Society of Petroleum Engineers (SPE) Libya Builds Youth Pipeline as Energy Sector Prepares for Growth

Libya’s efforts to increase oil and gas production are putting renewed attention on the technical expertise and workforce capabilities needed to support exploration, drilling and field development. The Society of Petroleum Engineers (SPE) Libya Section is contributing to that effort through its Young Professionals activities and engagement with university students. SPE Libya’s Young Professionals network provides early-career members with opportunities for technical and professional development and links them into the wider SPE community. Ali Abu Ikhzam, founder and Young Professionals Chair of the SPE Libya Section, has also contributed to SPE’s international Young Professionals network and technical publications, with his work covering areas including digitalization and automation. University-based SPE student chapters provide another route into the profession, giving students opportunities to engage with technical subjects, industry professionals and the wider petroleum engineering community. Such networks can provide an early connection between university training and the technical requirements of Libya’s upstream sector. The focus on workforce development comes as Libya seeks to attract fresh investment into exploration. The National Oil Corporation’s general bidding round offered 22 exploration blocks, including 11 offshore blocks, as part of an effort to increase exploration activity and develop the country’s oil and gas reserves. The NOC said the round was designed to attract international companies into exploration and drilling while creating opportunities for local businesses and employment. The round has since concluded with international companies awarded investment opportunities. These issues will feature at the Libya Energy & Economic Summit (LEES) 2027, where SPE International – Libya Section is an official supporting organization. The summit will take place in Tripoli from January 23–25, with SPE hosting a Technical Conference as part of the event’s program. The summit’s Knowledge Hub will also address upstream technologies, operational excellence, workforce development and project execution. SPE Libya is also involved in the Energy JEEL initiative, a Ministry of Oil and Gas-led program focused on developing young Libyans through energy-related training and knowledge sharing. The initiative has trained more than 900 young people and is intended to build a pipeline of engineers, technicians and other energy professionals as Libya develops its oil, gas and broader energy sectors. Youth development will also form part of LEES 2027’s In-Country Value Forum on January 24. The program is set to examine youth and women in energy, AI, workforce development and pathways for the next generation of Libyan energy professionals. For SPE members, the summit provides access to operators, service companies, policymakers and international technical specialists in one setting. For students and young professionals, it also offers exposure to the projects, technologies and industry contacts that will become increasingly relevant as Libya develops new exploration opportunities and invests in existing assets. LEES 2027 takes place in Tripoli from January 23–25. For more information visit https://LibyaSummit.com. To sponsor or participate as a delegate, contact sales@energycapitalpower.com. Boosting Defence Self-Reliance Through Local Innovation and Production

Strengthening indigenous defence manufacturing is critical to enhancing military operational readiness, securing supply chains and advancing national self-reliance. The Kenya Defence Forces (KDF) continues to prioritise local innovation and production to build sustainable logistical capabilities and reduce dependence on external supplies. The Vice Chief of the Defence Forces (VCDF), Lieutenant General John Omenda, underscored these priorities while chairing the 74th Board of Directors Meeting of the Kenya Ordnance Factories Corporation (KOFC) in Eldoret, where he launched two key initiatives aimed at strengthening operational support and staff welfare. A major highlight was the unveiling of a locally manufactured Meal Ready-to-Eat (MRE) ration, designed to provide convenient and nutritious meals for military personnel during operations, training exercises and field deployments. The introduction of the MRE marks a significant milestone in expanding Kenya’s domestic defence production capacity, strengthening logistical resilience and reducing reliance on external supply chains for essential military provisions. Lieutenant General Omenda also launched a new KOFC staff bus to enhance personnel mobility, improve transportation efficiency and support the corporation’s daily operations, underscoring the importance of workforce welfare in sustaining institutional productivity. The initiatives highlight KOFC’s growing role in advancing defence industrial innovation, promoting local manufacturing and supporting the KDF’s operational requirements. By integrating technological innovation, personnel welfare and indigenous production, KOFC continues to contribute to a more resilient, efficient and self-reliant defence sector, reinforcing the KDF’s capacity to sustain operations and safeguard national security. Venezuela Energy Week (VEW) 2027 Deal Room Targets Joint Ventures, Service Agreements and Offtake Partnerships

