Hong Kong, Oct 21, 2026 - On October 15, 2026, Guotai Junan International Holdings Limited (“GTJAI”, stock code: 1788.HK), a subsidiary of Guotai Haitong Group,  acted as the medium term note arranger and joint global coordinator to assist Samruk-Kazyna, Kazakhstan’s sovereign wealth fund, in successfully pricing RMB 3 billion of offshore RMB bonds across 3-year and 5-year tranches, with coupon rates of 2.15% and 2.30% respectively. The listing ceremony was held at the Hong Kong Stock Exchange on October 16. Against the backdrop of China and Kazakhstan continuing to deepen their comprehensive strategic partnership, advance high-quality “Belt and Road” cooperation, and expand cross-border RMB investment and financing cooperation, this first dim sum bond issuance by Samruk-Kazyna marks the issuer’s return to the RMB bond market following its debut panda bond in April this year. Transaction Highlights Regional Breakthrough: Central Asia’s first offshore RMB bond issued by a sovereign wealth fund Market Pioneer: The first landmark issuer across Central Asia, Central/Eastern Europe, the Middle East and Africa to establish a deep presence in both the onshore (panda bond) and offshore (dim sum bond) RMB bond markets Company Milestone: Samruk-Kazyna’s first offshore RMB bond issuance Leading the Project Execution, Demonstrating Cross-Border Financial Services Capabilities In this transaction, GTJAI served as the medium term note arranger, joint global coordinator, documentation agent, roadshow coordinator and settlement agent, leading the coordination and advancement of the project throughout and assisting the issuer in completing key stages including transaction structure design, bookbuilding, pricing, listing on the Hong Kong Stock Exchange, and settlement and delivery. Leveraging its proven offshore bond execution experience and cross-border settlement capabilities, GTJAI provided full-process professional support to ensure the efficient and smooth completion of the issuance. Prior to the transaction, GTJAI fully leveraged its combined advantages of cross-border capital market execution efficiency and broad international investor coverage to assist the issuer in conducting investor roadshows in Hong Kong, Shanghai, Singapore and London, meeting with more than 100 institutional investors in total and facilitating in-depth exchanges between the issuer and international investors, thereby providing strong support for the issuance. Connecting Onshore and Offshore RMB Markets, Advancing China-Kazakhstan Financial Cooperation Dim sum bonds are an important tool connecting international issuers with the RMB capital market. This issuance further enriches the supply of offshore RMB assets in Hong Kong and expands the use of RMB in international financing and investment. It represents an important move by GTJAI to fully leverage Hong Kong’s locational advantages and serve the diversified financing needs of enterprises in Belt and Road partner countries and regions, as well as a strong action to help Hong Kong consolidate its position as an international financial center and a global hub for offshore RMB business. NIGEL BARNETT’S TELECOM ACQUISITIONS LTD TAKES BACK CONTROL FROM TALKTALK GROUP

Wednesday 21 October, 2026 Nigel Barnett, CEO of West Sussex based Telecom Acquisitions Ltd (TAL Group), has repurchased the 51% shareholding held by TalkTalk Group for the past four years. The buyback was planned over 18 months, with both parties working closely together to reach a successful outcome. During TalkTalk’s tenure, TAL Group doubled in size and now serves more than 80,000 customers every month. Continued growth across the group Home Telecom, one of the group’s leading brands, continues to grow, receiving more than 30,000 introductions a month from people moving house across the UK. With energy and Sky TV now added to its range, Home Telecom offers movers a complete home-services package. Both before and during TalkTalk’s involvement, TAL Group acquired 17 residential broadband customer bases. This has allowed the business to grow both organically and through acquisition, with several further deals in the pipeline that it hopes to complete before Christmas. Service that sets it apart In September 2025, TAL Group moved to new premises in Horsham, West Sussex. It now employs more than 100 people, both in the office and working from home around the UK. The company is one of the few residential broadband suppliers to offer a 24-hour service, 365 days a year. The quality of that service is reflected in more than 20,000 Trustpilot reviews and a 4.7 rating. TAL Group is also one of the few broadband suppliers to offer all the major networks, plus the larger altnet operators, through a single postcode checker, making it easy for homeowners to find the best available service in one search. CEO comment Nigel Barnett, CEO, said: “This is a different outcome from the one I expected four years ago, but it was an opportunity I simply couldn’t miss. I’m incredibly proud of my daughter, Sasha Barnett, who has taken the reins and shows the same passion for the residential business that I’ve always had. Having come from the B2B sector with Global 4, I’ve found the residential market refreshing and fast-moving. I’d like to thank TalkTalk for their support over the last four years.” ENDS NOTE TO EDITORS Telecom Acquisitions Group consists of four trading brands Home Telecom, Fleur Telecom, Eclipse Broadband and EZE Talk residential. Further customers from Bulldog Broadband, Cuckoo, Gigabit Networks, Link Broadband, No One internet, Open-Fibre, Earth Broadband, Hive Telecom, Infinics Broadband, Neatley, Origin, Homeshift. Economic Community of Central African States (ECCAS) validates regional data governance framework to advance digital integration in Central Africa

