3,814-Acre Kronkosky Natural Area Targets Late Fall 2026 Opening Between Boerne and Bandera

Pipe Creek, TX Friday Oct 23, 2026 @ 10:20 AM Central — The Building Texas Show's latest episode, New Texas State Park Near Boerne: Why It Isn't a Park | ABK, hosted by Justin McKenzie and published October 21, 2026, delivers an on-the-ground preview of the Albert & Bessie Kronkosky State Natural Area (ABK), the 3,814-acre site straddling Bandera County and Kendall County along Highway 46 between Boerne and Bandera. New site superintendent Stephanie Kwiatkowski, who stepped into the role in June, explains why Texas Parks and Wildlife is targeting late fall 2026 to open the gates, and why the agency classified ABK as a state natural area rather than a state park. The conversation is a return visit for the show, which previously hosted founding superintendent James Rice while the land was still in survey and planning. Kwiatkowski walks listeners through several specific threads: The legal and operational distinction between a state park and a state natural area under the Texas Admin Code, with comparisons to Government Canyon, Lost Maples, Inks Lake, and McKinney Falls. The 28 miles of multi-use trail open to hikers, mountain bikers, joggers, and strollers. Operational lessons from the July 2026 flooding event, which washed out landscaping, trails, and campsites before any public visitation. Kwiatkowski frames the park-versus-natural-area question as a spectrum between recreation and conservation, and she is candid about the stakes of protecting the ABK viewshed. Standing in a UTV above the canyons during her first weeks on site, she described the moment this way: "The site owns both sides of those canyons. And so that view, that viewshed, it is safeguarded for, um, forever." She also credits the volunteer corps assembled by James Rice, a former biologist, calling the relationships "integral to our success as a site." The episode digs into the ecological specifics that justify ABK's protective designation: bigtooth maples that rival those at Lost Maples State Natural Area, the riparian corridors along Red Bluff Creek and Pipe Creek, and the transition zones between ash juniper woodlands and creek bottoms. Kwiatkowski traces her own path from a childhood of camping in a pop-up trailer, through an environmental science degree with a minor in environmental sociology, GIS and consulting work, a formative seasonal job with the City of New Braunfels parks, the park operations trainee role at the Lost Pines Complex (Bastrop and Buescher State Parks), and an assistant superintendent stint at Pedernales Falls State Park before her June promotion. Construction crews, subcontractors, and a six-person site team are now preparing cabins, screened shelters, tent sites, backcountry camping, and hike-and-bike infrastructure for public access. About The Building Texas Show The Building Texas Show, hosted by Justin McKenzie, spotlights the people, places, and projects shaping Texas communities, from Hill Country conservation to small-business entrepreneurship. New episodes publish weekly across YouTube, Facebook, Instagram, and LinkedIn, with sponsorship support from Chisos Boots. The ABK episode is available now wherever podcasts are heard.