International operators, oilfield service companies and strategic partners are invited to register as commercial partners for the Venezuela Energy Week (VEW) 2027 Deal Room, where companies can pursue joint ventures, service agreements, technology deployments, offtake arrangements and other commercial opportunities. Taking place February 22–25 at the Simón Bolívar Convention Center in Caracas, the Deal Room will bring international companies into direct discussions with local operators, project developers, asset owners and regional leadership. As international companies re-engage with Venezuela's oil and gas industry, the platform aims to facilitate project-level discussions and establish commercial relationships spanning upstream development, infrastructure, technology and energy supply. For international operators and investors, the Deal Room provides an opportunity to identify assets and local counterparties for joint development. Venezuela's push to increase oil production to 1.3 million barrels per day (bpd) in 2026 and 1.5 million bpd in 2027 is creating potential openings for companies with the technical expertise, operational capacity and financial resources to participate in field rehabilitation, enhanced oil recovery, drilling and production expansion. Partnerships with Venezuelan operators can provide a route to developing assets and sharing project responsibilities. Recent agreements demonstrate how partnerships have already begun to take shape. In September, Chevron secured expanded development rights in the Orinoco Belt, underpinning plans by its Venezuelan joint ventures to invest more than $7 billion over five years. Eni also signed a 25-year contract with PDVSA to assume operatorship of the Junín 5 heavy-oil field, giving the company responsibility for its technical, financial and commercial development. Oilfield service companies and technology providers can pursue commercial agreements supporting these activities. Demand spans drilling and workover equipment, artificial lift, engineering, digital production systems, reservoir technologies, power solutions and other services required to restore production and improve the performance of existing infrastructure. Commercial partnerships are advancing this area. In September, Halliburton signed separate agreements with Eneva and WESCA covering development opportunities, field evaluation and technical planning, while SLB signed a framework agreement with PDVSA in June spanning field development, digital technologies and workforce training. The commercial opportunity extends beyond upstream operations. Companies can explore technology and service partnerships supporting gas processing and transportation, refinery rehabilitation, power generation, grid infrastructure and energy logistics, creating multiple routes for international suppliers and specialist firms to establish a presence in the market and for Venezuelan companies seeking to strengthen their portfolios. Recent agreements reflect growing momentum in these areas. In September, GE Vernova signed a strategic alliance with PDVSA to rehabilitate electrical infrastructure serving Venezuela's oil industry. More recently, Baker Hughes partnered with PDVSA, Venezuelan engineering company Lindsayca and Fulcrum LNG to pursue gas processing, transportation and commercialization projects. Offtake and supply agreements offer another route for strategic participation. Companies can negotiate arrangements linked to specific oil, gas or refined-product assets, while international trading and downstream partners can explore supply relationships connected to Venezuela's expanding production and processing capacity. Trading companies Vitol and Trafigura have already secured agreements to purchase and market Venezuelan oil, while international refiners are increasingly pursuing direct supply relationships with PDVSA. The Deal Room will also provide direct access to the institutions shaping project development and commercial activity, including the Ministry of Hydrocarbons, PDVSA and its operating leadership. These relationships can help companies identify counterparties, clarify project requirements and develop commercial frameworks around specific opportunities. As international activity accelerates across Venezuela's energy sector, the Deal Room offers companies a focused setting to identify partners and convert market interest into concrete commercial relationships. International operators, service companies and strategic partners can register to engage as commercial partners at the Venezuela Energy Week 2027 Deal Room. African Union of Broadcasting (AUB) CEO Grégoire Ndjaka Joins African Collaborations Group (ACG) Advisory Board to Advance Sport and Entertainment Districts Across Africa

