is brought in. Add Security Review Flow to check merge request changes for business logic vulnerabilities before they merge. Use Fix CI/CD Pipeline Flow to diagnose and repair failed jobs, so a broken pipeline doesn’t hold up an approved change. Use Custom Flows to build Recommend Reviewers Flow into the process your team already follows. Each step from merge request to merge runs on the same platform, under the same policies, so more of the code your team writes actually reaches users. Get started Intelligent reviewer suggestions are generally available in GitLab 19.5 for GitLab.com, GitLab Self-Managed, and GitLab Dedicated. To try them, add the Recommend Reviewers Flow trigger to your project, then create your next merge request. Learn more in our documentation. New to GitLab Duo Agent Platform? Stored there as a raw value rather than a reference to a scoped secret, a signing key reaches every job in the pipeline — compromised or not. Standing up a standalone vault narrows that exposure but requires mirroring every change to project membership, protected branches, and production environments. When the vault falls out of sync, a pipeline breaks or an agent’s service account keeps access it no longer needs. GitLab Secrets Manager tightens credential security without a second permission model. It is now generally available in GitLab 19.5 for Premium and Ultimate on GitLab.com and GitLab Self-Managed, with GitLab Dedicated coming soon. Built on OpenBao, it stores build-time and runtime credentials under the same permissions and audit trail as your code. Platform teams can offer developers self-service secrets, and security teams get credentials scoped to the jobs that use them, plus the pipeline and job ID on every CI/CD read. "GitLab Secrets Manager lets us centralize secrets across CI/CD, Kubernetes, and infrastructure as code without standing up multiple vaults or maintaining separate integration points. It also strengthens our supply chain security by tightening which users and pipelines can access a given credential." - Jeremy Nauta, Software Architect, OneTrust How Secrets Manager scopes build-time secrets to each job Agents can take actions no one anticipated, so security teams need to regard every job as if its agents will use any credential it can reach. Secrets Manager narrows what agents can reach with the context GitLab already holds about each job: its project, the branch it runs on, whether that branch is protected, and the environment it targets. A developer declares the secret a job needs with the secrets: keyword in .gitlab-ci.yml, and GitLab injects the value only into jobs that declare it and fall within its scope. Scope conditions accept wildcards on branch and environment, and they combine, so one rule can require a protected branch and a production/* environment before a job receives the credential. Inside the job, GitLab writes the value to a temporary file and exposes only its path, which limits exposure in subprocesses, crash dumps, and telemetry. GitLab masks the value in job logs and discards it when the job ends. Unlike a CI/CD variable, a secret is never readable in your project configuration. OpenBao encrypts secrets at rest with AES-256-GCM, so a copy of the secrets database holds only ciphertext. Jobs fetch values straight from OpenBao with short-lived tokens bound to each job’s identity, which keeps plaintext secrets out of the GitLab application. See how to get started with Secrets Manager: Revoke and trace an exposed credential When the axios npm package was compromised, a SANS advisory warned teams to "assume all environment variables on affected systems were exfiltrated" and extend investigations to CI/CD runners and build infrastructure. Responders had to work out which credentials each affected job could read, how to cut off access, and which runs read them. With Secrets Manager, when a job runs a poisoned dependency, the exposure stops at the secrets that job declared and was authorized to read. To clean up, revoke and replace the leaked credential, update the value in Secrets Manager, and audit that one job while other pipelines keep running. Secrets Manager prompts you to set a rotation reminder when you create a secret. Dynamic credentials are coming soon and will provide ephemeral access without manual rotation. GitLab streams every secret create, read, update, and delete event to your audit event destinations and records changes in the audit trail. Each pipeline read carries the pipeline and job IDs, which tie to the commit, the triggering user, and the merge request, when there