When Passive Investing Isn't Enough: Infrastructure Capital Equity Income ICAP ETF Seeks To Help Investors Looking To Capitalize On Volatility

By Meg Flippin, Benzinga DETROIT, MICHIGAN - October 23, 2026 - When it comes to investing in large-cap, dividend-paying stocks, it may not always be enough to select an ETF that tracks the S&P 500 and sit back and watch it appreciate. In the current environment marked by rising interest rates, stubborn inflation and market volatility, doing that may cost you.  Passive, broad-market funds can expose investors to overconcentration risk and capped upside potential. They may also lock investors into overvalued large-cap names and fail to adapt when market conditions shift. The passive income-seeking ones may not be much better. They can potentially put investors at a disadvantage because broad index yields are stuck near lows, rigid rules may fail to protect against inflation, and capping upside limits long-term growth. It doesn’t help that inflation is rising, with prices up 3.7% in September, according to the latest Consumer Price Index reading.  Passive May Not Be Enough  All of that is particularly true in a volatile market where news in one sector can take down the entire market. Or where broad downturns could trigger losses. When things like the Federal Reserve announcing another rate hike - like it did at its most recent meeting in September - tanks the market, a passive ETF can’t react quickly. Investors have to be mindful that even if an ETF or fund layers options on top of its passive strategy, if it remains too rigid, they could still be at a disadvantage. Many of these rules-based ETFs hold a portfolio that mirrors the S&P 500 and sell monthly SPX index call options on 100% of their holdings. Despite using options to generate income, the fund may be forced to lock in losses during market pullbacks and strictly cap its participation in recovery rallies, because it has a rules-based approach. That does not benefit investors as an actively managed fund would.  Infrastructure Capital Equity Income ETF: All The Action You Need  The Infrastructure Capital Equity Income ETF (NYSE: ICAP) takes an actively managed approach. The fund does not track an index like the S&P 500. Instead, it selects large-cap, dividend-paying companies from a range of sectors using bottom-up fundamental analysis. That way, it is not beholden to one stock, sector, industry or region. Investors aren’t locked into one mega-cap company or overconcentrated in one area.  The portfolio construction emphasizes discounted cash flow estimates along with a dynamic valuation screen that includes metrics such as price-to-earnings, enterprise value-to-EBITDA and price-to-funds-from-operations. Holdings are also chosen for their consistent dividends, reasonable payout ratios and the potential for future dividend growth. ICAP also employs a flexible, discretionary options overlay. Rather than systematically overwriting a fixed percentage of the portfolio, the fund sells covered calls on individual stocks. Coverage ratios, strike prices and expirations are all managed dynamically.  Hands-On Approach Gives Investors An Edge The fund is able to do that because it is run by Infrastructure Capital Founder, CEO and Portfolio Manager Jay D. Hatfield, who brings with him nearly thirty years of experience in the financial markets, offering a broad perspective on stocks, options and investing. Thanks to his extensive experience as an investment banker, portfolio manager and research director, investors get access to a seasoned money manager who has created his own approach to investing.   Hatfield has a hands-on approach to selecting companies for the ICAP ETF that includes maintaining proprietary company models and relationships with the management teams to determine earnings estimates and forward-looking outlooks, establishing price targets using a dynamic relative valuation framework based on the relationship between price, earnings and growth and employing a selective option writing strategy and modest leverage of typically 15-30% to enhance income while retaining upside market exposure. Plus, investors get either a monthly payout or income that is reinvested.  Holdings are subject to change. Please see current top ten holdings by clicking here.  Inflation is rising, the Fed is still raising rates and the markets are reacting. Passive investing in this environment can almost feel like a fool's game sometimes, especially if you are seeking income. The Infrastructure Capital Equity Income ETF (ICAP) takes an active approach. Lesotho Government Heeded the Qacha’s Nek Community’s Long-Standing Plea for Improved Mobility as Tebellong Bridge Will Soon Be Constructed

Public Works and Transport Minister, Honourable Matjato Moteane  introduced Unik Construction as the contractor for the Tebellong Bridge project and turned the sod to mark the start of construction. The project, expected to take 24 months, will include a tarred road linking the Senqu River to Tebellong Hospital, this was announced by Moteane adding that many people lost their lives while crossing the Senqu River. He said the government was continuing efforts to make the river safer through bridge construction, adding that when the current administration took office, it found plans for projects that had been drawn up more than a decade earlier. Hon. Moteane said delays in the bridge project had, among other factors, been caused by its politicisation and changes in government. He urged Unik Construction to work closely with the relevant authorities and maintain the quality demonstrated in its previous projects. The