The Economic Community of Central African States (ECCAS) Regional Data Governance Framework was validated at a workshop held on 19–20 October 2026 in Brazzaville. Organized by the United Nations Economic Commission for Africa (ECA) in collaboration with ECCAS, the workshop marked a step towards stronger data governance and digital integration in Central Africa. The workshop brought together 30 representatives from ECCAS Member States and technical and development partners to review and validate the Framework, which aims to strengthen data governance, enable secure cross-border data flows and advance regional digital integration. The validation follows regional assessments, technical discussions and stakeholder consultations, including the Regional Stakeholder Engagement Workshop held in Douala, Cameroon, from 31 August to 4 September 2026. In Brazzaville, Member States reviewed the proposed Framework, agreed on common priorities and strengthened cooperation on data governance. The Framework addresses fragmented national data governance systems, limited interoperability, differing regulatory approaches and barriers to secure cross-border data sharing. It seeks to harmonize regional approaches to support digital sovereignty, innovation, economic development and integration. The Framework is structured around six strategic pillars: the legal and regulatory framework; institutional governance; common infrastructure and interoperability standards; cross-border data flows; financing, cooperation and capacity building; and the economic value of data and youth digital entrepreneurship. The Framework outlines practical regional initiatives—secure information exchange between public institutions, digital public services and digitized certificates of origin—to facilitate trade and economic integration among ECCAS Member States. Mr. Mr. Guichard Tsangou, Director of Posts, Telecommunications and Digital Economy at ECCAS, stressed the importance of regional cooperation and progress since the Douala consultations. "The Douala workshop provided the momentum and the methodology; the Brazzaville workshop must deliver consensus and technical finalization," said Mr. Tsangou. He said the Framework would help Member States move from fragmented national approaches to common rules, secure data exchanges and a more integrated regional digital market. Representing ECA, Dr. Mactar Seck called for concrete action to deliver measurable benefits for the people of Central Africa. "The validation of this Regional Framework does not mark the end of a process, but the beginning of a new phase. It commits us to translating our shared vision into operational institutions, secure data exchanges, strategic investments and concrete opportunities for the people of Central Africa," said Dr. Seck. He stressed that implementation would require clear institutional responsibilities, strong national ownership, sustainable financing, and monitoring and evaluation mechanisms. Ms. Christelle Onana, Head of Digitalisation at AUDA-NEPAD, stressed that the Framework should align with the African Union Data Policy Framework and reflect Member States' institutional, regulatory and operational realities. "This meeting is an opportunity for collective responsibility. It calls on each delegation to view the document not simply as a collection of technical provisions, but as a strategic regional agreement designed to strengthen trust, digital sovereignty, innovation and integration in Central Africa," said Ms. Onana. Mr. Olaf Handloegten, representing German development cooperation (GIZ), called for stronger data protection, harmonized governance policies and trusted cross-border data flows. "For GIZ and Germany, the validation of the ECCAS Regional Data Governance Framework is an important milestone in supporting ECCAS to protect citizens' privacy while promoting data harmonization and the free flow of data within the subregion," said Mr. Handloegten. He reaffirmed GIZ's commitment to helping ECCAS and its Member States develop an inclusive, secure and sustainable data economy. A three-phase roadmap sets out implementation over 36 months: establishing institutional and regulatory foundations in the first six months; operationalizing regional mechanisms from months six to twenty-four; and consolidating achievements from months twenty-four to thirty-six. Participants reviewed the Framework and roadmap, focusing on institutional coordination, regulatory harmonization, interoperability, secure cross-border data exchange, capacity building and data-driven innovation. The validation of the ECCAS Regional Data Governance Framework marks a significant step towards a secure, trusted and interoperable regional data ecosystem. Implementation will strengthen cooperation, facilitate cross-border data flows, encourage digital entrepreneurship and create opportunities for inclusive and sustainable economic development in Central Africa. In closing, as a representative of Equatorial Guinea, which currently chairs the rotating ECCAS presidency, Mr Celedonio NGUEMA ANGONO, Director General of Telecommunications, reiterated the importance of advancing data governance at the regional level and of drawing on each country’s unique experience in implementing this new regional data governance framework.