is one. Incident responders and auditors can trace a read to the change behind it without correlating logs from a CI system, a vault, and an identity provider. Audit events never contain secret values. Govern secrets with the permissions that govern your code As agents take on more work, platform teams field more requests for pipelines and service accounts that need credentials. When those requests queue, teams fall back on broad grants and shared secrets. Secrets Manager uses the GitLab namespace as its isolation boundary. Projects inherit secrets defined in the groups above them, so you define a shared credential once. Owners grant read, write, and delete permissions to specific users or default roles, using the same membership model that governs the code. Remove a person or an agent's service account from a project, and that identity's access to the project's secrets ends. Developers reference secrets through the project access they already hold. When a secret reference breaks, they fix it in the same merge request as the code, with no second repository, approver, or access ticket. With a governed credential one line away, fewer secrets end up in over-scoped CI/CD variables, local files, or the repository. One store for pipelines and runtime workloads Kubernetes, Terraform, and scripts often get separate secret stores, each with its own access model and logs. Secrets Manager serves runtime tools from the same store as pipelines, under the same permissions and audit trail: Kubernetes, through External Secrets Operator. ESO re-fetches the secret on a set interval and updates the Kubernetes Secret in place, so a rotated value reaches the cluster without a pipeline run. Terraform and OpenTofu. They read a secret as a data source at plan or apply time and keep credentials out of .tfvars files and CI/CD variables. OpenBao and Vault CLIs, through the Vault-compatible API. Teams keep their existing scripts and point them at Secrets Manager. Other runtime tools, through the Secrets Manager API. Each runtime tool authenticates with a service account or an access token, and that identity needs project membership and explicit read permission for the secret. GitLab then issues a separate token, valid for five minutes, that the tool uses to fetch it. How Secrets Manager fits with GitLab's supply chain controls GitLab’s governed software factory connects code, pipelines, packages, and secrets on one platform, with one identity model and one record of how a change reached production. Dependency Firewall decides which packages enter a pipeline, Secrets Manager limits which credentials the pipeline can reach, and Artifact Central governs what you ship. Secrets Manager supports two of the five stages in the GitLab Security Standard, GitLab's framework for letting agents earn autonomy: For Authorize, it binds each job to the secrets its identity and scope allow, and for Respond, it streams every CRUD event. Secret push protection blocks commits containing credentials before they reach the repository, and Secret detection finds the ones already in your code and history. GitLab Duo Agent Platform triages what those scans find and flags likely false positives, so your team revokes, rotates, and audits only real leaks. GitLab's existing integrations for HashiCorp Vault, AWS Secrets Manager, Azure Key Vault, and Google Cloud Secret Manager keep working alongside Secrets Manager, so you can migrate at your own pace. Get started GitLab Secrets Manager is a paid add-on for Premium and Ultimate, billed through GitLab Credits: 1 credit per secret stored per month, and 1 credit per 2,500 read operations. An enterprise license agreement is available for air-gapped environments. On GitLab.com, top-level group Owners can try GitLab Secrets Manager free for 30 days or 500 evaluation credits, whichever ends first. Go to your top-level group, select Secure > Secrets Manager, then Start 30-day trial. On GitLab Self-Managed, your administrator must install and enable Secrets Manager, following the documented sizing and high-availability guidance. GitLab Dedicated support is coming soon. To find the first credentials to move, run the secret audit tool for CI/CD variables, which flags variables likely to hold credentials. A migration workflow for CI/CD variables is in development. This approval marks the twelfth indication for Tecentriq in the US. “This approval provides a new adjuvant treatment option for people with stage III dMMR colon cancer who face a high risk of disease recurrence,” said Levi Garraway, MD, PhD, Roche’s Chief Medical Officer and Head of