minister also called on the contractor to source materials, including cement and sand, from local businesses where possible. He revealed that the government had spent more than M3 billion on service delivery across the three constituencies in Qacha’sNek during its four years in office, saying it was committed to providing services to the public without political discrimination. Recalling his own experience of crossing the river by boat, Hon. Moteane expressed hope that the project would eventually bring an end to such risky crossings for the public. Minister of Tourism, Sports, Arts and Culture, Honourable Mputi Mputi said the development presented an opportunity to promote tourism and create jobs in the area. He challenged community leaders to identify ways of using local tourism attractions to stimulate economic activity, urging all stakeholders to contribute to job creation and the promotion of Lesotho. Hon. Mputi said tourism and sports development were everyone’s responsibility and called on communities to take advantage of development initiatives to improve livelihoods. Chairperson of the Portfolio Committee on Natural Resources, Tourism and Land Cluster Lebohang Phohleli expressed gratitude on behalf of the public, saying they would return to monitor progress and ensure the project was implemented successfully. Qacha’s Nek Member of Parliament (MP) Mohlahlobi Busa said the bridge was a long-awaited development that would help protect communities from the dangers of crossing the Senqu River.“We have long been waiting for this, as it is a long-time plan, and now that a contractor has been introduced, we have to be thankful,” he said. Hon. Busa said the bridge would benefit not only residents of Tebellong and Whitehill but also the wider community, particularly people travelling to access services at Tebellong Hospital. He expressed hope that construction would begin soon, given the risks faced by residents, and called for local people to be prioritised for employment. “Only skilled labourers should be sourced from outside. We need transparency,” he said. Busa further urged the contractor to maintain good relations with the community and avoid any form of abuse.“Preserve the dignity and peace in this area,” he said. Lebakeng MP Letsekang Moloi described the occasion as historic, saying bridge construction had been among the public’s expectations when he was elected. “We are thankful for this big gift, and I am glad I took on the assignment and my plea was heard for this project to eventually be happening,” he said. Moloi said the bridge would stimulate economic growth by improving business opportunities for local shops and transport operators while making access to the hospital easier. He raised concerns about the limited availability of boats for crossing the river, saying residents depended on three existing boats, some of which had been washed away by the river. He appealed to residents whose property, including fields, might be affected by construction to cooperate with the project team to ensure smooth implementation. Moloi also called on the community to embrace and protect the development.“May this bridge unite us and not cause any divisions. Let’s accept the project and protect it,” he said. Tebellong Area Chief Makhaola Makhaola thanked the government for responding to the community’s longstanding calls for a bridge.“I have been asking for this multiple times for the people of Tebellong, and we are grateful for this big day,” he said. Makhaola also highlighted the challenges faced by Tebellong Hospital, saying patients had lost their lives while seeking care and the transportation of medication to the facility had been difficult. Speaking on behalf of the Principal Chief, he welcomed the development and pledged the community’s support in protecting the infrastructure.Nts’upe Community Council Chairperson Tefo Lehakoe thanked all those who had contributed to making the project possible, including residents who had raised concerns, community leaders and the government. He recalled seeing structural steel in the river and believing they signalled the beginning of construction, only for them to disappear later. Lehakoe said major projects such as the bridge should create opportunities for local businesses and residents. However, he raised concerns about access to quarry materials and sand, calling for clear guidelines to ensure businesses from Qacha’s Nek could benefit. He also warned against political interference in recruitment and called for transparent employment procedures that would allow Basotho living in the project area to benefit. “Unskilled labourers should be sourced locally,” he said. Lehakoe expressed hope that the completion of the bridge would bring an end to the deaths associated with crossing the river. Speaking on behalf of Qanya Community Council Chairperson, Whitehill Councillor Rorisang Marotholi commended the government for taking up the bridge project rather than abandoning it because it had been planned by a previous administration. He also called for transparency in recruitment, urging that councillors and chiefs from affected areas be involved in the process. “Developments are neither political nor campaigning, but need to happen, though some stakeholders treat them like that, and it is wrong according to me,” he said. Marotholi urged everyone involved to focus on the project’s successful implementation and protect the development for the benefit of the community. The event also featured songs by Tebellong Primary School and a mohobelo dance performance by Matseka Primary School. Distributed by APO Group on behalf of Government of Lesotho.