African Collaborations Group (ACG) (www.ACGafrica.com), the leading strategic project origination and collaboration platform focused on the industrialisation of sport in Africa through the origination of bankable sport and entertainment district ecosystems, today announced the appointment of Grégoire Ndjaka to its Advisory Board. Mr Ndjaka is Director-General and Chief Executive Officer of the African Union of Broadcasting (AUB), the continental federation of Africa's national radio and television organisations. Founded in 1962 and headquartered in Dakar, the AUB brings together 86 members across the continent and beyond. It operates in four official languages (English, French, Arabic and Portuguese), positioning it as the pan-African anchor point for public service broadcasting, media exchange and continental audiovisual policy. First elected CEO of the AUB in January 2016 and re-elected for a four-year term in June 2022, Mr Ndjaka brings over three decades of professional experience as a senior journalist and media executive. He previously served as Director of Human Resources and Advisor to the Director-General of Cameroon Radio Television (CRTV), and holds two Master's degrees in Human Rights and Humanitarian Emergencies and in Project Management from the Catholic University of Central Africa. He is a fellow of the Japan Foundation. Under his leadership, the AUB has driven a continental broadcasting agenda that spans preferential satellite tariffs for member organisations, capacity-building programmes across African media, the coordination of major continental broadcasting rights arrangements, and public service media reform. He is a member of the World Broadcasting Unions alongside his European (EBU), Asian (ABU), North American (NABA) and Caribbean (CBU) counterparts. His appointment to the ACG Advisory Board brings to the platform the continental broadcasting layer that any sport and entertainment district project requires to reach African and global audiences. Sport and entertainment districts, at the scale ACG is originating, depend on structured broadcast distribution across national public service broadcasters, negotiated media rights frameworks, and coordinated continental coverage — the very layers that the AUB convenes on behalf of its 86 member broadcasters. Mr Ndjaka's appointment ensures that ACG's work is aligned from the outset with the continental broadcasting architecture that determines the reach, revenue and cultural resonance of large sport and entertainment properties in Africa. His appointment brings to the ACG Advisory Board an unmatched combination of pan-African media leadership, deep relationships across national broadcasters and public service media, and continental policy positioning in the audiovisual sector — capabilities directly relevant to originating and structuring large-scale sport and entertainment district projects across the African continent. "Grégoire Ndjaka brings to our Advisory Board the continental broadcasting layer that no serious African sport and entertainment district project can be conceived without. The reach, cultural resonance and financial return of these projects depend on how well they connect to the pan-African public service broadcasting architecture, and the AUB is the continental anchor point for that architecture. His presence on our Advisory Board is a genuine strategic asset," said Nicolas Pompigne-Mognard (www.Pompigne-Mognard.com), Founder and Executive Chairman of ACG. The ACG Advisory Board provides strategic guidance as ACG originates and structures large-scale sport and entertainment district projects across the continent, aligning governments, development finance institutions (DFIs), investors, sport bodies and infrastructure partners to support the development of financially sustainable, mixed-use district ecosystems. Africa's sport economy is projected to reach $20 billion by 2035, yet the continent continues to lack the integrated district ecosystems required to support large-scale development. ACG addresses this gap by originating bankable sport and entertainment district projects, moving beyond single-venue development models towards mixed-use, revenue-generating and financially sustainable district ecosystems. Through its collaborative model, ACG convenes governments, PPP authorities and regulators, development finance institutions, private investors, developers, designers and engineers, legal and transaction advisors, operators, sport federations and leagues, event promoters, media and broadcast partners, academic institutions and host communities, creating structured pathways from concept to feasibility, bankability and delivery. South Africa: China Zero Tariff to Give Exporters Certainty Beyond 2028 and Will Safeguard Jobs – Minister Tau

The Minister of Trade, Industry and Competition, Mr Parks Tau says bilateral trade with China and the China Zero-Tariff will give exporters certainty beyond 2028 with safeguards that will protect South African industry and jobs. Tau was speaking during the Briefing Reception on China’s Zero-Tariff Treatment to African Countries hosted today in Pretoria. According to Tau, diversifying South Africa’s markets is how the government plans to protect South African jobs in an uncertain world. He said predictable market access gives investors the confidence to build production in South Africa. “That is what we want as a country, not only more trade, but more factories, more processing and more jobs here at home. Today’s gathering, which is a briefing reception on China, is also aimed at raising awareness of the tariff measure and providing a structured platform to address questions from South African businesses,” he said. Tau said the Zero-Tariff Treatment policy for South Africa means the country is implementing a unilateral preference scheme by China granting duty-free market access for 100% of the products, with exception of 47 tariff lines subject to tariff rate quota. “This was announced by President Xi on 14 February 2026 in his congratulatory message to the African Union Summit. South African products that meet the rules of origin can enter the Chinese market without customs duties. From 1 June to 31 August, SARS has issued 25 975 certificates of origin. Customs declarations rose by 199 percent. Our export-promotion programme with China is moving beyond individual events. We intend to use a series of strategic trade fairs, targeted outward selling missions, hosted buyer missions and direct business-to-business engagements to advance clearly identified commercial opportunities,” he said. Tau indicated that South Africa is in the final stages of negotiating China-Africa Economic Partnership for Shared Development. He said this is an agreement that will provide for South Africa and China to negotiate Memorandum of Understanding (MoUs) and agreement covering trade, investment, infrastructure and logistics, small businesses, and industrial development. “It also forms the basis for negotiation of the Southern African Customs Union (SACU)-China Early Harvest Arrangement. The reciprocal trade arrangement between SACU and China currently under negotiations, which is meant to preserve the zero-tariff arrangement for long-term for SACU countries,” Tau said.