Global Product Development. “Tecentriq combined with chemotherapy has the potential to become the new standard of care as the first approved immunotherapy-based regimen for this setting.” “Until now, the adjuvant standard of care for stage III colon cancer has not differed based on mismatch repair status,” said Frank A. Sinicrope, MD, Professor of Oncology at the Mayo Clinic and US Principal Investigator for the Alliance ATOMIC trial. “This milestone represents an important therapeutic advance that leverages immunotherapy to target the specific biology of dMMR stage III colon cancer after surgical resection. By reducing the risk of disease recurrence or death by 50%, atezolizumab plus chemotherapy is a practice-changing regimen that can improve clinical outcomes of this group of patients living with colon cancer, one of the most common cancers and a leading cause of cancer-related death.” The FDA approval is based on the landmark phase III ATOMIC study, recently published in The New England Journal of Medicine. ATOMIC demonstrated that adding Tecentriq to modified (m)FOLFOX6 chemotherapy reduced the risk of disease recurrence or death by 50%, compared to chemotherapy alone for people with stage III dMMR colon cancer, as determined by an immunohistochemistry test, such as the VENTANA® MMR RxDx Panel.1 The 36-month disease-free survival was 86% for Tecentriq combined with mFOLFOX6 compared with 76% in the mFOLFOX6 alone group. The safety profile was consistent with previous studies of Tecentriq and mFOLFOX6.1 Colon cancer remains one of the world's most common and deadliest tumours.4 Over one million people are diagnosed globally each year, and nearly 25% of all colon cancers are diagnosed at stage III.2-4 Despite surgery and chemotherapy, nearly 30% of stage III patients experience disease recurrence within five years.2,3 Approximately 15% of colon cancer patients present with dMMR or microsatellite instability-high (MSI-H) tumours, which indicate a higher mutation rate and thus have the potential to respond to immunotherapy.5 Roche is pursuing further regulatory filings for Tecentriq, including with the European Medicines Agency, to bring this immunotherapy-based adjuvant option to patients with dMMR colon cancer worldwide as soon as possible. About the ATOMIC study ATOMIC (A021502, NCT02912559) is a phase III, randomised, open-label, multicentre study investigating the addition of Tecentriq® (atezolizumab) to modified (m)FOLFOX6 chemotherapy (a combination of folinic acid, fluorouracil, and oxaliplatin) in patients with stage III colon cancer who have a deficiency in DNA mismatch repair (dMMR). The trial enrolled 712 patients. Participants were randomised 1:1 to receive either mFOLFOX6 plus Tecentriq for 12 cycles (six months) followed by Tecentriq monotherapy for 13 cycles (an additional six months), or mFOLFOX6 alone for 12 cycles. The primary endpoint is disease-free survival (DFS). The global study in the US was sponsored by the US National Cancer Institute (NCI), part of the National Institutes of Health, and led by the Alliance for Clinical Trials in Oncology (Alliance) with participation from other NCI-funded National Clinical Trials Network (NCTN) groups. Genentech, a member of the Roche Group, provided support for the study through a Cooperative Research and Development Agreement between NCI and Genentech. The trial was led globally by Frank A. Sinicrope, MD, Professor of Oncology at the Mayo Clinic and US Principal Investigator within the Alliance. German participation in this major international academic collaboration was enabled through close cooperation between the Alliance and the AIO-Studien-gGmbH, in partnership with the AIO (Arbeitsgemeinschaft Internistische Onkologie) of the German Cancer Society (Deutsche Krebsgesellschaft, DKG), under the national leadership of Prof. Dr. Anke Reinacher-Schick (Ruhr-Universität Bochum). AIO-affiliated study sites enrolled patients during the later recruitment phase, ensuring access for eligible patients in Germany. About Tecentriq® (atezolizumab) Tecentriq is a monoclonal antibody designed to bind with a protein called PD-L1, which is expressed on tumour cells and tumour-infiltrating immune cells, blocking its interactions with both PD-1 and B7.1 receptors. By inhibiting PD-L1, Tecentriq may enable the re-activation of T cells. Tecentriq may also affect normal cells. Tecentriq has been approved for some of the most aggressive and difficult-to-treat forms of cancer, and is the first PD-(L)1 cancer immunotherapy available in both subcutaneous and intravenous formulations.
